About this file
This document is a Statement of Work (SOW) for a five-year Blanket Purchase Agreement (BPA) for trailer service, maintenance, and repair for the Alpena Fish and Wildlife Conservation Office (FWCO) and the Detroit River Fish Lab.
The SOW requires the selected vendor to provide all labor, equipment, supplies, parts, and materials to perform maintenance on government-owned trailers, including equipment repairs, diagnostics, and scheduled maintenance. The vendor is expected to inspect the trailers annually and provide preventative and regular maintenance based on manufacturer or office recommendations. Unscheduled service calls will also be required for unexpected repairs. The vendor must use only manufacturer-recommended parts and is responsible for proper disposal of waste. The BPA will cover all parts and labor, and the vendor must be authorized to repair trailer components such as axles, brakes, and lights. The work will be completed primarily at the vendor's location.

1. General:
Alpena Fish and Wildlife Conservation Office shall establish a five-year BPA for trailer service, maintenance, and repair. Those selected for the BPA shall provide all labor, equipment, supplies, parts, and materials required to perform maintenance on government owned trailers. The work shall include equipment repairs, diagnostics, and scheduled maintenance. The BPA will cover all trailers located at the locations listed below. The trailer listed are subject to change based on future acquisitions (See attached current list). The BPA will cover all parts and labor. All vendors must be authorized and/or capable to repair trailer axels, breaks, lights, etc.
The trailer diagnostic and repairs generally will be completed at the vendors location.
Locations covered by BPA:
A. Alpena FWCO: 585 S Ripley Blvd, Alpena MI 49707 B. Detroit River Fish Lab: 28403 Old North Gibraltar Road
2. Scope
The vendor is expected to go over each trailer and give a description of what is currently needed to maintain, service, and repair. Staff that operate the trailers will provide input related to the problem or issue at hand.
Management and staff will discuss these problems with the vendor and communicate a plan for what needs to be fixed right now to support the goals and objectives of the Alpena FWCO as well as what can wait until a better idea of the total cost of the project has been accessed.
3. Deliverables and/or Delivery Schedule:
Vendor will provide diagnostic and repair services for all trailers at the two locations listed and will communicate to Alpena FWCO staff the status of each trailer as each evaluation takes place. The price, timeline, and materials required for each repair will be communicated to Alpena FWCO staff prior to work being done to determine the method of payment.
Service technicians will test each piece of equipment to ensure repairs are complete and functional.
Annual Requirement Every spring, all trailers will be inspected and provided service consistent with manufacturer or Alpena FWCO’s staff recommendations. At a minimum, annual inspections will include inspection of all safety components; trailer bunks; greasing; fluid check; brakes and emergency brake check; and tire PSI and wear.
Scheduled Maintenance Preventative and regular maintenance will be scheduled based on trailer use. All maintenance will be completed consistent with manufacturer recommendations. Scheduled maintenance may also include replacement of worn components (e.g., tires, brakes, lines, etc.) and/or repair to damaged equipment.
Unscheduled Service Calls Service calls will be used for unexpected repairs (e.g., breakdowns). The intent of service calls is to quickly return equipment to service.
Transport Generally, trailers will be transported to the shop for repairs, annual maintenance, and inspections. When equipment is transported and located off US Fish and Wildlife Service property, the Contractor is responsible for damage or loss caused to equipment.
4. General Requirements
Annually, the FWS will coordinate with the vendor to schedule for annual preventative maintenance of the station’s trailers.
Minimum Requirements:
• All work on equipment must be overseen by a certified service technician.
• Vendor must use only manufacturer recommended parts. Substitutions must be approved by the US Fish and
Wildlife Service.
• Vendor is responsible for disposal of waste associated with maintenance (e.g., used oils and fluids, batteries, and tires) in compliance with local laws and regulations.
• US Fish and Wildlife Service does not tolerate discrimination or harassment. Vendor is responsible for employee’s behavior around staff, volunteers, and visitors.
