Farmington District Office

Bureau of Land Management

Solicitation No. 140L0622R0040

July 6, 2022

I. Introduction

A. The Bureau of Land Management (BLM) is soliciting construction services for the demolition of existing heating, ventilating, and air conditioning (HVAC) systems and the installation of new

HVAC systems for the Farmington District Office building in Farmington, New Mexico. The

District Office building supports BLM operations in the Farmington District, which covers all of northern New Mexico.

II. Project Description

A. Background: The Farmington District Office building was constructed in 2013 and consists of

30,000 square feet of floor area. It is a flat roof, steel-framed building with masonry and metal cladding, composed of a two-story open office area to the west and a single-story private office and public area to the east. The public portion of the building contains the entry lobby, reception area, and public restrooms, along with a Public Room and a Multi-Purpose Room.

B. Existing HVAC Systems: The existing HVAC systems consist of two-stage rooftop mounted evaporative coolers with an underfloor air distribution system – most of the building has a raised floor system with an 18-inch deep plenum for air distribution. Two natural gas-fired modulating-condensing boilers have been installed to provide heat for the building, along with two hot water circulating pumps, air separator, and expansion tank. Fan-powered variable air volume (VAV) terminals with hot water reheat coils have been installed under the raised floor at the perimeter of the building, along with VAV and manual floor diffusers.

C. Project Purpose: The heating, ventilating, and air conditioning (HVAC) systems installed at the

Farmington District Office have been problematic since construction on the building was completed. An abbreviated list of ongoing issues that have been experienced is as follows:

1. Even with remedial work completed at the end of the construction period, the underfloor air distribution plenum leaks supply air excessively, leading to comfort complaints due to lack of good air distribution.

2. The Multi-Purpose Room has been especially difficult to heat and cool properly. More generally, the entire east end of the building has been difficult to heat and cool properly.

3. The fan-powered VAV terminals and associated air filters located in the underfloor plenum are difficult to access for service and maintenance.

4. Dirt collecting in the floor diffusers is an ongoing maintenance issue. The dirt from people’s shoes causes both the manual damper and automatic damper mechanisms to jam - space temperature control suffers as a result.

5. Even with repeated investments and service contracts, the automatic control system (DDC

BAS or direct digital control building automation system) still does not operate correctly and requires manual operation and adjustment to achieve acceptable comfort conditions.

6. The two-stage evaporative cooling rooftop units require frequent maintenance and use an excessive amount of potable water for their operation.

7. The heating system failed during the winter of 2017/2018. District Office personnel had to be sent home due to the lack of heat, and the fix took time and was expensive. Repair parts for the boilers have been difficult or impossible to obtain in recent years.

8. The HVAC systems that are installed in the Farmington District Office are overly complex and are not standard, which has historically led to a lack of understanding on how they should be operated and maintained.

All of this affects employee and visitor comfort, along with decreased BLM maintenance staff productivity and effectiveness. Current energy use at this facility is also higher than it should be, especially considering that the facility has a 65 kW photovoltaic (PV) solar energy system installed. Replacement of the existing HVAC systems with new high efficiency variable refrigerant flow (VRF) systems will improve occupant comfort, increase system reliability, and increase energy efficiency.

III. Project Location

A. The Farmington District Office is located at 6251 College Boulevard, Farmington, NM 87402

(LAT 36.78613, LONG -108.15830). A pre-bid site inspection by potential bidders to verify existing conditions at the project site is highly recommended, but not mandatory.

IV. Work Covered by Contract Documents

A. HVAC System Demolition: Phased removal of the existing mechanical systems and equipment in the building to accommodate the new mechanical systems. Temporary partitions (polyethylene sheeting) between portions of the building will be required for separation between the work phases, along with temporary protection for the floors and furnishings.

B. Electrical System Demolition: Phased removal of the existing electrical systems and equipment in the building as necessary to accommodate the new mechanical systems.

C. HVAC System Improvements: Installation of new HVAC systems consisting of VRF systems for heating and cooling the building, ERVs for ventilating the building, new HVAC control system, and all ductwork, piping, and appurtenances necessary for a complete and operable HVAC system. This work also includes cutting, patching, spotting, taping, sanding, painting, access doors, minor structural modifications, etc. Cutting and patching will be required for demolition and for routing new ductwork, piping, and conduit in existing walls and ceilings. Access doors will be required for access to piping, conduit, fan coil units, etc. as necessary for installation and maintenance purposes.

D. Electrical System Improvements: Modification and expansion of the existing electrical systems as necessary to power all new HVAC systems, equipment, and controls.

E. Project Contract Type: All work shall be performed under a single prime contract.

V. Work Phases

A. The work of this contract shall be broken into three phases to limit the impact of construction activities on BLM operations during the construction contact period. The project phases shall be conducted in the following order, with each phase substantially complete before beginning the next phase:

1. Phase 1: The BLM shall vacate employees out of the west end of the building (west of Grid

Line 8). RTU-1 and associated ductwork and HVAC equipment shall be removed, but the existing perimeter heating system components shall remain in operation until the end of

Phase 1. The existing HVAC systems shall be replaced with heat recovery VRF multi-split heat pump systems, with an energy recovery ventilator (ERV) installed to provide fresh air and exhaust service for the west end of the building. The VRF outdoor units and ERV shall be located above the roof, mounted on a new insulated curb cap that shall take the place of

RTU-1.

2. Phase 2: After the completion of Phase 1 (and with the new Phase 1 HVAC systems operational), the BLM shall move employees back into the west end of the building and vacate employees out of the central portion of the building (Grid Line 8 to Grid Line 4).

RTU-2 and associated ductwork and HVAC equipment shall be removed, but the existing perimeter heating system components shall remain in operation until the end of Phase 2. The existing HVAC systems shall be replaced with heat recovery VRF multi-split heat pump systems, with an energy recovery ventilator (ERV) installed to provide fresh air and exhaust service for the central portion and the east end of the building. The VRF outdoor units and

ERV shall be located above the roof, mounted on a new insulated curb cap that shall take the place of RTU-2.

3. Phase 3: After the completion of Phase 2 (and with the new Phase 2 HVAC systems operational), the BLM shall move employees back into the central portion of the building and vacate employees out of the east end of the building (east of Grid Line 4). RTU-3, associated ductwork, and the remainder of the HVAC equipment (including the boilers, hot water circulating pumps, and associated equipment) shall be removed. The existing HVAC systems shall be replaced with heat recovery VRF heat pump systems. The VRF outdoor units shall be located above the roof, mounted on a new insulated curb cap that shall take the place of

RTU-3. The existing gas-fired domestic water heater shall be removed and replaced with hybrid heat pump domestic water heaters – the natural gas pipe feeding the District Office building shall be capped inside the boiler room.

B. As work in the current phase progresses and the Contractor’s work crews are preparing to move on the next phase of work, the Contractor shall give notice 10 calendar days prior to the BLM moving employees out of the next phase work area to allow employees sufficient time to move and to allow the work of the next phase to commence in a timely manner.

C. The contractor shall also give notice 10 calendar days prior to the work of the current phase being substantially complete so that the Government can inspect the work before the employees are moved back into the completed phase work area.
