WINNEMUCCA DISTRICT
FY24 Winnemucca South Seeding Project
SPECIFICATIONS/STATEMENT OF WORK
I. General Information and Requirements A. Description of Work Using Contractor furnished equipment, supplies, and materials; except for specified Government furnished property, to seed designated areas with BLM specified seed at the rate specified in Attachment A. Ground disturbance is not allowed due to sensitive cultural resources that are susceptible to damage by overland travel. The work area for this contract includes 5,900 acres located in the Poker Brown Mountains, Kumiva Valley, East Range and Sonoma Mountain Range areas in Humboldt County, within the State of Nevada. The project in the Poker Brown Mountain Range consists of one roadside unit totaling 1,200 acres. The project area in the Kumiva Valley consists of one block units totaling 400 acres. The East Range project area includes one block unit totaling 2,200 acres. The project in The Sonoma Mountain Range includes one unit totaling 2,100 acres. The work may consist of multiple seed mixes. Maps are attached that will specify each location. The areas are shown on the Work Location Maps, with the location depicted to be seeded.
B. Specifications
General: It is required that the areas shown on the attached Work Location Maps, and as described in the Statement of Work, be seeded in accordance with the attached specifications for each unit. The Contractor shall seed designated areas in conformance with these specifications and the Work Data Sheets. Unless otherwise specified, the Contractor shall furnish at work sites all equipment, labor, supplies, and materials required to complete the job. The Contractor shall be responsible for service and repair equipment as necessary to maintain satisfactory progress on work.
Seeding Operation
1. Rate of Seeding - Seed shall be distributed at the rate stated in the Work Data Sheets- Attachment A, or as directed by the Contracting Officer or the Contracting Officer’s Representative (CO/COR). Some seeding rates may be slightly reduced due to availability of seed.
2. Seed Conditions - Seed shall not be applied when the wind speed exceeds ten miles per hour unless specified otherwise in the Work Data Sheets or permission is given by the COR or PI.
3. Coverage - The entire surface within the designated boundaries of the job area shall receive uniform coverage with the seed except for such areas as may be excluded by Government (as shown on the Work Location Maps and in the Shape File). Areas excluded from seeding operations within the work site boundaries shall not be included in the acreage computed for payment. Such areas will be specified in advance of seeding operations on Work Location Maps and Shape Files. Seeding strips shall be patterned and applied in such a manner as to secure as high a uniformity of seed distribution as possible. Such distribution shall not vary more than 15 percent above or below the average distribution of seed per unit of surface specified for the particular area concerned. Inspection will be made as operations progress to determine uniformity of application. Any areas missed by the Contractor or seeded to less than the concentration specified shall be reapplied and brought up to standard, or by suitable deduction from contract price, at the option of the Government. No additional cost to the Government will be incurred.
Seed openings of the distribution mechanism shall be inspected at sufficient intervals to insure proper functioning and even distribution of seed. If at any time inspection of equipment reveals that seed openings are not properly operating or that feeders are blocked, the COR may require reseeding of that portion of the area or areas if the Government determines it was not properly seeded, at no additional cost to the Government.
The Contractor shall furnish sufficient equipment to satisfactorily seed the designated areas in the time specified as required in the Work Data Sheets. Contractor shall be capable of applying seed as specified in the Work Data Sheets over varying ground elevation and terrain. Contractor shall provide a communication system so that contractor personnel engaged in the project at different locations can communicate at all times with each other, and so that government Project Inspectors (PI) may communicate with the contractor at any time to discuss performance matters. The Contractor shall comply with all applicable Federal, State and Local regulations.
4. Seed Tanks/Buckets – Seeding Equipment shall be equipped with suitable tanks/buckets for carrying seed with an approved distribution mechanism complete with release, shutoff, and spreading device which can be calibrated for spreading seed at the required pounds (lbs) per acre rate in a satisfactory manner and uniform pattern. Seed hoppers or buckets shall include lids which fasten securely to prevent seed from blowing out during operation.
