About this file

The document is a Statement of Work (SOW) for the Entrance/Informational Sign Replacement project at Panther Swamp National Wildlife Refuge (NWR) in Mississippi. The project requires a contractor to remove and dispose of six existing entrance signs, construct new sign frames using pressure-treated wood, and install new high-density overlay signs provided by the US Fish and Wildlife Service. The six signs will be located near Carter, Louis, Holly Bluff, and other areas in Yazoo and Humphreys Counties, with specific GPS coordinates provided.

Key requirements include constructing 10-foot wide by 10-foot high sign frames using 5.5" x 5.5" posts and 1.5" x 1.75" interior frames, setting posts at least 3 feet below grade in concrete, and ensuring signs are plumb and level. The contractor is responsible for obtaining necessary permits, providing utilities and facilities, calling 811 for utility locates, and ensuring no damage to the new signs during installation. The period of performance is 90 days post-award, with work to be completed no later than 11/14/2025, and the project requires a one-year warranty on all work.

Statement of Work

Project Name: Entrance/Informational Sign Replacement (6)

Location: Panther Swamp NWR – Yazoo County and Humphreys County, MS

Description of Work:

Work for this project involves a contractor completing removal and disposal of existing signs, construction of new sign frames, and installation of frames/mounting with provided signs for a completed project. Six entrance signs that measure approximately 10 foot wide X 10 foot high (above ground level) on Panther Swamp NWR are located approximately 12.0 miles from Yazoo City, MS and slightly outside of Carter, Louis, and Holly Bluff, MS. Site locations are accessible from public roadways such as Highway 149/16 and the West Levee Road. Frames can be constructed offsite, but delivery must be arranged and received by a contractor’s site representative. Refuge staff will not be responsible for any shipments or receiving. Maps are provided as well as approximate GPS locations. Contractors are encouraged to conduct a site visit to fully understand the project on Panther Swamp NWR prior to submitting a bid.

Drawings provided are not to scale and only represent approximations of finished sign dimensions. Panther Swamp NWR will have the six new signs on-site at time of frame installation and for mounting purposes.

Material provided by US Fish and Wildlife Service includes six high density overlay signs that message 8 foot wide X 4 foot high X ¾ inch thick (see photo below). High density overlay signs are weather-resistant signs made from a type of plywood specifically designed for outdoor use.

Signs are double-sided and will be placed approximately perpendicular to the closest roadway.

Signs are covered in protective sheeting that must be removed prior to sign installation and sheeting disposed of properly and off-site. Pin flags will be placed in the general location either during the initial site inspection or start of the project.

Contractor/vendor will be required to obtain all necessary federal, state, or local permits unless noted otherwise. Contractor responsible for bathroom facilities/portable toilets. Contractor responsible for calling 811 to locate any possible underground utilities. Contractor responsible for providing temporary utilities such as power.

Contractor/vendor to remove and dispose of six existing signs, frames, concrete, and posts in various condition at each location. Two signs are broken and laying on the ground. Four signs

are still standing upright (see photo below). All wood, posts, and concrete must be removed and disposed of properly off-site.

Contractor/vendor to construct frames, mount signs within frames, and install, including plumb and level, six entrance signs that are on-site. Entrance sign frames must be constructed of new pressure treated wood rated for outdoor use. Creosote treated wood is not permitted. Actual size of dimensional lumber should be used. For example, 6” x 6” square posts will measure 5.5” x 5.5”. Posts/legs to be set at least 3 foot below grade and incased in concrete within at least a 2 foot wide hole (see drawing). Concrete holes must be filled with wet concrete – no placing of dry components without proper mixing. Posts must be plumb and overall completed projects level. Lag bolts, screws, washers, etc. must be stainless steel.

Only two sizes of pressure treated lumber will be used – 5.5” x 5.5” posts and cross supports, and 1.5” x 1.75” interior frames to hold provided signs in-place. If a “2x4” is ripped for the interior frame, cut side should be placed against the post or cross support. Interior frame will be installed on both sides of sign, along all four sides of sign, and secured with at least 5 fasteners on each horizontal frame and at least 3 fasteners on each vertical frame. Fasteners to be evenly spaced.

The interior frame allows the sign to “float” between the posts and cross supports and holds the sign in place without damaging the high density overlay. The interior opening between the posts and cross supports should be 8’ 0.5” wide by 4’ 0.5” high to allow a 0.25” space between the provided sign and posts and cross supports. The interior frame will press against the sign from both sides and be secured to the posts and cross supports. No fasteners should penetrate the provided signs. Posts and cross supports will be connected via stainless steel lag bolts/washers, including two lag bolts per connection. Predrilling is recommended to reduce splitting. Bolt sizes, fasteners, etc. must be approved by FWS Site Representative prior to installation.

See illustration below for approximate measurements and frame construction. Drawing is not to scale.

One year warranty required on all work.

Summary: Contractor is responsible for the complete removal, construction, mounting, and installation of six signs. All materials for signs, equipment, quality control, disposal, and labor required to perform these tasks are the responsibility of the contractor. US Fish and Wildlife Service will only provide the six signs and no other materials. Contractor and US Fish and Wildlife Service to inspect work daily. Site representative to approve all fasteners (lag bolts, screws, etc.) prior to purchase and construction/installation. US Fish and Wildlife Service to provide site representative Monday through Friday, except federal holidays.
