GENERAL SPECIFICATIONS

Background: The National Park Service, St. Croix National Scenic Riverway (SACN) provides toilet facilities in the form of vault toilets to the public at many locations throughout the Riverway. Often time’s visitors utilize these vaults as garbage receptacles and over a period of time items other than human wastes have accumulated within the vaults. The NPS looks to have a contractor remove the materials from the toilet vaults.

Description of Work: The intent of this contract is to secure services for industrial vacuuming and pumping and removal of the sewage, trash, and solids debris from 31 Vault Toilets located within the St. Croix National Scenic Riverway. In accordance with Federal, State and local laws, a Certified and Licensed Contractor shall remove and dispose of all, septage, liquid, semi-liquid, solid waste matter, debris, trash, and any other foreign material from the vaults and holding tanks. The Contractor shall clean up all spilled/dropped/leaked materials, including sewage, water, trash, chemicals, grease, oil, etc., as a result of pumping and related activities inside and/or surrounding the vault toilet buildings. There may be non-standard items present in each unit, and it is the Contractor’s responsibility to remove and dispose of them. Some vault tanks may require water to be added and/or contents to be thoroughly mixed in order to remove materials. The contractor is responsible for determining the best method of removal and cleaning the vault tanks and provide the necessary supervision, labor, supplies, equipment, and other items to complete the project. The Contractor will transport all septage, material, trash, and debris removed from the vault toilets and tanks to a certified or licensed and state approved disposal facility for proper treatment and disposal in accordance with state and local laws and codes. The Contractor is responsible for ensuring each site is clean and acceptable for public use prior to departure from servicing each location, including the filling of the vault tanks with a minimum of 50 gallons up to a maximum of 75 gallons of fresh water after pump-out. If the contractor’s work at any site exceeds 2 hours due to any situation including mechanical failure, portable toilet facilities will be provided immediately at that site to park visitors by the contractor. Appropriate safety procedures and personal protective equipment will be utilized and all work will be conducted under proper hygienic methods. Additionally, to prevent resource damage and rutting, trucks and equipment must stay within the boundaries of established roads or driveways. Contractor will not perform work at the following sites when the soil is not firm enough to prevent rutting beyond two inches in depth: Phipps, Earl, West Howell, Sand Rock Cliffs, Sunrise, and Snake.

Contractor Responsibility: The Contractor is responsible for and shall provide everything including, but not limited to, all equipment, supplies, transportation, labor, testing, fees, and supervision, necessary to complete the work, except for that which the contract clearly states is to be furnished by the Government. The contractor’s operators and equipment shall be capable of removing contents noted in the description of work. At a minimum, the contractor’s hose utilized for removing the materials must be at least six inches in diameter in order to accommodate the type of solids, trash, and debris to be pumped. At some locations additional lengths of hose may be required to provide the ability to reach the vaults. Furthermore, the contractor must be able to and is responsible to obtain and transport fresh water to add to the vaults. Additionally, the Contractor shall supply the service vehicle capable of transporting human waste materials to or from all sanitary septic facilities in accordance with Federal, State and local laws. The contractor shall provide a receipt within 5 business days for each load of waste material disposed of. Each receipt should indicate the date, time, receiving facility location and address, and number of gallons disposed of. If removed, risers will be reinstalled and caulked properly. If damaged, access hatches, risers, and all other government facilities will be repaired or replaced by the contractor. The contractor may be requested to lock vault tannak access hatches upon completion of work. The contractor will provide a written schedule indicating the dates which the vault toilets will be serviced.

NPS Responsibility: Adhering to the contractor’s schedule, the NPS will unlock specific vaults prior to the Contractor performing scheduled work. The NPS will provide GPS coordinates and maps depicting locations of each vault toilet. The NPS will allow access to sites by removing or opening gates, chains, bollards, or boulders. The NPS will replace any bollards or boulders that has been removed.
