Statement of Work

1.0 Background

The Alaska Fire Service (AFS) operates several dispatch centers in the State of Alaska. Each center has radio consoles that allow the dispatchers to communicate with pilots through the AFS Radio network maintained by the AFS Communications section. The AFS Radio system in Galena is a standalone radio network and not connected to the larger AFS Radio network in the State of Alaska.

2.0 Objective

The project objective is to provide a data circuit from the Galena Fire Dispatch office located at Airport Road, Galena, Alaska back to the Alaska Fire Service data center located at 1541 Gaffney Road, Fort Wainwright, Alaska that supports radio over IP (ROIP). This new data circuit will connect the standalone Galena radio network to the larger AFS radio network and allow dispatchers in any dispatch center to communicate with pilots in the State where the AFS radio network provides coverage.

The contractor will need to coordinate with the Northern Alaska IT Section and the AFS Radio section on connecting the AFS Radio network switches to the data circuit provided by the contractor on both ends of the connection.

3.0 Requirements

· The contractor will provide a 2Mbs data circuit to facilitate the ROIP connective between Galena and the AFS Radio network located at the AFS data center on Fort Wainwright, Alaska.

· At both endpoints of the circuit the contractor must provide equipment that allows an RJ-45 CAT6 connection between the contractor’s equipment and the AFS Radio network switches.

· Once connected to the contractor’s data circuit the BLM switches at either end of the connection should be pingable by BLM equipment on either end.

· The BLM will provide the RJ-45 CAT6 cables to connect the BLM equipment to the contractor’s equipment.

· There will be one physical network connection from the BLM equipment in Galena and Fort Wainwright to the contractor’s equipment in each location.

· The data circuit is expected to be operational 24/7 during the contractual period June 1st - September 30th.

4.0 Deliverables

· Installation of one 2Mbs data circuit between the two locations identified in the requirements section by June 1, 2022.

· A successful test of radio traffic between the dispatch center in Galena and one of the AFS dispatch centers located at 1541 Gaffney Road, Fort Wainwright, Alaska. The test will be performed by dispatchers and pilots coordinated with the AFS Radio section. A successful test and fully operational system should be completed by June 01, 2022 in preparations for the upcoming fire season.
