STATEMENT OF WORK

Title: Continuation of Landcape GIS Analysis, Web-Mapping and Science Support

1. General:

1.1 This project is a continuation of work from 2017 to current by the Legacy Region 1 Science Applications program that requires on-site part-time GIS support services.

1.2 Purpose/End Application: The Science Applications program is requesting to develop a new base-year with additional option-years contract continuing and building on work in the FY’19 contract that was openly competed and extended in FY’20. Accomplishing our USFWS and program missions depends on these spatial analysis to provide ongoing support to meet our science and conservation delivery goals in collaboration with other FWS programs and our long-standing partners.

This position will continue to develop and manage geospatial data, databases, and science information resources in support of landscape conservation design, ecological assessment, and strategy assessment program requirements. This work will be in support of the Cascades to Coast Landscape Collaborative (CCLC, www.ctoclc.org), an effort led by the USFWS through the Science Applications program, though intended to have FWS and science influence throughout Interior Regions 9 and 12.

In the base-year the contractor will:

1. Finalize initial CCLC spatial prioritization for biodiversity conservation including documentation (December 2020).

2. Develop and implement technical strategy database linkage between spatial data and CCLC private lands conservation incentives (March 2020)

3. Support collaborative CCLC connectivity modeling. Developing final connectivity maps, prioritizations, and reports (June2021).

4. Lead technical development of a first-release CCLC web-based interface for public use of the data produced through this project (September 2021).

In options years the contractor will:

1. Maintain and improve subsequent releases of CCLC web-based interface of data to refine usability and meet developing customer needs, includes end-user support, development of case-studies, training and outreach.

2. Maintain and improve spatial science products (e.g., connectivity, prioritization) as data updates and novel methods become available for CCLC and in support of surrounding geographies i.e., keep the science current, relevant, and where it needs to be.

3. Develop and implement spatial representation and integration strategies for additional conservation approaches within the CCLC web-based interface of data and as required for surrounding geographies, e.g., Collaborative Web/Open Knowledge Network activity and as described below.

4. Provide GIS support for Science Application program priorities shared across and within Interior Region 9 and 12 landscapes (such as the CCLC) including those described in and by the National Association of Forestry Owners (NAFO) Wildlife Conservation Initiative (WCI), USGS Science Support Partnership (SSP) projects, National Pollinator Advisory Team, and Pacific Islands Species at Risk initiative.

Note: All data sets will include metadata.

1.3 Contractor Qualifications: The contractor must have the following experience:

• Experience in mining, normalizing, managing and analyzing data about Pacific Northwest ecosystems, habitats, and priority wildlife species of conservation interest and their interactions

• Experience working with a multiple conservation organizations, agencies, and their stakeholders throughout the Pacific Northwest individually and in collaborative settings

• Experience with FWS GIS and data management standards, and IT security system requirements

• Experience with online collaborative web-map platforms and specifically, ArcGIS Online and customizations to creatively communicate complex spatial products to non-technical audiences

• Experience using ArcGIS to create and manage geodatabases

• Experience working with climate change datasets

• Experience combining and normalizing large volumes of disparate information

• Experience in using habitat connectivity analysis software

• Experience using the Marxan conservation planning tool

• Experience using the EEMS Decision Support Tool

• Experience in landscape conservation planning

• Experience in using social network analysis results within a GIS framework

2. Place of Performance and Period of Performance (Where and When) the project is being completed.

2.1 Portland Regional Office of FWS. 911 NE 11th Avenue Portland, OR or in an acceptable telework location per FWS policy and agreement with Science Applications and CO.

2.2 Start date: October 1, 2020, not to exceed September 30, 2025. This contract is structured as base-year with option-year periods per the schedule below, and to exercise at discretion of Science Applications.

Base Period: 10/1/2020 to 9/30/2021 Option period 1: 10/1/2021 to 9/30/2022 Option period 2: 10/1/2022 to 9/30/2023 Option period 3: 10/1/2023 to 9/30/2024 Option period 4: 10/1/2024 to 9/30/2025

2.3 Normal duty hours Monday thru Friday 8:00 a.m. - 4:30 p.m. In the event of emergencies, Contractor shall provide contact information.

2.4 Non-duty hours include week nights, weekends, and Government holidays (New Year’s Day, Martin Luther King JR.s’s Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day).

3. Scope

3.1 The contractor will work in a collaborative setting with stakeholders from multiple agencies and organizations to complete a spatial conservation prioritization in the coastal ecoregions of Oregon and Washington. The contractor will also work on methods to make the data accessible.

Most of the work will be done in the Portland Regional Office, in close-contact with Science Applications staff though with a certain amount of autnomy to complete assignements necessary for success of collaborative goals. The contractor must have good presentation skills and an ability to work well in remote team environments. Good communication skills and ability to represent USFWS interests in working with external partners are essential.

4. Data Management Plan (DMP) A data management plan for the project has been completed and is on the DMP website.

5. Government-Furnished Equipment (GFE) / Government-Furnished Information

3. Laptop of sufficient processing power and necessary accessories to conduct high-preformance spatial analysis

4. FWS IT network domain credentialed access, e-mail and Office 365

5. Rules and regulations regarding GFE&I shall be the same for the contractor as for government employees, including GSA travel regulations.

6. Evaluation and Acceptance

6.1 All deliverables will be reviewed by FWS and partners prior to acceptance.

7. Quality Control/Quality Assurance:

Where appropriate, QC will be maintained according to industry standards and made available to the agency with the contractor’s proposal.
