About this file
This document outlines a statement of work for a federal contract to provide a Hine's Emerald Dragonfly survey workshop. The U.S. Fish and Wildlife Service Chicago Ecological Services Field Office is seeking a contractor with at least 25 years of experience working with the federally endangered Hine's Emerald Dragonfly to develop and conduct a multi-day workshop between February 1, 2024 and August 30, 2024. The workshop would be held at The Ridges Sanctuary in Baileys Harbor, Wisconsin and include both classroom and hands-on field instruction on survey techniques for adults and larvae of the Hine's Emerald Dragonfly. Attendees would learn non-lethal genetic sampling of adults, larval sampling methods, and ecology of the species. Successful completion of the workshop would qualify attendees for an endangered species recovery permit to handle adults and potentially survey larvae. The contractor would provide all necessary materials, instruction, permits, live specimens for display, and transportation/lodging for the 16-20 workshop participants.

STATEMENT OF WORK
Chicago Ecological Services Field Office
230 S. Dearborn, Suite 2938, Chicago, IL 60604-1507
Hine’s Emerald Dragonfly Survey Workshop
Environment, Conservation and Wildlife
1. General:
Who: Chicago Ecological Services Field Office, 230 S. Dearborn, Suite 2938, Chicago, IL 60604-1507
What: Environment, Conservation and Wildlife, Hine’s Emerald Dragonfly Survey Workshop
Where: The Ridges Sanctuary, 8166 State Hwy 57, Baileys Harbor, WI 54202.
1.1 Purpose/End Application:
The main purpose of this proposed training workshop is to increase understanding of current protocols being used to sample populations of the federally endangered Hine’s Emerald Dragonfly
(Somatochlora hineana) and to build capacity for conducting Hine’s Emerald Dragonfly surveys across the species range.
Currently we are extremely limited in both the ability to effectively direct or conduct surveys for new sites or to evaluate the of status of known populations. This workshop will benefit from direct contact with a species expert and give participants direct hands-on experience with collecting techniques used for both adults and larvae in actual habitat areas. This training will enable individuals to develop the skills necessary to receive a required federal permit to handle this federally endangered species.
1.2 Contractor Qualifications:
At least 25 year’s experience and/or required (by law) certifications working with Hine’s Emerald
Dragonfly larvae and adults. Experience and ability in identify and assessing areas for the Hine’s emerald dragonfly’s unique habitat requirements, evaluating the size of adult and larval populations, and describing and teaching the adult and larval ecology of the species. Expertise in developing assessment protocols including adult non-lethal genetic sampling and larval sampling techniques ranging from crayfish burrow extraction to eDNA.
Current active State of Wisconsin and Federal endangered species permits for the Hine’s Emerald
Dragonfly that have provisions for handling of both adults and larvae, and knowledge associated with public education and training activities. Knowledge of the Hine’s Emerald Dragonfly and
Great Plains crayfish captive rearing programs and ability to hold and display live specimens of both species for workshop training activities.
1.3 Other:
a) Resume or curriculum vitae.
b) Current active State of Wisconsin and Federal endangered species permits for the Hine’s
Emerald Dragonfly that have provisions for handling of both adults and larvae, and knowledge associated with public education and training activities.
2. Place of Performance and Period of Performance.
2.1 Address:
The Ridges Sanctuary
8166 State Hwy 57
Baileys Harbor, WI 54202
2.2 Performance start and end date.
February 01, 2024 to August 30, 2024
2.3 Normal duty hours:
Monday thru Friday 8:00 a.m.- 4:30 p.m. In the event of emergencies, Contractor shall provide contact information.
2.4 Non -duty hours include week nights, weekends, and Government holidays
Not applicable.
3. Scope
A workshop on Hine’s Emerald Dragonfly (Somatochlora hineana) adult and larval survey techniques that the Service would invite State and Federal staff from Illinois, Michigan, Missouri and
Wisconsin to participate. The main purpose is to build capacity for conducting Hine’s Emerald
Dragonfly surveys across the species range as we are extremely limited in that regard and there is a degree of urgency to benefit from currently available species experts.
General Schedule June 24, 2024 - June 28, 2024:
➢ 1st day PM - HED and its habitat, potential pre-dusk adult observations and netting and handling procedures.
➢ 2nd day in the field to see adults and habitat, potential pre-dusk adult netting/handling procedures.
➢ 3rd day in the field with morning adult survey methods (hands on) in AM and larval survey methods PM, potential pre-dusk adult and netting/handling procedures experience.
➢ 4th day in the field with morning adult survey methods in AM and larval surveys (hands on) in the PM.
➢ 5th day larval sampling (hands on) AM.
Attendees who successfully finish the workshop would qualify for a Federal Endangered Species
Recovery permit for at least adult handling, but possibly larval surveys as well.
Funding needed to support development of workshop materials and agenda and teaching methods and protocol. Project could be scalable and there would be an economy of scale, however, the limit number of participants is 16-20 (e.g., 4-5 per state) individuals to avoid impacts to habitat and to have an effective hands-on learning experience.
• Personnel Costs (preparation of materials, instructor time in lab and field, includes main instructor and assistants)
• Supplies (materials required for instruction, field demonstrations, assumes participants bring appropriate clothing and footwear)
• Travel (covers additional required travel, vehicle costs, per diem for instructor and assistants)
• Overhead (10% of direct costs)
4. Deliverables and/ or Delivery Schedule:
4.1 Workshop and field training to occur between June 24, 2024 and July 28, 2024 at the Ridges
Sanctuary and field locations in Bailey’s Harbor, WI.
4.2 Documentation provided would include printed copies outlining workshop schedule and describing sampling protocols.
A model with the equations and formulas used to estimate population size with sampling data.
5. Evaluation and Acceptance
5.1 The contractor will be evaluated as detailed herein. Government acceptance is contingent upon the Contractor Qualifications described above under 1.3.
