SCOPE OF WORK

General Wastewater Pumping Services

October 20, 2023

1.0 Scope of contract

Description of work: The intent of this contract is to secure services for pumping the sewage and debris from eight sub-surface holding tanks at Fredericksburg and Spotsylvania National Military Park at six different locations inside the park. These services will be performed once a year (annually) for each site for a five (5) year period, at a time coordinated between the contractor and project POC.

The Contractor shall remove and dispose of all effluent, sewage, liquid, semi-liquid, solid waste matter, debris, trash, and or any material from the holding tanks. The Contractor shall clean up all spilled, dropped, and or leaked materials including but not limited to sewage, water, chemicals, and grease, because of pumping and related activities inside and/or surrounding the pumping access area for the Septic Tanks.

Contractor Responsibility: The Contractor shall provide everything including, but not limited to, all equipment, supplies, transportation, labor, and supervision necessary to complete the work, except for that which the contract clearly states is to be furnished by the Government.

The contractor shall adhere to all Virginia Department of Environmental Quality rules and regulations regarding wastewater pumping and disposal. The contractor shall be liable to the Environmental Protection Agency and the State of Virginia Department of Environmental Quality rules as the authorities having jurisdiction for the supervision and execution of this contract

2.0- Definition of Terms

Sewage – Liquid, semi-liquid, grease, oil, and solid waste matter.

Waste – Liquids, semi-liquids, solids, rubbish, trash, refuse, garbage, junk, and litter.

Debris – refuse found in the holding tanks, to include but not limited to items such as the following: cans, bottles, rocks, sticks, clothing, plastic bags and containers, metal products, pinecones, waste food products, cardboard, diapers and sanitary napkins, miscellaneous trash, cameras, cell phones, etc.

Collection – Pumping and removal of all sewage, sludge, liquid, debris, trash, material, grease, oil, etc. from the holding tanks.

Septic Tanks – An underground waste receptacle constructed of high-density polyethylene, concrete, or steel.

Release - spilling, leaking, pumping, pouring, emitting, emptying, discharging, injecting, escaping, leaching, dumping, or disposing into the environment, unless permitted or authorized by a regulatory agency.

3.0 – Location and Description

Location: The project is located at 6 locations inside the boundaries of Fredericksburg and Spotsylvania Military Park in Counties of Stafford, Fredericksburg, Spotsylvania, Caroline, and Orange County VA.

Description:

Chatham Manor septic Tanks: Located at 120 Chatham Ln Fredericksburg, VA 22405. consists of 2 – 2000-gallon tanks. Septic truck will be able to drive in range to access tanks. There are 4 plastic risers on ports for easy access.

Chancellorsville Visitor Center septic tanks located at 9001 Plank Rd, Spotsylvania, VA, 22553:

consists of 1–4000-gallon tank. Tank has 2 Plastic risers for easy access. Septic truck will be able to drive in range to access tanks

Ranger Lane septic tanks: Located at 9108 Ranger Ln, Spotsylvania, VA, 22553: consists of 1- 2000 Gallon Tank and 1–1000-gallon tank, 2 plastic risers on each tank for access. Septic truck can drive in range to access tanks.

Spotsylvania Shelter tanks: located at 9550 Grant Dr West, Spotsylvania VA, 22553: consists of 1–1500-gallon tank with 2 plastic risers for access. Septic truck can drive in range to access tanks.

Ellwood Manor tanks, located at 36380 Constitution Highway, Orange VA 22960: consists of 1– 2000-gallon tank. Tank has 2 plastic risers for access. Septic truck can drive in range to access tanks.

Stonewall Jackson Death Site: located at 12019 Stonewall Jackson Rd, Woodford VA 22580:

Consists of 1–1500-gallon tank. Tank has 2 risers for access. Septic truck can drive in range to access tanks.

4.0- Contractor -Furnished Property

The Contractor shall furnish all transportation, equipment, supervision, labor, and supplies necessary to perform the work specified. The contractor shall maintain all required equipment. Sewage to be removed from the septic tanks may contain foreign objects such as trash, cans, rocks, bottles, etc. The contractor’s operators and equipment shall be capable of removing such foreign objects and the contractor shall be responsible for the disposal of all debris, trash, material, etc. Sewage will be disposed of at a Virginia DEQ approved facility.

5.0 Schedule- Hours

Contractor will schedule/perform work annually Monday-Friday between the hours of 7:00 A.M and 2:00 P.M. No work is to be performed on Saturday, Sunday, or on federally recognized holidays (unless otherwise authorized by the Contracting Officer 72 hours ahead of the date of work.
