This is a Statement of Work for refuse collection and disposal services at Schoodic Woods Campground in Acadia National Park, Winter Harbor, Maine.
The contractor shall provide all labor, supervision, tools, transportation, materials, supplies, and equipment for solid waste collection and disposal operations. Collection occurs at seven locations: Sites 1 through 6 require 4 cubic yard capacity dumpsters, and Site 7 (RV Dump Station) requires an 8 cubic yard capacity dumpster. Collections are scheduled for Monday, Wednesday, and Friday each week when the campground is open. The final collection week occurs during Columbus Day/Indigenous Peoples Day, with pickups on Monday and Thursday. Seasonal dumpsters must be placed on-site the week prior to Memorial Day and may be removed or tipped over following the final fall collection. The contractor is responsible for positioning containers in designated areas, returning emptied containers to original locations, ensuring all doors/lids are closed and secured, and maintaining containers in good repair. All containers must be constructed of metal with animal-resistant locking mechanisms, painted a uniform dark color, and replaced or repaired at no cost to the Government within five days if damaged or leaking.
The contractor must maintain clean, sanitary equipment and containers free of objectionable odors, immediately clean up all spillage during collection and transport, and transport waste in covered vehicles to prevent debris escape. Normal residential solid waste includes household waste and lawn cuttings; items exceeding 75 pounds or including rocks, earth, construction waste, large appliances, automobile parts, explosives, or chemicals are excluded. The contractor shall handle excess refuse from holidays at no additional cost and must collect during inclement weather, completing all collections within 24 hours after severe weather ends. Collections on legal holidays follow the standard schedule unless the contractor requests written approval from the Contracting Officer at least two weeks prior. All solid waste shall be transported to a disposal facility compliant with local, State, and Federal environmental regulations, with the contractor responsible for all disposal costs. The disposal facility must provide yearly summation reports of waste categories, which the contractor shall submit to the Government after final disposal.
