About this file
This document is a Limited Source/Brand Name Justification for the USDA Food Safety and Inspection Service (FSIS) to acquire OVRWatch software licenses and maintenance. The justification seeks to renew licenses for ten total licenses across Eastern, Western, and Midwestern laboratory appliances, specifically for the OVRWatch P1300 Cybersecurity system. Equator Corporation is identified as the sole proprietor of the system, with no authorized resellers, and market research confirmed no alternative vendors can provide equivalent maintenance or license renewals.
The proposed contract will enable data transfer between isolated network Instrument Controllers in FSIS laboratories and Azure Gov Cloud. The solicitation indicates a potential contract period from May 27, 2025 to May 26, 2030, with an estimated contract value of $25,000. The procurement is being conducted as a sole source acquisition under Federal Acquisition Regulation (FAR) 13.106-1(b)(1) for simplified acquisitions, with Equator Corporation as the recommended and only viable source. Interested parties may submit capability statements by June 26, 2025, though the government retains full discretion on whether to pursue competitive procurement.

OVRWatch is a system for laboratory instruments segmentation that allows data to be transferred between the Instrument Controllers that sit on isolated network in Food Safety and Inspection Service (FSIS) laboratories and Azure Gov Cloud.