GPS Requirements:
1. GPS/ARC/INFO compatible navigation system: Seeding equipment shall be equipped with a GPS Guidance/Tracking system capable of accepting and utilizing ARC/INFO GIS Shape files (.shp) and of directly supplying Shape files (.shp) of treatment coverage to the Government upon completion of each treated area or as required by the Contracting Officer.
2. Differentially Corrected Global Positioning System (DGPS): DGPS is required for tracking, and data collection. The Contractor shall provide all guidance equipment, materials, computers, printers, personnel, and services required for the system to be used. The system shall be sufficiently sensitive to provide immediate deviation indications (real-time). The DGPS system must be capable of determining a differentially corrected location with an error of no more than one to two meters in the horizontal plane. The guidance system shall be capable of updating current position at a rate of a minimum of one time per second. Differential correction must cover the complete operational area. During operation, differentially corrected signal must be accurately recorded at least 90% of the operational time. Differential correction may be provided by a portable differential station, FM radio fixed towers, or satellite.
Software provided with DGPS must be designed for parallel offset in increments equal to the assigned swath width of the application equipment.
3. Equipment Requirements:

Project Log: Must be capable of a minimum rate of one-second logging intervals. Full record includes position, time altitude, speed, track, application system on/off, job name/number, and differential correction status. The computer program must be capable of calculating and show total acres treated during the application and also capable of downloading to a computer for analysis and review. The project log must show and differentiate between spray-on and spray-off when viewed on a computer monitor or printer. Export files of each project log shall be provided and must be compatible with ArcView or ARC-INFO GIS system on a standard USB memory stick. The Contractor may provide software that is compatible, and which will enable the files to convert into viewable files for ArcView or ARC-INFO GIS. The contractor must, upon request by the COR or Project Inspector, be able to supply project log data on a USB memory drive for review at any time during the contract. The Contractor will provide project log data at the end of each day’s application. The Contract will not be considered complete until the data has been reviewed and deemed complete with no skips in the sprayed areas. The DGPS system must be capable of zooming in on any portion of the treatment to view a specific area with greater detail.
Hardware: Visual Display Monitor and Control Keypad: (1) Capable of displaying swath width over project path: (2) mounted in a location that will allow the applicator to view the screen; (3) have a method to display nested polygons to indicate sensitive or no-spray areas within or adjacent to treatment blocks: (4) have a feature that allows the applicator to return to the exact location of application shutdown and complete application without omitted or doubled treated areas: (5) be able to input reference waypoints (A-B line): (6) have a feature which alerts applicator when they are about to enter or exit a specific treatment block or an exclusion area within a block.
Memory: Must be capable of storing up to 10 hours of continuous project log data.
Log: Must be capable of calculating and showing total acres treated during seeding, must show the entire track of the equipment from beginning to end and differentiate between seed drop-on and seed drop-off. A color printout and Export files shall be provided on a standard removable drive, USB Drive, or other appropriate media approved by the contracting officer and the Winnemucca District Office and must be compatible with ARC/INFO GIS. Shape files are the required file format.
4. General Requirements
Location and Access to Work Sites: The Government will provide work location maps for the sites that are to be treated within this contract. The Government will also provide GPS shapefiles with perimeter data of the boundaries of all sites that are to be treated. Staging areas located on BLM administered lands must be approved by the COTR prior to usage. Staging areas will not be permitted in areas of existing sagebrush.
Seed Application: The Contractor must be able to evenly distribute the designated seed at the rates specified in the Work Data Sheets. Equipment that cannot perform the specified work shall be modified or replaced by the Contractor within two calendar days. Application equipment shall be equipped for carrying seed with distribution mechanism including release, shutoff, and spreading device which can be calibrated for spreading seed at the prescribed rate in an acceptable manner and uniform pattern. Seed application equipment shall include lids/covers which fasten securely to prevent seed from blowing out.
Seeder Calibration: The Contractor shall calibrate seeding equipment prior to application on the project. The Government will supply seed for calibration. However, the seed may not be available until approximately two days prior to the approximate start date of the project. Seed not used for calibration shall be recovered for use on the project.
