About this file

This Statement of Work (SOW) details a project for controlling Eurasian watermilfoil in the Pablo Reservoir, located in the Pablo National Wildlife Refuge in Montana. The multi-agency task force, including the Confederated Salish and Kootenai Tribes, Montana Fish, Wildlife and Parks, Lake County, and USFWS, seeks to address a high-priority invasive species infestation first identified in 2023. The project involves an experimental treatment plan using four different herbicides (Fluridone, Imazamox, Imazapyr, and Flumioxazin) at 24oz/A, 64oz/A, 92oz/A, and 12oz/A respectively, each applied to 50 acres.

The contract requires Clear Channel to provide expertise in aquatic invasive species management, project coordination, and herbicide application. The performance period runs from award date (no later than August 25, 2025) through December 31, 2025, with work to be conducted between dawn and dusk. Key deliverables include attending planning meetings, delivering herbicides between August 25 and September 25, 2025, providing MSDS and product labels electronically, and offering written guidance on treatment rates and plot locations. The technical coordinator is Amy Lisk Thomas, a biologist located in Charlo, MT, and government acceptance is contingent upon meeting the specified work and quality standards.
