UNITED STATES DEPARTMENT OF THE INTERIOR
U.S. FISH AND WILDLIFE SERVICE
CRAB ORCHARD NATIONAL WILDLIFE REFUGE COMPLEX
Statement of Work/Need Roll Away Dumpster Supply and Service Blanket Purchase Agreement
Crab Orchard National Wildlife Refuge Complex August 2023
Introduction
Crab Orchard National Wildlife Refuge Complex (CONWR Complex) is seeking supply and servicing of roll away dumpsters for various projects on the Refuge. CONWR Complex comprises over 60,000 acres of habitat in Southern Illinois, including hardwood forest, agricultural land, grazing units, brushland, wetlands, and lakes. Entities in the CONWR Complex include Crab Orchard National Wildlife Refuge with land located in Williamson, Jackson, and Union Counties in Illinois, Cypress Creek National Wildlife Refuge with land located in Pulaski, Alexander, Johnson, and Union Counties in Illinois, and the Crab Orchard Superfund Project with land in Williamson County, Illinois.
Specifications
The contractor(s) shall provide roll away dumpster supply and servicing on an as-needed (call order) basis to various areas on Crab Orchard National Wildlife Refuge Complex. This agreement will include the rental of the roll away dumpsters, delivery of the roll away dumpsters, and servicing of the roll away dumpsters. Servicing is defined as the as-needed haul away and emptying of the roll away dumpsters. These dumpsters will be provided for specific projects, and it is not anticipated that the dumpsters will be sitting on Refuge property for periods in excess of fourteen (14) days at a time. The contractor(s) and Refuge staff will discuss specific timeframes at the time each Call Order is placed.
Dumpster placement shall be at various locations on Crab Orchard National Wildlife Refuge Complex property. Administrative addresses for the Refuge property include:
• Crab Orchard National Wildlife Refuge and Crab Orchard Superfund Project Headquarters, 6987 Headquarters Road, Marion, IL 62959
• Cypress Creek National Wildlife Refuge, 0137 Rustic Campus Drive, Ullin, IL 62992
The addresses above are not exhaustive; because of the nature of the projects at the Refuge Complex, placement locations for dumpsters will vary and will be defined on each call order.
Refuge staff will discuss the placement locations with the contractor(s) and will ensure with the contractor(s) that their delivery conveyances will be able to safely access placement locations. It is anticipated that all delivery locations will be adjacent to Refuge roadways/lanes suitable for driving the delivery conveyances over. If the contractor(s) has any concerns regarding delivery of the dumpsters, Refuge staff shall be notified.
At the time a call order is placed, Refuge staff shall specify the needed roll away size and desired timeline for provision of the roll away. It is expected that contractor(s) will be able to provide a variety of roll away sizes, including:
• 10 cubic yards
• 15 cubic yards
• 20 cubic yards
• 30 cubic yards
• 40 cubic yards
Proposal responses should include which size roll aways the contractor is able to furnish on a regular basis.
Refuge staff will notify contractor(s) when servicing is needed, as well as if a return of the roll away is needed. It is expected that there will be occasional projects when multiple roll aways and frequent servicing will be needed.
It is expected that awarded contractor(s) will be able to service all entities in the Crab Orchard Complex. If a contractor is unable to service all entities (Crab Orchard National Wildlife Refuge, Cypress Creek National Wildlife Refuge, and Crab Orchard Superfund Project), the contractor must specify which entities they will be able to service as part of their response to this proposal.
Multiple contractors may be awarded for this Blanket Purchase Agreement.
Period of Performance
This proposed agreement is for five years, beginning on or around September 1, 2023, and ending on or around August 31, 2028. The final defined Period of Performance shall be listed on the official award documents.
