About this file

This document contains a justification for a sole source bridge contract award. The contract is for Defense Studies Regional Center Service Support to the Near East South Asia Center for Strategic Studies and William J. Perry Center. Services include technical, academic, logistics, and administrative support for seminars, conferences, analytical research materials, and program management. The period of performance is 29 March 2020 through 28 June 2020 for an estimated $195,000. The justification cites that failure to continue services from the incumbent, Integrated Resource Technologies, would cause unacceptable delays and lack of support for the Center's mission. Washington Headquarters Services will competitively award a new contract by 15 June 2020 on the WHS Assessment, Monitoring, and Evaluation Security Cooperation Support Services IDIQ.

13.5 under the authority of:

☒41 U.S.C. 1901. Simplified Acquisition Procedures ☐41 U.S.C. 1903, Special Emergency Procurement Authority

5. REASON FOR AUTHORITY CITED:

Failure to award this bridge contract to Integrated Resource Technologies, Inc. a small business would result in substantial costs to the government, and would cause unacceptable delays. The Near East South Asia (NESA) Center for Strategic Studies and William J. Perry Center, requires Defense Studies Service Support provided in HQ0034-19-C-0031 which will expire on 28 March 2020 while the re-compete of the government requirement is ongoing.

The new contract is scheduled to be awarded on 29 March 2020. Integrated Resource Technologies, Inc. is the only organization that has the relevant experience and in-depth knowledge of all aspects of this performance work statement (PWS) to deliver an integrated approach with the highly qualified support necessary to make this bridge contract a success for Near East South Asia (NESA) Center for Strategic Studies and William J. Perry Center, This support is mission critical, as the cessation of con-tract support services would have a deeply detrimental effect upon the functioning of Defense Studies Service Support at NESA, primarily affecting mission-facing functions throughout the NESA Cen-ter’s mission to enhance stability in the Near East and in South Asia.

The three (3) month bridge contract will provide the government substantial benefits as it ensures that support to the Near East South Asia (NESA) Center for Strategic Studies and William J. Perry Center mission is able to continue with no gap in service. Integrated Resource Technologies, Inc. is uniquely qualified to support the Defense Studies Service Support as it is currently in place with current sup-port knowledge, access, and proper security clearances and has the capability to support this contract with no interruption or schedule impact.

6. Efforts to Obtain Competition:

Although the Government intends to make a sole-source award to Integrated Resource Technologies, Inc., the Acquisition Directorate issued a request for information/sources sought notice on 21 February 2020 with a closing date of 28 February 2020 to the Government wide Point of Entry (GPE), Federal Business Opportunities (FBO.gov), to ensure the widest dissemination to potential vendors for this requirement. The intent of the Sources Sought Notice was to determine if vendors were capable or interested in the NESA Defense Studies Service Support work and to promote competition possibilities. A total of two (2) vendors, responded from eligible small business concerns to the Sources Sought Notice. The vendors recommended that the requirement be posted on the WHS Assessment, Monitoring, and Evaluation (AM&E) Security Cooperation Support Services IDIQ (Functional Category 4: Program Management) or the GSA PSS vehicle for Small Business with SIN 874-1 to procure support services.

7. Fair and Reasonable Determination:

The Contracting Officer will ensure that the resulting contract award price is fair and reasonable per FAR 15.404-1(b). The price will be determined fair and reasonable via the use of price analysis based on the comparison of prior efforts of similar size and scope and by comparing the proposal to the independent Government cost estimate.

8. Description of Market Research:

Based on the market research that has been completed, the Government is working a competitive procurement where vendors are available to provide these same/similar services on the WHS Assessment, Monitoring, and Evaluation (AM&E) Security Cooperation Support Services IDIQ (Functional Category 4: Program Management). However, immediate services cannot be acquired in time to prevent a break in services. It is understood that competition will be able on WHS Assessment, Monitoring, and Evaluation (AM&E) Security Cooperation Support Services IDIQ (Functional Category 4: Program Management) for the competitive procurement.

9. Any Other Facts Supporting the Use of Sole Source:

Failure to receive continue support would cause unacceptable and catastrophic delays in providing an academic environment where strategic issues can be addressed, understanding deepened, partnerships fostered, defense-related decision-making improved and cooperation strengthened between military and civilian leaders from the region and the United States. It is extremely important that the Defense Studies Service Support not be interrupted. A gap in coverage will have a direct, deleterious effect on the ability of the Near East South Asia (NESA) Center for Strategic Studies and William J. Perry Center, to perform it mission. Therefore, a bridge contract to Integrated Resource Technologies is needed to continue providing support services while the Government is working a long-term competitive acquisition. A work stoppage in Defense Studies Service Support is unacceptable. In order to maintain continuity of services, a bridge contract is the most logical and cost effective solution to the Government.
