About this file

This is a Statement of Work for road rehabilitation projects at Agassiz National Wildlife Refuge in Middle River, Minnesota. The U.S. Fish and Wildlife Service seeks contractor quotes to complete rehabilitation work on up to 10.14 miles of gravel roads within the refuge by October 16, 2026. The project encompasses five road segments with varying specifications: Webster Trail Road (1.39 miles), Northgate Road (3.75 miles), Westgate Road (3.1 miles), Northwest Pool Road (1.52 miles), and Lost Bay Wildlife Drive (0.38 miles). All roads are 14 feet wide except Lost Bay Wildlife Drive.

Work requirements include removing and replacing gravel on four road segments with installation of Tensar HX145 geogrid (or equivalent) and Class V gravel, with specific finishing grades and drainage specifications. For Lost Bay Wildlife Drive, contractors must rebuild eroded road shoulders and ditch banks along the south side using clay fill material (approximately 1,115 cubic yards estimated) topped with 4 inches of black dirt, followed by seeding with MNDOT Seed Mix 35-241 and installation of biodegradable erosion control blankets. Contractors must provide all materials, equipment, and labor; notify the refuge manager at least 48 hours before starting work; conduct site visits prior to bidding; clean equipment for invasive species; and secure any on-site equipment. Bids must include mobilization fees and be submitted on the provided form with pricing per mile for road segments one through four and per cubic yard for Lost Bay Wildlife Drive. The notice indicates that not all work may be completed due to budgetary constraints, and work segments may be adjusted accordingly.

Webster Trail Road (1) – 1.39 miles – 14 feet wide – Location: 48.363110°, -95.917227° Northgate Road (2) – 3.75 miles – 14 feet wide – Location: 48.321064°, -95.895339°

Contractor will remove 4 inches of existing gravel from the road surface prior to installing geogrid along the entire length of road. Contractor shall then spread 4 inches of class V gravel along the entire road surface leveling and packing according to the specifications below. The Tensar HX145 geogrid or an equivalent, aggregate, and incidentals are to be provided by the contractor.

General Process:

· Strip 4 inches of gravel from existing road surface and level roadbed prior to installing geogrid. Roadbed should be smooth as possible free of rocks and other debris, at the discretion of the refuge project manager.

· Install Tensar HX145 or an equivalent geogrid 12.5 feet wide along the entire road length.

· Place stripped aggregate onto geogrid along with an additional 4 inches of Class 5 gravel. Finished road grade must have a crown of approximately 1/2-half inch drop per foot on each side of the road to facilitate proper drainage.

· Each of the roads in this project have over the road emergency spillways. These areas will need to have a finish grade at the elevation set by the project manager prior to work beginning.

· The aggregate should be compacted utilizing a roller packer or pneumatic (rubber tired) roller.

Westgate Road (3) – 3.1 miles – 14 feet wide – Location: 48.314841°, -96.009783° Northwest Pool Road (4) – 1.52 miles – 14 feet wide – Location: 48.369103°, -96.036447° The contractor will spread 2 inches of class V gravel along entire road length and width for the above road segments. The aggregate should be compacted utilizing a roller packer or pneumatic (rubber tired) roller.

Lost Bay Wildlife Drive (5) – 0.38 miles – Location: 48.306963°, -95.974164°

The road shoulder and ditch bank have eroded along the south side of the road. The contractor is to rebuild the road shoulder and ditch bank along the south side of this road section. The ditch bank should be rebuilt to a 3:1 slope utilizing clay fill material and top dressed with 4 inches of black dirt.

The estimated maximum quantity of fill material needed is approximately 1,115 cubic yards. Due to the variable nature of the erosion, contractor will only be reimbursed for actual materials and labor needed to repair areas of erosion along the ditch bank.

The Contractor is responsible for re-establishing turf in all disturbed areas using MNDOT Seed Mix 35-241 at a rate of 45 lbs. per acre. Biodegradable erosion control blankets are required to be placed and secured over seeded areas.

All aggregate and other materials will be the responsibility of the contractor.

*Notice – Not all of the work may be completed dependent upon budgetary factors. Road length segments and their associated work may be adjusted to fit project budget.*
