STATEMENT OF WORK
Repair of the Tenasillahe Island Dock & Ramp March 17, 2021
1. GENERAL:
1.1 The US Fish and Wildlife Service (Service) requires an experienced marine contractor to conduct repairs of a dock with attached ramp on the Tenasillahe Island Unit of the Julia Butler Hansen Refuge for the Columbian White-tailed Deer (JBH Refuge), located in Clatsop County, Oregon. Repair of the dock on Tenasillahe Island is urgently needed to continue mission critical work to protect the Columbian white-tailed deer.
1.2 The dock and ramp were damaged during a high water and storm event in January 2021. With the dock in this state, it is unsafe to move equipment, cattle, supplies, etc. on and off the island until repairs are completed, halting the Service’s mission critical work on the Tenasillahe Island. This includes habitat management and levee maintenance projects that are directly tied to the protection and enhancement of the threatened Columbian white-tailed deer on Tenasillahe Island (one of only two secure subpopulations). The dock and ramp are required to move equipment, cattle, etc. between Tenasillahe Island and the Refuge Mainland Unit, Cathlamet, Wahkiakum County, Washington.
2. PLACE AND PERIOD OF PERFORMANCE:
2.1 JBH Refuge headquarters is located at 46 Steamboat Slough Road, Cathlamet, Washington 98612. The dock lies in the Clifton Channel of the Columbia River at Tenasillahe Island, Clatsop County, Oregon. Approximate GPS coordinates of the dock are Latitude: 46.218765°, Longitude: -123.463416°.
