About this file

This Statement of Work (SOW) details a monitoring project for the Bureau of Land Management's Red Devil Mine landspread facility in Alaska. The objective is to conduct progress monitoring of petroleum-contaminated soil in Decision Unit 5 using Multi-Incremental Sampling (MIS) methodology, with the goal of tracking diesel range organic contaminant levels to predict when the soil will meet Alaska Department of Environmental Conservation (ADEC) cleanup standards of 250 mg/Kg.

The project requires the contractor to: 1) mobilize via chartered aircraft to the remote Red Devil Village site, 2) collect primary, duplicate, and triplicate soil samples from the landspread facility, 3) conduct trend analysis of contaminant levels, 4) develop and submit a work plan addendum and summary report for BLM and ADEC review, and 5) comply with environmental protocols including equipment decontamination and prevention of invasive species spread. The field work will be supervised by a BLM Project Inspector, with transportation and logistics carefully coordinated to support the monitoring activities at this abandoned mercury mining site.

Bureau of Land Management Solicitation #140L6325Q0050 Statement of Work Red Devil Mine 2026 Landspread Progress Monitoring July 7, 2025

A. Introduction:

The Red Devil Mine (RDM) is an abandoned cinnabar mine and mercury retorting operation at a remote location near the village of Red Devil, Alaska. Processed mercury was produced at RDM from the late 1930’s through the late 1960’s. The mine was abandoned in about 1970 and has been unoccupied since that time. The BLM initiated environmental restoration and remediation in the late 1990’s and that process has continued to the present.

The RDM site is located on the south bank of the Kuskokwim River approximately 2 miles upstream from Red Devil Village. Red Devil Village is accessible by aircraft year-round and by boat in summer. Access to the RDM is along approximately 2 miles of pioneer road from the airstrip, or by boat to the mouth of Red Devil Creek. Legal description of the property is: Township 19 North, Range 44 West, Southeast ¼ of Section 6, Sleetmute D-4 Quadrangle, Seward Meridian, Alaska. The RDM location relative to Anchorage and Red Devil Village are illustrated on maps in Attachment 1.

When the mine was active, diesel fuel was stored in five large above ground tanks located near the river on the northeast edge of the mine. The tanks were demolished as part of initial cleanup, and a large volume of petroleum contaminated soil was excavated in 2010. A large landspread facility was constructed to treat the soil. The facility is organized into six 100’ x 100’ Decision Units (DU). The soil in each DU to be monitored is .5 to 1.5 feet deep. GPS coordinates for the approximate center of the 200’ x 300’ landspread facility are 61°45'40.78"N / 157°18'52.53"W. See attached maps and photos.

Hydrocarbon concentrations in five DUs (DUs 1-4, and 6) now meet ADEC cleanup standards and no longer require monitoring. The soil concentration in DU 5 has yet to meet ADEC level and is still being monitored.

The objective of this project is to have a qualified person measure and document treatment progress of soils in a “landspread” treatment facility at the Red Devil Mine. The contractor shall monitor DU 5 at the RDM landspread facility and report the resulting data to the BLM and ADEC. The most recent (2024) sampling event was accomplished by two persons working onsite for about 8 hours. The field team mobilized and demobilized via air charter the same day soil samples were collected.

B. Contract Tasks:

B1. General Requirements

1. Mobilization will not occur without an ADEC approved work plan. All response to hazardous and non-hazardous solid wastes on the site shall comply with 18AAC75 and 18AAC60 respectively, and other applicable federal and State laws and regulations.

2. Field work at the Site shall be done in presence of a BLM Anchorage Field Office (AFO) Project Inspector (PI).

3. The contractor will provide transportation from Anchorage to Red Devil Village airstrip on a chartered aircraft. The aircraft and the pilot must be DOI carded. A Pilatus PC-12 has been used in the past to reach RDM, but the aircraft type is subject to availability. Contractor will need to coordinate date/time and manifesting of personnel and cargo with the BLM Project Manager. Contractor should expect seats for 4-6 personnel. The aircraft will wait on the ground at the Red Devil Airstrip. Travel date will be established at least 30 days in advance, although may need to be adjusted short-notice due to flying weather and aircraft availability.

4. Execution of this project will comply with National Environmental Policy Act (NEPA) policy by preventing and controlling invasive non-native plant and noxious weed introduction or spreading per Executive Order 13112.

The contractor shall observe the standard practice of decontaminating all equipment and personnel before mobilization and before demobilization from the site, to include characterization and proper disposal of demobilization decon wash/rinse wastewater. The contractor shall thoroughly clean all vehicles, transport equipment used in access and construction, and Personal Protective Equipment (PPE) used by the on-site crew prior to moving equipment across or onto BLM managed lands to ensure it is weed and weed seed free. The contractor’s cleaning shall include high pressure washing where practical to treat the insides of bumpers, wheel wells, undercarriages, inside belly plates, excavating blades, buckets, tracks, rollers, drills, buckets, shovels, any digging tools, and any other equipment to remove potential weed and weed seed carrying soil, greasy dirt, and vegetative material.

B2. Petroleum Contaminated Soil Treatment Monitoring The contractor shall conduct progress monitoring of petroleum contaminated soil in DU 5 using Multi-Incremental Sampling (MIS) procedure in accordance with the Maintenance and Monitoring Plan provided in Attachment 1. The main contaminant of concern is diesel range organics, as measured using method AK-102. A primary sample is to be analyzed from DU 5 as well as duplicate and triplicate samples.

B3.

The contractor shall conduct a simple trend analysis to predict when the soil in DU 5 will reach the MTG cleanup level of 250 mg/Kg (18 AAC 75)
