Scope of Work

Vault Sewage Pumping & Disposal Delaware Water Gap NRA

1. Introduction

The Delaware Water Gap National Recreation Area located in both Pennsylvania and New Jersey and has over 70,000 Areas of land and 40 miles of river with various recreational opportunists available.

2. Scope Contractor shall provide all labor, materials, equipment, tools, supplies, transportation, and incidentals necessary to pump sewage at various designated vaults throughout Delaware Water Gap National Recreation Area. Delaware Water Gap National Park is in the counties of Pike, Monroe, and Northampton in Pennsylvania, and the counties of Sussex and Warren in New Jersey.

Contractor shall be called for a minimum of one pump out per year per vault which consists of forty-three 1,000-gallon vaults at various locations throughout the park, two 1,000-gallon pit toilets located at Rivers Bend Campgrounds, and one 10,000 vault located at Bushkill Access.

Water will be provided and added by contractor in the amount of 75-100 gallon per 1,000 gallon vault each time a unit is pumped, except at Bushkill Access and Rivers Bend Campground Pit Toilets, unless otherwise stated by park representative. The park typically plans to pump each of the 1,000-gallon vaults about twice a year unless situations arise that require more. The 10,000-gallon vault may be more, possibly up to five or six times, not always at full capacity.

Tanks are access by surface mounted locked lid cover set at-grade and will not require digging to access the tanks. Government escort will unlock and re-secure lids upon completion of pumping.

3. Quantities Quantities listed in the table are approximate only. Volumes indicated in the Delivery table are the tank design capacities and provided for estimating purposes only. Pumping is based on estimates of anticipated needs. Pumping is usually requested when vault odors become very strong and flies and other insects are noted at sites, not necessarily that the vaults are full. It is understood and agreed that the contract shall cover actual quantities required to be pumped and that they may be less than the quantities actually ordered for delivery.

4. Delivery All vault locations are identified by maps provided and are listed in the table below. Some locations may be considered remote or unimproved with access being stone, dirt, or gated roads which may be a distance from main roads or thoroughfares. A government escort will ensure driver’s accessibility to locations.

5. Task

A. Recording of Pumping Contractor shall record the actual amount of pumping at each vault or site and water dispensed into tank, and provided to COR. The contractor will thoroughly mix, and pump as required to remove all contents from the tank. Contractor is responsible for means of measuring. Preferred method is truck is equipped with gauge/meter to read pumped amount.

If truck is not equipped with gauge/meter contractor is responsible for devising mean acceptable to Park. The contractor will transport pumped material to a licensed and approved disposal location.

B. Site Condition No utilities are available at the sites. The contractor is responsible for ensuring that each site, as related to the pumping of the tank, is clean and fit for public use prior to departure.

C. Record of Discharge Contractor agrees to produce records when required to prove the septic waste is properly disposed of IAW with state and federal regulations.

D. Contractor Invoices for Payment Contractor invoices containing all gallons and locations pumped and gallons of water added must be submitted via the current (IPP) government online payment system plus one copy to COR via email. Contractor must be registered and remain current in sam.gov.

• Invoicing must be submitted monthly after services have been rendered for the given month, via Internet Payment Processing (see Clauses), and in accordance with the Scope of Work (SOW).

• Payment will constitute full compensation for furnishing all labor, tools, equipment, materials, and supervision necessary to complete the work in accordance with the SOW for servicing at the required location.

E. Capacity

Contractor shall have the capacity to pump a minimum of 5,000 gallons from multiple locations anywhere in park, totaling 5,000 gallons per truck if requested. Multiple trucks or trips may be required to complete the required pumping. It is understood that while not always possible to predict usage, the COR will attempt to coordinate multiple sites for pumping to fill the truck to capacity each time a request is made for services.

7. Government Furnished Property

The park will provide Contractor with a letter authorizing their truck providing contracted services to use U.S. Route 209 which is closed to commercial traffic. Notification will also be given to Worthington State Forest when trucks will be using Old Mine Toad in New Jersey through the State Land. The Government will also provide an escort to all locations to be pumped with an agreed location and time to be met to commence work.

8. Site Visit A site visit will be scheduled for all locations and Contractor attendance is encouraged.

9. Safety & Compliance Disposal of waste shall be in accordance with all applicable federal, state and local codes and per Pennsylvania and New Jersey Environmental Protection regulations.

• The contractor shall comply with pertinent provisions of the Occupational Safety and Health Act (OSHA), and state, local, safety, laws.

• The contractor shall comply with pertinent Environmental Protection Agency laws and regulations.

• The contractor shall immediately report to the Contracting Officer, COTR and DEWA Park Safety officer all accidents resulting in employee injury or death or damage to property while performing this contract.

• It is the contractor’s responsibility to have or obtain any required permits for State and/or local requirements.

10. Protection of Property Contractor shall exercise caution and care to prevent unnecessary conflict with, or potential hazards to toad users, NPS employees, or park visitors. The Contractor shall be held liable for any damage caused by his personnel or equipment to any existing structures such as SST’s, bridges, culverts, signs, guardrails, or any other Government infrastructure or property. Repair or replacement to these structures shall be at the Contractor’s expense. The Government shall not be liable to loss, damage, or destruction of equipment furnished by the Contractor.

11. Payment Payment will be made at the quoted price per gallon for the actual quantity of sewage pumped, hauled, and disposed, and for quoted price per gallon quantity of water actually added at each location. Since the Park covers over 70,000 acres contract price per gallon of sewage pumped may vary by location.