Seed: Seed will be furnished by the Government at the location(s) agreed upon during the pre-work conference. The Contractor shall be responsible to protect seed from loss or damage. Seed damaged or lost while in the custody of the Contractor shall be replaced by the Contractor at no additional expense to the Government. Seed will be issued to the Contractor, or their authorized representative, and signed for on DI-105 (receipt of property) form.
Once the Contractor has been issued the seed, contractor has accepted possession and shall be responsible for the protection of seed from loss or damage due to weather, rodents, insects, theft, or any other hazard. Any seed damaged or lost while in the custody of the Contractor will be replaced by the Government and actual cost to the Government for replacement will be deducted from payments due the Contractor. All unused seed shall be returned to the BLM by the Contractor upon completion of work or termination of the contract.
Monitoring Equipment: The Contractor shall furnish equipment to monitor and insure evenly spaced, straight, regular, and complete coverage of all areas included in the seeding job.
Work Crew: All Crew for operation of equipment and seed handling and loading shall be furnished by the Contractor.
Tests for Uniformity and Rate of Application: The Government will conduct tests as operations progress to determine uniformity of seeding. Standards of performance will be determined by adequate weight records of seed applied on each individual seeding trip covered, and ground recovery of samples of seed actually distributed. All work of weight recording and ground recovery will be done by the Government at no cost to the Contractor. Should the Contractor wish to object in any way to the weight recording and/or ground recovery sampling done at any particular time by the Government, the Contractor shall be present in person or by authorized representative to voice said objections when said weight recording and/or ground recovery samplings are done, and to agree upon new records and/or samples at the time, where after the weight recording and ground recovery sampling done by the Government shall be final and binding in the settlement of contract.
Work Stoppages: The Government reserves the right to stop seeding operations at any time when seeding conditions are considered sufficiently unfavorable to warrant stoppage. Stoppage shall continue until seeding operations are again authorized by the Government. No monetary compensation will be given to the Contractor for work suspensions.
Completion of Contract: The contract will be considered completed, and payment due when all seed furnished to the Contractor by the Government has been seeded to the standards specified above; or when all areas designated under the contract have been seeded to specifications; or if performance under the contract is ordered to be terminated by the Government; and when the Contractor has furnished the Government with the Shape Files and Printouts.
Hazards: Any hazards that would pose a danger to Contractor’s personnel or operating equipment should be identified and mitigated or avoided by the Contractor.
Environmental Consideration: The project site shall be cleaned up, and all refuse shall be removed and disposed of at an approved landfill.
Base of Operation: The Contractor shall provide such operation facilities as may be required for competent performance of contract. Use of any operation area shall be arranged by and at the discretion and risk of the Contractor, and the Government shall not be held responsible for any loss, mishap, or accident due to conditions of any operating facility used. The Contractor shall provide appropriate warning signs for traffic if roads are used as operating sites.
Vehicles and Equipment: All vehicles and equipment used for implementation of the project shall be washed prior to accessing the project area to remove any vegetation and potential noxious weed and invasive species parts prior to beginning the work as well as following completion of the work.
Spills and Accidents: The Contractor shall be responsible if accidents and fuel spills occur. The Contractor shall report immediately spills and accidents to the BLM authorized officers and appropriate local authorities. The Contractor shall provide immediate treatment of contaminated or injured persons and seek professional medical attention when necessary. The Contractor shall control fuel spills quickly and shall secure additional help when the Contractor cannot effectively or safely handle the spill cleanup. Spills will be the responsibility of the Contractor and shall be cleaned up to the satisfaction of the local authorities.
Work Camp: Camping will be allowed during project implementation only at sites that have been approved in advance by the BLM. All fire regulations and permits shall be followed. All garbage and refuse shall be removed from the camp site by the Contractor within one week of project completion. In the equipment maintenance area, special precaution shall be taken to contain spilled fuel, lubricants, and wash water. Final payment will be reserved subject to inspection of these sites by the BLM and approval of site cleanup.
