About this file

This is a Performance-Based Work Statement for the replacement of two chain-driven vehicle access gate operators at the U.S. Geological Survey's St. Petersburg Coastal and Marine Science Center (SPCMSC) located at 600 4th Street S., St. Petersburg, FL 33701. The contractor must remove the existing obsolete gate controllers (installed in 2010) and install two Max Controls Max 2200 PRO slide gate operators or equivalent. The east gate measures approximately 28 feet in length while the south gate measures approximately 58.5 feet in length; both are sliding gates operating on "V" tracks attached to concrete surfaces. The period of performance is 60 days from the award date.

The contractor is responsible for all materials, labor, equipment, and supervision required to complete the work, including calculating necessary motor sizes, assessing engineering requirements, and identifying power requirements for the oversized gates. New loop sensors and photo eye infrared sensors must be installed for safety and vehicle detection. The gate operators must be integrated with the facility's AMAG security software through coordination with Convergint Technologies (the Software Support Agreement Integrator of Record located at 6202 Benjamin Rd, Suite 116 Tampa, Florida 33634; phone 813-885-3705). Acceptance criteria require the gates to function properly with smooth track operation, accurate close/open limits, secure safety component mounting, properly installed and weatherproofed entry/exit loop sensors, and full integration with the security software verified through testing with USGS staff. The contractor must provide a minimum 12-month warranty on all workmanship from the date of government acceptance. Work must be coordinated with the Facility Manager during normal business hours (8:00 AM to 4:00 PM Monday through Friday), with contractor employees requiring picture identification and USGS employee accompaniment while on premises. A site visit is highly encouraged and will be conducted five business days after solicitation posting.

PERFORMANCE-BASED WORK STATEMENT

I. GENERAL INFORMATION

A. Introduction: The Department of the Interior (DOI), U.S. Geological Survey (USGS), St. Petersburg Coastal and Marine Science Center (SPCMSC) located at 600 4th Street S.

St. Petersburg, FL 33701 has a requirement for two (2) replacement chain-driven vehicle access gate operators. These devices are essential to the mission of the U.S. Geological Survey Natural Hazards and Marine Resources Program (NHMRP) by maintaining security of our center and its resources. These vehicle access gate operators allow staff to actively monitor facility access, ensuring the safety of staff, vehicles, vessels, tools and equipment at the center.

B. Background: The SPCMSC has two vehicle gates that access the rear parking area, warehouse, loading docks, courtyard and entrances to the facility. Each of these vehicle gates are currently functional, however aged component failures cause sporadic malfunctions and down time. The current motors were installed on the gates in 2010 and have undergone several repairs due to normal wear and tear. The current motors have become obsolete making it difficult to find replacement parts to keep them functioning properly. It is now necessary to replace the motors with more modern, reliable equipment.

A. Definitions/Applicable Documents:

1. Attachment 1. Site Photos

C. Scope: The contractor shall provide all materials, labor, equipment, travel and supervision necessary to remove existing gate controllers and associated components and install and assemble a Max Controls; Max 2200 PRO; slide gate or equivalent. The awarded vendor will calculate necessary motor size, assess engineering requirements, account for oversized gate accommodations, and identify power requirements. The contractor will also work closely with remote access security software company representatives to ensure proper communication between the gate operator, badge readers, control board, and call stations located in four offices throughout the facility.

II. WORK REQUIREMENTS

A. Technical Requirements.

1. Planning: Vendors are encouraged to inspect the property prior to bidding on the project. The east gate measures 28 ft. in length while the south gate measures approximately 58.5 ft. in length. Both gates are sliding gates, which run on “V” tracks attached to a concrete surface.

2. Site Visit: A site visit is highly encouraged. A site visit will be conducted five business days after the solicitation is posted.

3. Removal: The selected vendor will remove two existing chain-driven gate operator units and properly dispose of them offsite or recycle if available. There are two gate control units at the facility, one located on the east vehicle gate, and one installed on the south vehicle gate.

4. Installation: New gate operators will need to be installed that can accommodate the oversized dimensions of the respective vehicle gates. New loop sensors will need to be installed. A photo Eye infrared sensor will need to be installed to protect against closure on vehicles, equipment or pedestrians.

5. Intercom/Security System Connection: Once installed, the gate operators will need to be connected to the building security software. Coordination is required between the vendor and the security Software Support Agreement (SSA) Integrator of Record, which is Convergint Technologies, 6202 Benjamin Rd, Suite 116 Tampa, Florida 33634, Phone (813) 885-3705. Coordination is required in order to ensure that the gate controllers can be remotely activated through the AMAG security software via four (4) desktop remote access kiosks, badge readers attached to each gate and loop sensors installed on the entrance and exit of each gate.

B. Criteria for acceptance.

1. Functionality: The gates must be properly functioning, running smoothly on the track and programed to close and open limits. Safety components need to be securely mounted and able to accurately identify potential hazards. Entry and exit loop sensors need to be properly installed and weatherproofed, and able to react to a variety of vehicle types.

2. Communication: Integration between the operator and security software needs to be fully connected. Testing the integration with USGS staff is essential prior to acceptance. USGS staff must be properly trained on the gate operator functions.

C. Warranty:

The Contractor shall warranty all workmanship to meet the specifications set forth in this Statement of Work. Additionally, the Contractor shall warranty all Contractor workmanship for a (minimum) period of 12 months from the date of

Government acceptance.
