Summary: Statement of Work – South Pedestrian and Vehicle Gate Access Control Cable Repair

This Statement of Work (SOW) outlines requirements for repairing the access control cable systems serving the south pedestrian and south vehicle drive-through gates at the BLM MT-State Office facility located in Billings, Montana. The existing underground cabling serving the pedestrian gate has failed due to improper installation (cabling not rated for direct burial), resulting in electrical shorting and system inoperability. The vehicle gate cabling shares the same conduit pathway and faces identical environmental risks. The contractor must remove failed cabling, repair damaged conduit, install new burial-rated cabling, replace reader pedestals, reconnect access control equipment, and conduct comprehensive operational testing of both gate systems.

The contractor is responsible for providing all labor, materials, equipment, tools, supervision, and incidentals necessary to complete eight primary tasks: removing existing cabling and abandoned materials; installing appropriate splice/terminal blocks in the exterior junction box; repairing and securing existing conduit; furnishing and installing new underground/wet-location-rated cabling compatible with existing equipment; terminating and splicing new cabling with proper labeling; replacing reader pedestals with exterior-suitable units; reconnecting access control readers and gate hardware; and performing complete system testing and verification. All work must comply with applicable codes, standards, manufacturer requirements, and industry best practices. Government acceptance requires completion of all SOW work, successful operational testing of both gates, verification of reader and hardware operation, correction of contractor-attributable deficiencies, and final inspection. The contractor must coordinate scheduling with the Government Point of Contact and comply with all facility security, access, and identification requirements throughout performance at the active federal facility.

STATEMENT OF WORK

South Pedestrian and Vehicle Gate Access Control Cable Repair

1. Background

The south pedestrian (man) gate and south vehicle drive-through gate are components of the facility's electronic access control system.

The existing cabling serving the south pedestrian gate has failed. Inspection identified existing underground cabling that is not rated for direct burial/underground installation.

Failure of this cabling has resulted in electrical shorting and has rendered the south pedestrian gate access control system inoperable.

The south vehicle drive-through gate is located within the same area and portions of its cabling utilize the same or associated conduit pathway as the failed pedestrian gate cabling. Although the vehicle gate remains operational currently, its existing cabling is subject to the same underground environmental conditions. To correct the failed installation and reduce the likelihood of a subsequent failure, the existing cabling serving both gates shall be replaced with cables appropriately rated for the installation environment.

2. Objective

The objective of this work is to restore reliable operation of the south pedestrian gate access control system and provide properly rated cabling to both the south pedestrian and south vehicle gates.

Work shall include removal of existing cabling, repair of damaged conduit, installation of new burial-rated cabling, replacement of existing reader pedestals, reconnection of access control equipment, and complete operational testing of both gate systems.

3. Scope of Work

The Contractor shall provide all labor, materials, equipment, tools, supervision, and incidental items necessary to complete the following work:

1. Remove Existing Cabling o Remove the existing cabling serving both the south pedestrian gate and south vehicle drive-through gate from the gate locations back to the existing exterior 12-inch x 12-inch junction box.

o Existing abandoned cabling associated with this work shall not remain within the affected conduit unless specifically approved by the Government.

2. Install Splice/Terminal Block o Furnish and install an appropriate splice/terminal block within the existing exterior 12-inch x 12-inch box.

o Components installed within the exterior box shall be suitable for the location and environmental conditions.

3. Repair and Secure Existing Conduit o Repair damaged portions of the existing conduit associated with the gate cabling.

o Inspect accessible conduit and fittings associated with the affected cable runs for damage or deterioration.

o Re-anchor and secure conduit and conduit clamps to the building where existing supports are loose, damaged, or improperly secured.

o Repairs shall provide a secure and serviceable pathway for the new cabling.

4. Install New Underground-Rated Cabling o Furnish and install new cable from the exterior junction box to:

South pedestrian/man gate; and

South vehicle drive-through gate.

o New cable shall be rated and listed for the actual installation environment, including underground/wet-location use as applicable.

o Cable type, conductor count, conductor size, shielding, and other characteristics shall be compatible with the existing access control equipment and connected devices.

5. Terminate/Splice New Cabling o Splice and/or terminate the new gate cabling at the exterior 12-inch x 12-inch junction box utilizing the newly installed splice/terminal block.

o All connections shall be completed using methods and components appropriate for an exterior/wet-location installation.

o Connections shall be labeled to identify the respective pedestrian and vehicle gate circuits.

6. Replace Reader Pedestals o Remove the existing access control reader pedestals associated with the south pedestrian and vehicle gates.

o Furnish and install new reader pedestals suitable for exterior installation.

o Pedestals shall be securely mounted and positioned to allow proper operation of the existing access control readers.

7. Reconnect Access Control Readers and Gate Hardware o Reinstall/connect the existing access control readers and associated gate hardware to the new cabling.

o Complete all required terminations at both gate locations and the exterior junction box.

o Verify that connections are secure, properly identified, and protected from weather and moisture intrusion.

8. System Testing and Verification o Upon completion of all cable installation and terminations, test the complete operation of both the south pedestrian gate and south vehicle drive-through gate.

o Testing shall include, as applicable:

Access control reader operation;

Credential/card-reader response;

Gate release/activation;

Pedestrian gate locking and unlocking;

Vehicle gate opening and closing;

Associated access control hardware; and

Verification that the new cabling and terminations are functioning properly.

o Any deficiencies resulting from the Contractor's work shall be corrected prior to final acceptance.

4. Installation Requirements

All work shall be performed in a neat and professional manner and in accordance with applicable manufacturer’s requirements, codes, standards, and accepted industry practices.

Cable installed in underground conduit or other locations subject to moisture shall be specifically listed/rated for the environment in which it is installed. Standard indoor cable shall not be used for underground or wet-location portions of the installation.

Exterior boxes, splices, fittings, connectors, and related components shall be appropriate for their installed environment and installed in a manner that minimizes the potential for water intrusion and corrosion.

Existing access control equipment not specifically identified for replacement shall be protected from damage during the work.

5. Contractor Responsibilities

The Contractor shall:

• Verify existing field conditions and measurements prior to beginning work.

• Coordinate any necessary interruption of gate or access control service with the Government Point of Contact prior to beginning the interruption.

• Maintain facility security during performance of the work.

• Protect existing structures, equipment, pavement, landscaping, and access control components from damage.

• Remove debris and discarded materials generated by the work and leave the work area clean upon completion.

• Notify the Government of any concealed conditions or additional deficiencies discovered that could affect successful completion of the work before performing work outside this scope.

6. Government Acceptance

Work will be considered complete following:

1. Completion of all work described within this Statement of Work;

2. Successful operational testing of both the south pedestrian and south vehicle drive-through gates;

3. Verification that access control readers and associated gate hardware operate as intended;

4. Correction of deficiencies attributable to the Contractor's work; and

5. Final inspection and acceptance by the Government.

The completed installation shall provide a fully operational south pedestrian gate and south vehicle drive-through gate with properly rated cables suitable for the installed environment.

7. Period of Performance

The Contractor shall coordinate scheduling of the work with the Government Point of Contact (POC) as soon as practicable following Contract Award.

8. Site Access and Security Requirements

The work will be performed at an active Federal facility with controlled access and electronic security systems. The Contractor shall coordinate site access and work activities with the Government POC.
