About this file
This document is a Sole Source Justification for a Firm Fixed Price contract for Bosch Systems Training. The purpose of this contract is to obtain specialized on-site training from a manufacturer-authorized vendor for the migration of Bosch camera storage to NetApp servers, configuration of KBD-Universal joysticks with BVMS applications, certificate management for Bosch System devices, and review of BVMS system upgrade procedures and best practices.
The contract has a 6-month base period valued at $21,000 and a 6-month option period also valued at $21,000. The justification cites FAR 13.501(a)(iv) as the authority, as the equipment and software are under the manufacturer's warranty, and only manufacturer-trained sources can perform the required work. Market research identified potential vendors OREADY, LLC, Trilogy Secured Services, L.L.C, and Chesapeake Marketing Associates Inc. The procurement strategy is to award this requirement as a 100% small business set-aside.

4. AUTHORITY CITED: 13.501(a)(iv) Make publicly available brand name justifications with the solicitation, in accordance with 5.102(a)(6).
5. REASON FOR AUTHORITY CITED: [The rationale for the use of this authority is that RRMC is expanding their camera presence here and their alternate site. The current Bosch camera storage is almost completely full. We purchased NetApp storage servers to increase the amount of camera storage. We are in need of training and support to migrate the camera storage. Other training is needed to configure the KBD-Universal joysticks within BVMS Application.
a. Background information about the requirement.
The purpose of this contract is to get specialized on-site training for Bosch Systems storage migration to NetApp servers from a manufacturer authorized vendor. This includes instructions on the configuration of KBD-Universal joysticks with BVMS applications. Training on how to provide certificate management for all Bosch System devices. Review of BVMS system upgrade procedures and best practices.
b. Details covering what events lead to the situation requiring use of other than full and open competition procedures.
The system consists of equipment and software that is currently under the warranty of the manufacturer. The manufacturer requires that any work performed to the system must be by a manufacturer trained source/individual to maintain the warranty. RRMC personnel are the maintainers of the system and require the manufacturer training.
c. Why considered alternatives will not work.
Any training provided by a source not recognized by the manufacturer will not meet the requirements of the warranty and void the investment by the government.
d. Which authority applies and why; If FAR 6.302-1 is the cited authority for the
JOFOC and the requirement is (1) about to be or is currently being competed.
e. Results of Request for Information or Sources Sought Notice (IAW PGI 206-303-
2) Two sources sought notice was posted on GSA and SAM.gov to look for potential vendors. The Government didn’t receive response to either of the sources sought notice that was posted on the government point of entry.
f. Explain the impact to the mission that would result if the J&A is not approved and, the product or service not provided.
RRMC personnel will not be able to support the operation and maintenance of the equipment and provide the required updates and patches to meet DOD cybersecurity policies.
6. EFFORTS TO OBTAIN COMPETITION: Sources were requested from the manufacturer for authorized trainer. In addition, Sources Sought notice was posted on both GSA eBuy and SAM.gov seeking all economics groups and vendors.
7. ACTIONS TO INCREASE COMPETITION: Raven Rock Mountain Complex (RRMC) will continue to monitor the market to determine the existence of other potential sources/suppliers that can meet their need for the future like requirements.
8. MARKET RESEARCH: Historical/Existing Contract: Was unable to find any similar contracts in the SAM databank as well as RMA. General search was conducted in SAM using keywords Bosch Systems Training and Bosch Systems. Search was done in SAM Data Bank - Procurement History for Market Research using PSC U014 Education/Training Security. There was no data return within the last two-four (2-4) years under PSC.
Dynamic Small Business Search: A search of the DSBS in the District of Columbia, Maryland, and Virginia (DMV) area was conducted using NAICS code 611420. Based on the search there are several potential vendors under this NAICS in all economic groups (See table A10 SBA).
GSA e-Library/GSA eBuy: A search on GSA e-Library portal site was conducted to look for potential vendors via Multiple Award Schedule (MAS) using category 611420 Information Technology Training. There were 410 contractors listed under this category code after using keyword “Bosch systems”. A sources sought notice was posted via GSA eBuy from 3/24/2024 until 4/08/2024. There were zero (0) vendor capability statement submissions. 7 vendors replied they do not sell or provide subject services 3 under category code 611420. There was no other suggested/recommended category code to procure under.
SAM: Sources sought was posted on SAM.gov from 3/24/2024 until 4/08/2024. We received 2 statements from Trilogy Secured Services, L.L.C and OREADY, LLC.
Based on the market research above, the Contracting Officer has determined that WHS/AD procurement strategy is to procure this requirement as a 100% small business set aside for all authorized resellers/manufacture.
