About this file

This is a Statement of Work for roll-off dumpster services supporting a demolition project at Rydell National Wildlife Refuge in Minnesota from October 19–31, 2026. The Contractor must provide 2–3 dumpsters on-site at all times, suitable for mixed Construction and Demolition (C&D) debris and concrete (clean or reinforced), with capacity to handle up to 300 cubic yards of C&D debris and up to 120 cubic yards of concrete. The Contractor is responsible for all labor, equipment, transportation, and disposal services, ensuring debris is transported to permitted disposal or recycling facilities in compliance with federal, state, and local regulations.

Service delivery requirements include same-day dumpster exchange capability within 2–4 hours of Government request, with capability for multiple exchanges per day. The Government will provide at least 24 hours' notice of anticipated high-activity periods when possible. The pricing structure is per-dumpster, pay-for-use: the Government pays per dumpster delivered (if explicitly requested) and per haul/exchange at contracted unit rates, even if dumpsters are not ultimately filled or hauled. The Contractor must not invoice for any dumpster not explicitly requested by the Government. Invoices must itemize the number and type of dumpsters delivered, hauls/exchanges completed, and corresponding per-unit pricing. The Government is authorized to move or reposition dumpsters on-site using its own equipment without requiring off-site hauling. The Contractor must maintain adequate hauling capacity, staffing, and equipment for continuous operations, ensure all personnel comply with Rydell NWR safety procedures, and provide effective communication with the designated Government representative. If subcontractors are utilized, the prime contractor remains fully responsible for all performance and compliance.