II. Project Meetings
A. Pre-Work Conference
A pre-work conference will be held prior to the start of work, and within 15 days of Contract award. The Contractor and the Contracting Officer’s Representative will schedule a time for the meeting location, date, and time. The purpose of the meeting will be to review the required work, project locations, project specifications, work schedule, payroll, progress payments, and administrative provisions of the Contract. The Contractor and the persons responsible for coordination of the work shall be present at the meeting. The Contractor shall be prepared to summarize and explain procedures planned for the project.
B. Progress Meetings
Meetings may be called by either the Contracting Officer or the Contractor as deemed necessary. Meetings shall be held at the project site, or as determined by the Contracting Officer.
C. Final Inspection
The meeting shall be held at the project site, or as determined by the Contracting Officer. The Contractor shall notify the Contracting Officer’s Representative at least two (2) working days in advance of the completion date, as to allow the Government to schedule a final inspection of the project. The Contractor shall require his or her superintendent (if designated) to be present during the inspections. The Contractor shall correct any deficiencies noted and the project will be re-inspected by the Contracting Officer. Final payment of the contract will be held pending the completion of a satisfactory final inspection of the project.
III. Government Furnished and Contractor Furnished Property A. Supplies and Equipment Furnished by the Government
Seed: Seed will be furnished by the Government at the location(s) agreed upon during the pre-work conference. The Contractor shall be responsible to protect seed from loss or damage. Seed damaged or lost while in the custody of the Contractor shall be replaced by the Contractor at no additional expense to the Government.
Maps/Shapefiles: The Government will provide maps with the project area boundaries, and shapefiles of the project are boundaries (for GPS upload).
B. Supplies and Equipment Furnished by the Contractor
General: Contractor shall furnish all equipment, labor, and supplies (i.e. fuel) to complete the specifications of this contract. The Contractor shall service and maintain such equipment as necessary to maintain satisfactory progress on the work.
Equipment: The Contractor shall furnish sufficient equipment to satisfactorily seed the designated areas in the time specified as required in the Work Data Sheets. Equipment shall be capable of proper control and distribution of seed. Application equipment shall have communications with the Government by using radios and frequencies provided by the contractor. Contract will not commence until radio communication has been established.
Unmanned Aircraft System: Aviation Utilization: If UAS will be utilized (i.e., Unmanned Aircraft System) please describe the equipment to be used, compliant with OPM-35 and DOI covered UAS assessment Guide Version 4.0.
Motor Vehicles: The Contractor shall finish motor vehicles for hauling equipment and personnel to the worksite. The Contractor shall not load /unload equipment on public highways unless authorized by the Nevada Department of Transportation.
Work Crew: Labor shall be furnished by the Contractor for handling and mixing and loading the seed. The Contractor shall furnish the necessary qualified mechanics for maintenance of equipment and shall furnish all fuel, oil, and service required for operation of equipment and vehicles. All expenses relating to maintenance and operation of equipment shall be included in the unit price bid per acre for seed application.
IV. Measure and Payment
Measurement of Payment: Work will be measured and paid for by the number of acres that are satisfactorily completed in accordance with specifications. Measurement will be made from computer generated shape file created in a GPS Differential Guidance System at the option of Government. The shape file will be used in ArcView for final acreage measurement. Payment will be made at the unit price per acre specified in the Bid Schedule and shall include cost of all work described in these specifications.
All measurements will be based on a horizontal plane. Re-measurement of the acreage under this Contract will be made upon the written request of the Contractor. Request for re-measurement must be made in writing within 10 calendar days after the project has been completed. If re-measurement indicates a difference of not more than 5% from the original measurement, the Contractor shall pay the actual cost of the re-measurement. Payments will be based on the second measurement where the difference between measurements is more than 5%. Where the difference is less than 5% the results from the first measurement will be used.
