STATEMENT OF WORK FOR MORR SOLDIER HUTS SHAKES PROCUREMENT:

Established in 1933, Morristown National Historical Park is the country’s first National Historical Park and an important location in the revolutionary war. Located in southern Morris County NJ, it commemorates the sites of General Washington and the Continental army’s winter encampment of December 1779 to June 1780.

Within the 1700-acre Park, there are six circa 1960 reproductions of simple log structures that illustrate how General Washington’s soldiers were housed during the revolutionary war.

The current huts are in various stages of disrepair, the worst non-existent after a fire. Because of their highly interpretive value, the Park has chosen to replace the failing structures. MORR National Historic Site. Completion of this project will require the procurement of custom roofing shingles (Shakes).

Site investigation and archival drawings were used to get a total count of shakes. The US Forestry standards for grading and scaling were used to generate material specifications and guidelines for potential vendors.

SCOPE OF WORK

Provide Morristown National Historical Park with western red cedar split shakes to cover the roof of one log structure; 8 SQ in total @ a 32” exposure.

Shakes will be of quality and size called out in specifications below. No substitutions in species, size or grade will be made.

DELIVERY SCHEDULE

Proposed date: 60 DAYS ARO

Pre-Award:

Contractor/vendor will provide a price for entirety of order including all delivery, handling and offloading charges called out separately from material charges.

Due to the inherent changes in market conditions and availability, the contractor/vendor will provide target delivery dates and target delivery percentages of total order in their bid if requested schedule is not attainable.

Vendor MUST provide following information in their bid proposal:

- Number of bundles in 8SQ @ 32” exposure

Post-award:

Period of performance will begin on date contract is signed by vendor and shared with POC.

Vendor will submit a Delivery Schedule no more than 30 days after contract is signed.

Vendor will receive payment(s) after POC has signed BOA and submitted to COR.

REQUIREMENTS/TASKS

Contractor/vendor will provide a price for entirety of order including all delivery, handling and offloading charges called out separately from material charges.

Due to the inherent changes in market conditions and availability, the contractor/vendor will provide target delivery dates and target delivery percentages of total order in their bid IF unable to meet delivery dates proposed by NPS.

Notification/confirmation of scheduled deliveries will be made to POC via email no later than 10 business days prior.

HOURS OF OPERATION

All deliveries will be made to the Morristown National Historical Park Maintenance Yard during the hours of 7am – 2pm M-F expect on federal holidays.

Specifications for MORR Soldier Hut shake materials:

48” Straight Split Shakes to meet the following requirements:

1. Manufactured from Red Cedar, Yellow Cedar or White Oak

2. 100% clear vertical grain, both sides (no flat grain)

3. Two split faces

4. 48” long

5. 6” minimum width

6. Nominal 1” butt end thickness; from 3/4” and 1-1/8”

7. No visible saw marks on butt ends

CONFIRMATION OF WORK

All work to be confirmed and subject to Quality Control Methods before being approved by the POC Matthew Jacobs.

CONTRACTOR RESPONSIBILITY

• The contractor shall obtain all necessary licenses and/or permits as required to perform this work.

• He/she shall take all reasonable precautions necessary to protect persons and property from injury or damage during the performance of this contract.

• He/she shall be responsible for any injury to himself/herself, his/her employees, as well as for any damage to personal or public property that occurs during the performance of this contract that is caused by his/her employees’ fault or negligence and shall maintain personal liability and property damage insurance having coverage for a limit as required by the laws of the State of New Jersey.

• Further, it is agreed that any negligence of the Government, its officers, agents, servants and employees, shall not be the responsibility of the contractor hereunder with the regard to any claims, loss, damage, injury, and liability resulting there from.
