About this file

This Statement of Work (SOW) details a concrete foundation and floor construction project for the U.S. Fish and Wildlife Service at the Canaan Valley National Wildlife Refuge in Davis, West Virginia. The project involves installing 30 12-inch diameter caissons, a perimeter grade beam, and a 40'W x 60'L structural concrete floor for a pre-engineered metal building. The government will handle site preparation and grading, while the contractor is responsible for precise caisson placement, concrete pouring, reinforcement, and meeting specific technical requirements including ASTM standards for concrete mix, compressive strength (4,000 psi minimum), and curing methods.

The contract is anticipated to be awarded as a firm-fixed price in April 2025, with a completion timeline of 30 calendar days from the Notice to Proceed. The contractor must comply with all industry standard best practices, conform to ACI 301 structural concrete specifications, and maintain refuge operations during construction. Key submittals include a construction schedule, concrete mix design, slump test results, compressive strength test results, and manufacturer's information for rebar. The project emphasizes environmental protection, work site safety, and requires potential bidders to conduct a site visit before bidding.

PART 2 – SCOPE OF SERVICES

A. Scope

1. General Requirements:

Perform all work in accordance with stamped structural drawings, state and local building codes, and industry standards.

Site preparation, including clearing, grading, and marking the four corners of the foundation will be done by the Government.

The Contractor is responsible for marking the location of all the caissons.

All aspects of the cast in place concrete work shall conform to ACI 301, “Specifications for Structural

Concrete.”

Place no concrete on mud, disturbed soil, or frozen surfaces. Maintain site in a dry condition during placing and curing operations.

Notify Engineer at least 48 hours in advance of intent to place concrete.

Materials:

o Cement shall comply with ASTM C150, Type II and may contain 20% fly ash.

o Concrete 28-day compressive strength shall be 4,000 psi minimum.

o Slump: 4” – 6” maximum.

o Reinforcing shall be new billeted steel complying with ASTM A615, grade 40.

o Aggregates: Fine ASTM C33, Coarse ASTM C33 (1” max. size for structural concrete).

2. Caissons (Drilled Piers):

Layout & Excavation:

o Stake caisson locations per stamped structural plans.

o Excavate caisson holes to specified depth and diameter.

o Provide temporary casing if required to prevent soil collapse.

Reinforcement & Concrete Placement:

o Install steel reinforcement as per stamped structural drawings.

o Place concrete in caissons, ensuring proper vibration by mechanical means and consolidation.

o Conduct integrity testing as required (slump test).

3. Grade Beam:

Formwork & Reinforcement:

o Set up formwork for the grade beam, ensuring proper alignment and dimensions.

o Place reinforcing steel per stamped structural drawings.

Concrete Pouring & Curing:

o Pour concrete in the grade beam, ensuring adequate mechanical vibration.

o Conduct integrity testing as required (slump test).

o Formwork maybe removed after cumulatively curing at not less than 50℉ for 72 hours after placing concrete provided concrete is sufficiently cured and not damaged by removal of the forms.

4. Floor Slab:

Subgrade Preparation:

o Subgrade preparation and grading will be completed by the government.

o Install a vapor barrier if recommended.

Formwork and Reinforcement:

o Set up formwork for the grade beam, ensuring proper alignment and dimensions.

U.S. Fish and Wildlife Service – Canaan Valley N.W.R. 3 of 4 o Place reinforcing steel per stamped structural drawings.

Concrete Pouring & Curing:

o Pour and level concrete slab to required 6” thickness.

o Formwork may be removed after cumulatively curing at not less than 50℉ for 72 hours after placing concrete provided concrete is sufficiently cured and not damaged by removal of the forms.

o Sawcut crack control joints at 10’ on center maximum each way (refer to structural drawings).

o The concrete floor finish shall be a power float finish.

o Conduct integrity testing as required (slump test, and concrete t).

5. Concrete Curing:

Wet Curing:

o Wet curing methods are preferred. If a curing compound is recommended it must be approved by the Engineer. The wet curing should continue for a minimum of 72 hours. The following materials maybe used:

- Burlap, cotton mats, or other approved material kept thoroughly saturated by intermittent hosing.

- Slabs and other horizontal surfaces maybe covered with non-staining

6. Field Quality Control:

Slump Test:

o Test each batch of concrete at point of placement in accordance with ASTM C-143 and when additional water is added and when directed by the Engineer. Provide cones and equipment and maintain them at the site whenever concrete is placed. Concrete mixture with a slump greater than allowed shall be rejected.

Compressive Strength:

o Make and cure one set of four 6” x 12” cylinders in accordance with ASTM C-31 for the concrete floor slab pour. If the floor slab pour is done over different days, a set of cylinders should be done for each day. For each set of four cylinders, test one at 7 days, two at 28 days, and if any of the 28-day ones are unsatisfactory, test the remaining at 42 days. Test reports should be completed by a certified testing laboratory. Provide all labor for forming, curing, storing and transporting test cylinders to the approved testing laboratory.
