Udall Daycare Countertops Statement of Work

Intent:

The intent of this solicitation is to procure services for the replacement of several countertops at the Stewart Lee Udall Building:

Stewart Lee Udall Department of the Interior Building 1849 C Street NW Washington, DC 20240

Background:

The Stewart Lee Udall Building serving as the Department of the Interior Headquarters was built in 1936 and concluded a multi-year/multi-phased modernization project that concluded in 2017. Within the confines of the building is a Daycare Center on the ground floor which encompasses several classrooms with multiple existing laminate countertops with installed sink basins. Over the years since remodeling these laminate countertops have incurred considerable amounts of water intrusion surrounding the sink basins which has caused laminate delamination and discoloration.

Scope of Work:

This acquisition is for all equipment, tools, supplies, planning, supervision, material, and labor required to accomplish the replacement of 21 separate countertops, associated backsplashes and addition of backsplash sidewalls in the Udall Building Daycare Center. Specifically, this will only include those countertops that have water intrusion and surface discoloration. The Offeror must include in their pricing:

Scope of Work:

The Offeror will be responsible for providing the following submittals within 30 calendar days after Notice to Proceed and afford the government 10 business days to review, provide comments and approve or disapprove:

· Contractor Qualifications: Offeror Prime Contractor must provide formal documentation identifying a specialization in this type of work with not less than 5 years of documented successful experience. May be supplemented by assigned Sub-Contractor holding the 5 years of experience.

· Shop Drawings: Measuring all existing countertops and backsplashes to be replaced, to include locations for faucets, sinks, and other accessories and to be prepared prior to the purchase or fabrication of other materials. Responsibility for correct dimensions and layouts will in all cases remain the responsibility of the offeror. Countertops must be completely prepped and otherwise fitted to match existing countertop sizes/dimensions, faucet/sink placements, and all other required accessories to be reinstalled from the existing countertops. Side backsplashes shall be installed also.

· Method of Procedure (MOP): The Offeror will be responsible for removing, storing, and reutilizing existing sinks, faucets, rails, and other accessories from the existing countertops and reinstalling them into the new countertops.

· Project Schedule: The Offeror must phase all work such that work will begin on a Friday no earlier than 7 PM, and all countertops to be replaced in a given weekend will be replaced and fully operational by 5 AM the following Monday. Multiple weekends are acceptable. Weekends may be extended to match federal holidays when the center is closed.

· Material Specifications and Safety Data Sheets (SDS): The Offeror shall only utilize Zero or Low-VOC adhesives, sealants, paints and coatings where applicable and ensure minimum dry-time is achieved fully before the start of the Daycare Center’s shift begins (5 AM the following Monday). All noticeable odors coming from the installed material or Zero/Low-VOC adhesives, sealants, paints, coatings are not allowed and must be neutralized by providing maximum ventilation of the space utilizing Offeror provided commercial electric fans and open doorways during construction.

· Physical Mock-Up Samples: The Offeror shall provide physical mock-up samples of no less than three (3) potential countertop materials, minimum size 3 inches x 3 inches. Color shall match existing finishes as closely as possible or offer alternatives that must be approved by CO. Bio-based materials will be preferred. New countertops shall be made from either formed resin or solid polymer meeting the following requirements:

General Notes:

1. The Prime Contractor Offeror must:

a. Attend an onsite walk-through of the space to ensure they understand the scope of work and existing conditions

b. Utilize all materials and practices used must be in accordance with manufacturer recommendations and governing regulations.

c. Submit requests for any and all outages and/or other impacts to building use to the COR at least 10 business days in advance and must be approved by the COR in writing by email prior to taking place.

d. Have their own employee(s) onsite serving in a supervisory capacity to oversee all assigned subcontractors.

2. All Offeror Prime and Sub-Contractor Personnel will:

a. Conduct themselves in a manner that reflects favorably upon the Contractor, the Office of Facilities and Administrative Services, and the Department of the Interior.

b. Provide plans and corresponding work in accordance with all relevant safety standards including but not limited to National Electric Code, OSHA requirements, and the GSA P100 standard (including all standards and codes incorporated by reference).

c. Be responsible for providing all required PPE and safety equipment to all personnel.

d. Represent by acceptance of a contract, that it has thoroughly researched all applicable codes and regulations regarding this scope of work.

e. Remove and dispose of all generated waste in accordance with all local, state, and federal rules and regulations, including (where applicable) the US Department of Transportation Federal Motor Carrier Safety Regulations (FMCSR).

f. Secure pricing for all associated labor and components at time of contract acceptance. Any price increases from the date of contract are the Contractor’s responsibility.

g. Not be provided onsite parking. DC City Street parking is available at toll cost.

h. Not work during normal business hours, defined as Monday through Friday from 6 AM until 7 PM excluding federal holidays. Any deviations from this must be submitted for review.

i. Submit a request to utilize the Ramp D or Ramp B loading dock to be used only for loading and unloading of supplies and materials and only after coordination with the COR. The loading dock capacity is restricted to a 24-foot box truck.

j. Be responsible for protection of all materials from manufacture through inspection by the COR. Damage during shipping, handling, storage, and/or installation will be the responsibility of the Offeror to repair or replace at no additional cost to the government.

k. Be responsible for all damaged incurred in adjacent spaces throughout the building during transport and installation of material.
