The Government will not provide equipment but will furnish restrooms, electricity, and water. Quality control is overseen by designated hatchery personnel with the hatchery manager as approving authority. STATEMENT OF WORK

Creston National Fish Hatchery (NFH), 780 Creston Hatchery Road, Kalispell, MT 59901-8239

Replace Septic line from Hatchery Building to Sewage Lift Station

1. General:

1.1 Creston National Fish Hatchery (NFH), 780 Creston Hatchery Road, Kalispell, MT 59901-

8239. Construction, Replace Septic line from Hatchery Building to Sewage Lift Station.

1.2 Purpose/End Application: Replace Septic line from Hatchery Building to Lift Station -

Asset# 10024682 Septic Tanks and drain fields constructed in 1968 of metal. Due to the proximity to ground water, the sewage line from the Hatchery Building to the sewage lift station buried one foot or less which causes it to freeze. It does have heat tape inside to prevent freezing, but this uses energy and only lasts a few years before it needs to be replaced. If the old septic lines are not replaced they could fail and contaminate local soil and water, which would be a safety issue for the public and Government employees.

1.3 Other: The contractor shall follow all associated regulations and laws including: Federal, State, and County.

2. Place of Performance and Period of Performance

2.1 Work shall be performed at Creston National Fish Hatchery (NFH), 780 Creston Hatchery

Road, Kalispell, MT 59901-8239.

2.2 Period of performance: July 1, 2026 to August 31, 2026.

2.3 Normal duty hours Monday thru Friday 7:00 a.m. - 3:30 p.m. In the event of emergencies, Contractor shall provide contact information.

2.4 Non-duty hours include week nights, weekends, and Government holidays (New Year’s Day, Martin Luther King JR.s’s Birthday, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day).

3. Scope

3.1 The contractor shall replace the current septic line from the Hatchery Building to the Sewage

Lift Station.

3.2 The contractor shall remove the current septic line, as necessary.

3.3 The contractor shall excavate a trench that is 6 feet in depth and approximately 160 feet in length, distance from the hatchery building to the sewage lift station.

3.4 The contractor shall provide and install a new 4 inch High-density polyethylene (HDPE) pipe. The new pipe shall be installed 6 feet below grade from the Hatchery Building to the

Sewage lift station approximately 160 feet distance. The pipe shall be installed and pressure tested according to local, state, and federal laws and regulations.

3.4.1 The contractor shall install a minimum of two pipe cleanouts, one between the Hatchery

Building and the road and one between the road and sewage lift station and be capped with a threaded cleanout adaptor with plug a minimum of 12 inches above grade. This will minimize the distance between cleanouts without having any cleanouts on the road.

3.5 Open trench safety. While the trench is open, the contractor shall install orange fencing around the trench to designate the trench as a hazard.

3.5.1 The fence shall be a minimum of 4 feet in height and shall have a minimum standoff of 12 inches on both sides of the trench.

3.6 The contractor shall provide all piping and components necessary to connect the 4 inch

HPDE septic line to the Hatchery Building septic line, and connect the 4 inch HDPE septic line to the sewage lift station.

3.7 Once the system is installed and verified to be operational by the designated U.S. Fish and

Wildlife Service representative, the contractor shall backfill the trench, temping the fill every 24 inch lift.

3.8 The final product shall be completed in accordance with all local, state, and federal laws and regulations pertaining to this project.

4. Deliverables and/or Delivery Schedule:

4.1 The contractor shall provide all piping, material, components, and equipment required to complete this project.

4.2 Contractor shall provide all documentation related to: piping, materials, components, and drawings.

5. Government-Furnished Equipment (GFE) / Government-Furnished Information

(GFI)

5.1 The Government will not provide any furnished equipment however Creston NFH will provide restrooms, electricity, and water for the contractor to use while the contracted work is being completed.

6. Quality Control/Quality Assurance:

6.1 Quality control and quality assurance shall be conducted throughout the course of project completion by designated hatchery personnel. The hatchery manager will be the approving authority for all completed actions.

6.2 Once the system is completely installed, the contractor shall verify with the designated Fish and Wildlife Service representative, prior to backfilling the excavated trench, that the system is fully operational, according to local, state, and federal laws and regulations.

6.2.1 The system shall be pressure tested priority backfill of trench and ensure that there are no leaks in the system.

6.2.2 The trench shall be backfilled only when the U.S. Fish and Wildlife Service designated representative notifies the contractor that they are satisfied with the system operation.