Mobilization: Mobilization includes all preparatory work and operations, including those necessary to the movement of personnel, equipment, supplies, required seed and incidentals to the project site; and for other work and operations which must be performed or cost incurred prior to beginning work and after completion on the various items on the project site. All costs associated with mobilization and transportation of seed from the Ely Seed Warehouse need to be incorporated into the total cost per acre for seeding.
Basis of Payment: The Contracting Officer’s Representative will make periodic inspections as a basis for progress payments and recommendations for adjustments in work quality. The Contractor or representative is encouraged to observe inspections at the time they are being made. However, the Contractor bears the responsibility to make sure that they are completing work according to the specifications of the Contract through quality assurance checks of their own. Work performed according to the specifications will be considered acceptable for payment progress.
V. Work Location
A. Base Camp/Staging Area - Due to the remote location of project sites, the Contractor may choose to camp in the area, upon approval from the Bureau of Land Management, Winnemucca District Office. This area can also be used as a staging area for equipment and any needed equipment maintenance.
B. Environmental Consideration
Hazardous Materials: No hazardous materials shall be stored or disposed of on-site. Fuel, oil, and grease needed for equipment maintenance during the working period may be stored on site where no leakage or spillage will contaminate the ground, preferably in spill containment barriers. No equipment maintenance will be performed within, or near, any stream channel or waters where petroleum products or other pollutants from equipment may enter these waters.
Spills: The Contractor shall prevent or reduce the discharge of pollutants to the environment by reducing the chance of spills through safe operating practices, maintaining equipment, stopping the source of spills, containing and cleaning up spills, properly disposing of spill materials, and shall take appropriate corrective action as approve by the COR. The excavated contaminated materials will then be disposed of at a certified hazardous waste facility.
Staging/Storage: Staging/Storage area for equipment and materials should be located outside of streams or any wetland/riparian habitat areas. Any equipment or vehicles driven and/or operated within, or adjacent to streams or other water should be checked and maintained daily to prevent leaks.
Wilderness and Wilderness Study Areas: No overland travel in any Wilderness or Wilderness Study Areas is allowed.
Washing Vehicles/Equipment: All vehicles/ground equipment being used on this project shall be steam cleaned or pressure washed prior to starting and/or ending project to prevent the spread of noxious weeds. The area used for this procedure must be pre-approved by the COR or PI.
VI. SUBMITTALS
Scope: Submittals include work schedules, landing facilities, equipment to be used, and safety plan.
Requirements: Refer to specifications for submittals required. Allow at least 3 working days for review, unless specified otherwise. Submittals shall be delivered to the Pre-work Conference.
Identification of Submittal: Completely identify each submittal by showing at a minimum, the following information: Name and address of submittal, plus name and telephone number of the individual to contact for further information.
VII. QUALITY ASSURANCE
A. Codes and Standards - The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications.
B. Conflict - Where conflict occurs between reference documents and project specifications, the project specifications shall govern.
VIII. SEQUENCING AND SCHEDULING
A. Work Schedule: The schedule shall include the starting date and duration of the project, the order in which the contractor proposes to carry out the work, type of equipment to be used, names and titles of personnel, including the Contractor’s superintendent. The schedule shall also indicate the dates of important milestones, i.e.; the sequence of the sites to be completed. The schedule shall be submitted to the COR at the pre-work conference. When requested by the CO/COR, the Contractor shall submit an updated schedule within 1 calendar day to the CO, with a copy to the COR.
IX. REFERENCES
A. Referenced Specifications/Standards: With Abbreviations and/or Acronyms: Wherever the following acronyms are used in these specifications or on the drawings, they are to be construed the same as the respective expressions represented. Copies of the referenced specifications/standards referred to herein may be procured by the Contractor, from the following:

B. Approvals: Approval of a submittal is an indication that the Contractor’s submittal has been reviewed and that there are no objections, except as noted. Approval of deviations shall apply only to those deviations or omissions from the requirements of the drawings and specifications brought to the CO/COR attention in writing. After approval of an item, the Contractor may submit a substitute for approval when the approved item cannot be purchased or delivered in time to avoid delay in completion of the project.

SITE TOUR: Bidders or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable.
