Scope of Work
Vehicle Shuttling Services
For
Support of San Juan River Recovery Program Operations
I. Introduction
The U.S. Fish & Wildlife Service has a need for transporting vehicles for shuttling services to assist the U.S. Fish and Wildlife Service, New Mexico Fish and Wildlife Conservation Office
(FWCO) and the Grand Junction FWCO with activities associated with the recovery of Razorback
Sucker and Colorado Pikeminnow within the San Juan River basin for a base plus 4 option year period.
The contractor shall provide all personnel and supervision to perform interstate government vehicle shuttle services with attached raft trailers as defined in this Statement of Work (SOW) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract listed in Section VI.
II. General Information
Efforts to restore populations of Razorback Sucker and Colorado Pikeminnow in the San Juan
River have been ongoing since the early 1990s. It is often necessary to engage in research and monitoring on listed species through one-way raft trips on the San Juan River. These trips require shuttling of pick-up trucks (e.g. Ford F-250), most or all with raft trailers, from put-in locations to take-out locations.
Initial year requirements will be for three (3) one-way trips. Each trip will have a minimum of six
(6) Government-owned vehicles, but potentially up to eight (8), shuttled between Shiprock, NM and the Sand Island Recreation Area near Bluff, UT.
Work conducted in out-years (Option Years 1-4) are subject to project approval from the San Juan
River Recovery Implementation Program and availability of funds.
III. Vendor Qualifications
In order to meet the needs outlined in this contract, the vendor must meet the following qualifications:
The vendor/contractor is responsible for ensuring all employees possess and maintain current appropriate drivers’ licenses required for transport of the government vehicles, appropriately screen personnel to ensure driver is responsible and trustworthy to drive government vehicles.
The contractor must show proof of appropriate insurance coverage to cover partial damage or the complete replacement cost ($70,000.00 each) of the vehicles with raft trailers in the event of an accident occurs while in transit to/from locations.
• Drivers must be state-licensed and insured motor vehicle operators at least 18 years of age.
Valid driver’s license and liability insurance must be submitted for verification.
• Be available within the prescribed date windows to conduct the work.
IV. Place of Performance
The work for the initial year (2025) will be performed between Shiprock, NM and the Sand Island
Recreation Area near Bluff, UT. Other locations along the San Juan River may be utilized in
Option Years (2026- 2030).
V. Period of Performance
Year 1 (initial year) - The period of performance will begin on August 26, 2025. The period of performance end date will be September 30, 2025.
Option Years 1-4 – Periods of performance in Option Years 1-4 may vary depending on project needs. We anticipate that Option Years 1 and 2 (2026 and 2027) would be similar to the initial year.
Specific dates will be coordinated with the vendor on an as-needed basis.
Recognized Holidays. Depending on the calendar year and anticipated schedules the contractor may be required to perform services on the following federal holidays or as agreed by the Project
Leader.

VI. Description of Services
The vendor will be responsible for the following:
A. General Services
• Coordinate logistics for each trip in advance with the designated trip leader.
• Provide state licensed and insured drivers to pick up 6-8 vehicles for each of three (3) trips from the secure west parking lot of the US Bureau of Indian Affairs Shiprock Agency office
(Figures 1-3).

• Vehicle pickup must occur during business hours (8:00 am-4:00 pm) in order to access secure parking lot.
• Deliver vehicles to the Sand Island Recreation Area boat launch long-term parking area
(Figures 4-5). Vehicles must be parked in the “long-term” parking area unless otherwise directed by Bureau of Land Management personnel on site.
• Vendor shall ensure keys are secured and accessible to government personnel at completion of raft trip. This must be coordinated each trip with the designated trip leader.
• Vehicles must be shuttled within the following date/time windows for each trip for the initial year of the contract.
o Tuesday, August 26, 2025, 12:00pm – Saturday, August 30, 2025, 5:00pm o Tuesday, September 9, 2025, 12:00pm – Saturday, September 13, 2025, 5:00pm o Tuesday, September 23, 2025, 12:00pm – Saturday, September 27, 2025, 5:00pm
B. Personnel and Hours of Operation
The contractor is responsible for conducting business, between the hours of 7:00 am and 4:30 pm, regardless of time zone on any day of the week including Federal holidays listed above, except when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must, at all times, maintain an adequate workforce for the uninterrupted performance of all tasks defined within this SOW when the Government facility is not closed for the above reasons.
When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
• Provide adequate personnel to complete duties outlined in this Scope of Work.
• Provide supervision of his/her employees while services are being performed and certify all employees who work under this contract have been familiarized with the work specifications prior to performance of required services.
• Required to immediately discontinue work of any employee who endangers persons or property.
• If removal of employee occurs, immediate replacement must be made as required under obligation of services at no additional expense.
• Be responsible for the conduct and discipline of his/her personnel.
C. Safety
Comply with all applicable laws, regulations, and Rules of the Road while completing tasks within this Scope of Work.
VII. Basis of Payment and Record Keeping
Vendor shall be paid only for work conducted in accordance with this Scope of Work and approved by the FWCO Point of Contact. All invoices must be pre-approved and contain the following information:
• Dates of trip(s)
• Fee for each vehicle transported
• Total amount for services per stated trip
VIII. Government-Furnished Equipment
All vehicles transported under this contract will be Government Owned Vehicles (GOV). Vehicles will have sufficient fuel before the provided services.
Drivers are not allowed to make any stops, with the exception of motor vehicle emergencies, during the shuttle service.
The duration of the one-way trip is not expected to exceed 100 miles (2 hours).
IX. Quality Assurance Surveillance Plan
The Quality Assurance Surveillance Plan (QASP) provides a method to evaluate performance.
Vendor is responsible for management and quality control actions to meet the terms of the SOW.
FWCO Points of Contact are responsible for the technical administration of the contract and shall assure proper surveillance of Vendor’s performance to determine if Vendor exceeds, meets, or does not meet the standards of the contract.
The following ratings are used to determine if vendor exceeds, meets or does not meet the standards of the contract:
a. Exceptional: Performance significantly exceeds contractual requirements to the
Government’s benefit.
b. Satisfatory: Performance meets contractual requirements.
c. Unsatisfactory: Performance does not meet contractual requirements.
X. Post Award Conference/Periodic Progress Meetings
The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance.
At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.
