3D Characters Scope of Work and Technical Requirements
Project Description The National Park Service (Southeast Atlantic Gulf Region) is seeking proposals for the development, creation, production, and recording of digital three-dimensional characters representing some of America’s best-known Civil Rights Leaders. These characters will be used in a variety of digital exhibits online, in the NPS app, and on life-size projection/reflection displays in National Parks to help America’s Civil Rights history come to life in ways that are relevant, meaningful, and engaging for modern audiences. Characters must portray a high degree of life-like features, movements and facial gestures as well as historically authentic physical characteristics including posture, clothing, size, appearance, and voice.
The purpose of these 3D characters is to create jaw-dropping, immersive experiences that allow visitors today to connect with interpretations of the past in emotionally impactful ways. These characters will bring Civil Rights history to life by recreating and preserving the countenance, voice, and authentic words of America’s Civil Rights activists. The inspiring messages of Civil Rights activists will provide relevant inspiration to this and future generations to pursue the ongoing work of creating a more perfect union by engaging in the democratic processes of the United States.
These characters will also improve access to the heritage preserved by America’s National Parks by producing three-dimensional content that can be accessed by people remotely who otherwise would not be able to because of socioeconomic or physical barriers, or capacity restrictions at Civil Rights site.
The National Park Service recognizes that there are multiple ways to produce three-dimensional digital reproductions of historical characters. This contract requires the contractor to provide at least one historically accurate digital three-dimensional character that will be compatible for use on PC, phone or tablet, and life-sized display monitor or projector. (Several characters are desired and the NPS will purchase as many as feasible within the project budget. Favorable consideration will be given to contractors able to provide multiple, high-quality characters for a reasonable price creating an overall beneficial value for the Government). Characters must be turn-key-ready and guaranteed to function fully as designed for a minimum of ten years. Characters must include life-like, moving persons with audio content of their authentic voice (or replica voice) synchronized to movement and playing for visitors to hear. Character dialogue will be generated from the authentic speeches, interviews, and writings of the historical characters to portray them as they were, not as they might have been.
Characters will ultimately be delivered as UHD 4k video files with 48kHz stereo sound.
Scope of Contract Work includes:
a) researching Civil Rights personages who gave notable speeches, interviews, or produced writings about experiences at Selma, Montgomery, Birmingham, or Tuskegee;
b) negotiating the terms of permissions and intellectual property rights with living subjects and/or the descendants or estates of deceased subjects;
c) producing (by recording living persons, creating 3D animated content through the use of CGI, deepfake digital human technology, use of special effects editing on original two-dimensional recordings, and/or other suitable technique or combination of techniques) a multitude of three-dimensional digital content for use on multiple digital displays. Such content should include the creation of historical characters representing significant personages from the Civil Rights movement such as (but not limited to) Dr. Martin Luther King Jr., Rosa Parks, Harry Belafonte, Medgar Evers, Myrlie Evers, Thurgood Marshall, John Lewis, Bayard Rustin, Fannie Lou Hamer etc.;
d) obtaining appropriate permissions for the use of historical recordings or photographs (for example form news agencies, wire services, personal estates etc.) which may be used in the production of 3D characters;
e) delivering two recordings of each character as a UHD 4k recording with 48kHz stereo sound. One version of each recording must be sub-titled and audio described. Final recordings must be delivered on external media, but may also be delivered via FedRamp approved cloud server;
f) servicing and trouble-shooting recordings for a minimum of ten years.
Specifications:
* Final deliverables must be capable of being displayed with or without internet.
* Contractor will work with the NPS early in the design phase to select appropriate persons and speeches/writings/interviews to be featured in content development.
* Final content must be formatted for use on television, computer, tablet, projector, and phone displays.
* Final product must meet 508 compliance by delivering one version with audio description and closed captioning, and one version without.
* Contractor will be responsible for obtaining image releases from all subjects participating in the project and providing documentation of such releases to the National Park Service.
* Contractor is responsible for acquiring rights to art, images, sound effects, and music used in the final deliverables.
* Contractor is responsible for negotiating the terms of intellectual property rights with the people portrayed or their descendants/estate.
* Proposal must include 10-year warranty.
Sub-contractors Sub-contractors may be required to complete this work. Contractor should include a list of sub-contractors and the work they will perform in the proposal.
Schedule A. The Contractor shall contact the Project Manager within 10 days after receipt of an awarded contract to schedule an orientation meeting.
B. The first orientation meeting will serve as a pre-work orientation where there will be clarification regarding contract terms, work performance requirements and the contractor’s plan for conducting the work.
C. Subsequent design meetings will allow the Contractor and Government to discuss possible treatment options.
Timeline and Delivery Schedule: The Contractor will present within 21 days of orientation meeting, conceptual designs, proposed project timeline, and delivery schedule with key milestones and associated payment schedule.

Government Furnished Property No government furnished property will be provided for completion of this project.
Rights to Product The National Park Service will retain rights to use content for educational purposes at any of its facilities or properties or in conjunction with temporary community education events indefinitely. All other rights will be negotiated and honored in accordance with negotiations with living persons or descendants/estates of the deceased.
Payments Payments will be made in installments not to exceed a percentage of the total award amount upon NPS approval, following a payment schedule. There will be a review period for each submittal. The Contractor is required to submit invoices to the NPS CO/COR.

Inspection and Acceptance The NPS CO/COR will maintain contact with the Contractor during the duration of the contract and will be the primary point of contact for all discussions which may affect scope of performance, payment, cost adjustment, timeline, or any other circumstance requiring a potential modification to the contract. Contractor shall follow the schedule within this contract regarding submission of materials. The NPS will review all submittals for content and technical accuracy. One set of review comments shall be returned to the Contractor following each Government review period. Each submittal must be approved by the NPS prior to payment.
