About this file
This document outlines a statement of work for a five-year blanket purchase agreement for agricultural equipment maintenance services. The agreement will cover maintenance, repairs, diagnostics and scheduled maintenance for a fleet of tractors and agricultural equipment owned by three national wildlife refuges in Colorado. Services will include on-site and off-site repairs, scheduled preventative maintenance, unscheduled service calls, and transportation of equipment as needed. The vendor will be expected to inspect all equipment annually and perform manufacturer-recommended maintenance. Records of maintenance history must be maintained for each piece of equipment. Only John Deere certified technicians can work on the John Deere tractors, and only manufacturer approved parts may be used. The vendor will be responsible for proper disposal of waste and compliance with regulations while on-site. Payments for services up to $2,500 can be made using a government purchase card, while invoices over that amount must be submitted through the Internet Payment Platform. The technical coordinator and contracting contacts are provided.

2. Scope
The vendor is expected to go over each piece of equipment and give a description of what is currently needed to maintain/ service the piece of equipment. Maintenance staff, as well as other staff, that operate the equipment will provide input as to the problems in operating the equipment. Management and maintenance staff will discuss these problems with the vendor and communicate a plan for what needs to be fixed right now to support the goals and objectives of the refuge as well as what can wait until a better idea of the total cost of the project has been accessed.
Orders expected to exceed $2,500 require a purchase order. In this situation, vendors will provide a firm price quotation and will receive a purchase order prior to beginning work.
3. Deliverables and/or Delivery Schedule:
Vendor will provide diagnostic and repair services for all agricultural equipment at the three listed locations and will communicate to refuge staff the status of each piece of equipment as each evaluation takes place. The price, timeline, and materials required for each repair will be communicated to refuge staff prior to work being done to determine the method of payment.
Mechanics will test each piece of equipment to ensure repairs are complete and functional.
Annual Requirement Every spring, all agricultural equipment will be inspected and provided service consistent with manufacturer recommendations. At a minimum, annual inspections will include inspection of all safety components; general operation of the machine; greasing; fluid check; brake and parking brake check; and tire PSI and wear.
Scheduled Maintenance Preventative and regular maintenance will be scheduled based on running hours. All maintenance will be completed consistent with manufacturer recommendations. Scheduled maintenance may also include replacement of worn components (e.g., tires, brakes, hoses, etc.) and/or repair to damaged equipment.
Unscheduled Service Calls Service calls will be used for unexpected repairs (e.g., breakdowns). The intent of service calls is to quickly return equipment to service.
Transport Occasionally, equipment may need to be transported to the shop for repairs. In these cases, the vendor is responsible for transportation to and from. When equipment is transported and located off US Fish and Wildlife Service property, the Contractor is responsible for damage or loss caused to equipment.
4. Payment Terms
Individual orders or calls placed by an ordering official who is not a Contracting Officer (CO) must not exceed the micro-purchase threshold of $2,500.00 for services.
