About this file
This Performance Work Statement (PWS) details a non-personnel service contract for repairing a damaged submersible well at Bitter Lake National Wildlife Refuge in Roswell, New Mexico. The project stems from a 200-year flood event in August 2022 that inundated an existing well (NM Permit Number RA-4691), compromising its motor, electrical wiring, and pump assembly. The primary objectives are to repair and modify the well, replace the vertical turbine pump assembly, and conduct a commissioning performance test to confirm flow rates between 200-800 gallons per minute at 150 feet total dynamic head.
The contract requires the contractor to provide all necessary personnel, equipment, and services to replace key well components, including installing a new discharge head assembly, shaft, pump bowl assembly, electrical panel, and variable frequency drive (VFD). The electrical panel must be relocated a minimum of five feet above its current position, with a platform installed for access. The project is to be completed within 100 days of the Notice to Proceed, with the contractor responsible for material acquisition, installation, testing, reporting, and project closeout. The work will be performed at the well site located at latitude 33.456347° and longitude -104.390029°, approximately 7 miles from Roswell, New Mexico.

River in August 2022 on U.S. Fish and Wildlife Service (USFWS) Bitter Lake National Wildlife
Refuge (NWR), located in Roswell, Chaves County, New Mexico.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform repair and modification of an existing vertical turbine well (NM
Permit Number RA-4691) near the Pecos River located at Lat. 33.456347o x Long. -104.390029o as defined in this Performance Work Statement. The contractor shall adhere to the performance standards outlined in this Performance Work Statement.
1.2 Background: In August 2022, a 200-year (0.5% annual chance of exceedance) flood event occurred on the Pecos River where 8-11” of rain fell in northern Chaves County then flowed into the Pecos River basin. USGS gage 08386000 on the Pecos River near Acme, NM along the US
70 bridge showed a peak river height of 17.4 feet. Bank height is 10 feet and flood stage is 13 feet. Spatial analysis provided by National Weather Service indicated that the widest extent of the flooding was at least 1.74 miles wide, which occurred on Bitter Lake NWR and Bureau of Land
Management (BLM) Overflow Wetlands to the south of Acme, NM.
Bitter Lake NWR is seeking to repair an existing submersible well that was damaged when it was inundated during the flood event. Flood water covered the electrical panel, pump, and pipes. Due to the level of flooding experienced the existing motor, electrical wiring, and pump assembly are compromised. The existing pump is a Simflo SM10H 3-stage assembly designed to provide 800 gallons per minute at 150 feet total dynamic head. The shaft is approximately 40 feet.
1.3 Objectives:
1. To repair and modify one existing submersible Well (NM Permit Number RA-4691) near the Pecos River located at Lat. 33.456347o x Long.
-104.390029o.
2. Conduct and Submit a Commissioning Performance / Acceptance Test to the COR and Technical points of contact (POCs) to confirm the flow rates of 200 to 800 GPM are obtained and meet requirements.
1.4 Scope:
Task 1: Motor installed and repaired, install new discharge head assembly, shaft, pump bowl assembly, electrical panel, variable frequency drive (VFD).
The Contractor shall replace the vertical turbine pump assembly at Well #4691, to include a new discharge head assembly, shaft, and pump bowl assembly. The existing pump controller shall be replaced with a new variable frequency drive (VFD) that can regulate the well output from 200 to
800 GPM. Total Dynamic Head (TDH) is 150 feet.
The Contractor shall replace the existing electrical panel with an appropriate new panel located a minimum five feet above the existing electrical panel as measured from the bottom of the panel.
A platform shall be installed to provide access to the panel and meet required clearances.
1.5 Period of Performance: All work shall be completed no later than 100 days after Notice to
Proceed. The performance time shall include submitting the material and equipment acquisition, installation, testing, adjusting, reporting, clean-up, final inspection and project closeout.
