1.2 Short Project Description

The intent of this Blanket Purchase Agreement (BPA) is to ensure BLM public water systems comply with water quality standards established by the Nevada Division of Environmental Protection (NDEP). The Contractor shall sample, analyze, and report results taken at each location in accordance with the most current NDEP monitoring schedule published for each site. All sampling locations are easily accessible. A brief description of each public water system (PWS) follows, and Enclosure 1 includes maps for each location.

The Red Rock Canyon Visitor’s Center Public Water System (NV0005011) is supplied by a well located at the following coordinates: Latitude 36.130476 degrees; Longitude -115.427814 degrees. Water pumped from the well is initially treated for Aluminum and Iron and then chlorinated before it is distributed to each facility. The buildings supplied by the well include the Visitor Arrival Center and Admin Facility located to the north of the wellhead, and the Fee Station located to the east. The water treatment plant and water distribution pumps are located within the pumphouse adjacent to the well. Before being distributed to the Visitor Arrival Center and the Admin Building, water is pumped from the well site into a 15,000 gallon above ground storage tank. Distribution pumps in the Admin Building pump room deliver water to each building along with separate public restroom facilities in the parking lot. Some water in the 15,000 gallon tank is reserved for fire suppression.

The Red Rock Fire Station Public Water System (NV0003101) is supplied by a well located at the following coordinates: Latitude 36.133499 degrees; Longitude -115.393670 degrees. It supplies the Fire Station Crew Quarters and Admin Offices, the Fire Station Engine Barn, and the BLM Law Enforcement Building which are all located within the same fenced compound. Water is distributed to each building by pumps in the adjacent pump shed.

The BLM Red Rock Campground Public Water System (NV0003100) is currently supplied by a water delivery contractor. The water supplier delivers water to an underground water storage tank located at Latitude 36.133902 degrees; Longitude -115.386072 degrees. The tank is situated such that it provides adequate elevation head to supply all distribution branches throughout the campground.

The BLM Pahrump Fire Station Public Water System (NV0004018) is supplied by a well located at Latitude 36.157693 degrees; Longitude -115.882341 degrees. It provides water to the crew quarters and engine barn within the compound.

2.0 PROJECT Requirements

2.1 Scope of Work and Project Summary/Requirements

2.1.1 The Contractor shall perform water sampling and arrange for the sample analyses and reporting of results in accordance with the Code of Federal Regulations, 40 CFR §141.853, and the Nevada Administrative Code, NAC 445A.450 – NAC 445A.459, for each PWS described in Section 1.0 of this statement of work. The BLM and the Contractor shall field verify the sampling points at each site prior to the start of work.

2.1.2 Water samples shall be collected in accordance with standard field collection methods for public water supply systems and as approved or as recognized by the State of Nevada and/or the analytical testing laboratory. These protocols include, but are not limited to, using the appropriate container types established for each analyte, ensuring proper preservatives are used in the prescribed quantities as applicable to each analyte, storing samples in an appropriate container at correct temperatures and delivering samples such that required holding times are not exceeded. The transportation and handling of each sample shall be annotated appropriately on a chain of custody form from the point of collection to the point of delivery at the testing lab.

2.1.3 The Contractor shall comply with the current sample and compliance schedules shown in Enclosure 2. This includes, but is not limited to, taking water samples and analyzing for specified analytes from the listed facilities at the prescribed frequencies. To ensure each BLM PWS remains compliant with its associated sampling schedule, the Contractor shall maintain awareness of any schedule revisions that NDEP may publish at any time during the period of performance of this BPA. Live (up-to-date) monitoring schedules for each PWS may be obtained online at the following website:

https://ndwis.ndep.nv.gov/DWW/

2.1.3.1 In the event of an NDEP-driven schedule change, the Contractor shall immediately notify the COR who will coordinate with the CO to determine the appropriate action. Such action may include an additional BPA call to obtain added water samples, and to analyze and report these results to ensure the BLM remains in compliance with NDEP monitoring requirements.

2.1.3.2 In the event that any analyzed samples are found to be noncompliant with acceptable standards as established by the State of Nevada, the Contractor shall immediately notify the COR. If resampling is required, the COR or the CO may issue an additional BPA call to take, analyze, and report results for supplementary samples to ensure the BLM remains in compliance with NDEP monitoring requirements.

2.1.4 The BLM shall not be responsible for any failure on the part of the Contractor to meet NDEP’s sampling and compliance schedules. In the event the Contractor fails to meet NDEP’s schedules for any reason (e.g. failure to sample for the correct analyte, failure to sample at the prescribed frequency, failure to coordinate site access in accordance with Section 2.3 of this Statement of Work, etc.), the contractor shall bear all costs required to take any corrective actions.

2.1.5 The Contractor shall repair any damage caused by Contractor personnel, to include their Subcontractors, at no cost to the BLM. Repairs shall include any actions required to safety return an affected system to service, such as flushing, disinfection, or sampling.
