This is a Statement of Work (SOW) for design/build services to replace two existing water wells and associated infrastructure at the Pahranagat National Wildlife Refuge (PNWR) in Lincoln County, Nevada. The project requires designing and constructing replacement North and South Wells, as the existing wells from 1962 and 1970 are deteriorating and operating at only 5% and 23% of their original capacities respectively.
The contractor must provide comprehensive design/build services including well drilling, casing, development, pump testing, water sampling, quality testing, installation of vertical shaft pumps with variable frequency drives, and tie-in piping/electrical connections. Optional tasks include installing ground-mounted photovoltaic arrays to partially power the well pumps. The initial drilling depth is estimated at 350 feet for both wells, with options to extend up to 450 feet if needed. The wells must be located within 250-300 feet of the existing wells to maintain water rights compliance. Key requirements include using corrosion-resistant stainless steel casing and achieving target production rates of 600-800 gallons per minute. The period of performance is 2 years and 4 months from Notice to Proceed, with construction limited to June-September and October-February windows. The Existing North Well delivers water to a water delivery system from which the water can be diverted to flow through Black Canyon or be delivered to the Refuge’s piping system.
The Existing North Well was constructed in 1962 and is suffering from material related deterioration. When the North Well was originally constructed, the initial well test showed the well could pump 800 gallons per minute (gpm). The Existing North Well in its current state is now pumping 45 gpm or roughly 5% of its previous maximum sustained capacity.
The Existing South Well delivers water to the Refuge’s concrete delivery ditches, which connect to the meandering stream, which passes through the Visitor Center Trail Area, the Dove Unit, the WHIN Unit, and the marshes ultimately feeding the Lower Lake. The Existing South Well was constructed in 1970 and is similarly suffering from material related deterioration. When the South Well was originally constructed, the initial well test showed the well could pump 420 gpm. The Existing South Well in its current state is now pumping between 100 and 115 gpm or roughly 23% of its previous maximum sustained capacity.

20 to 30 minutes at a time. The USFWS does not expect to be able to fully offset power usage at the Project Well Site given project budgetary constraints.
For example, at higher volume and higher flow rates exceeding either 50 to 100 gpm and at lengthier durations, when USFWS is delivering water to wetlands and delivering water through the standpipe for equipment or firefighting, then the Refuge would disconnect the Solar PV System from Off-Grid Power with a Manual Transfer Switching device and start-up the Permanent Pump on On-Grid Power and run the pumps to generate higher volumes of flow.
The Manual Transfer Switch device shall be incorporated into the Electrical System Design for this project / contract allowing the Refuge to seamlessly switch between Off-Grid and On-Grid Power and when operating the Permanent Pump. For Net Metering Purposes, the Electrical System Design should incorporate a method for supplying surplus power to the Electrical Grid using the Manual Transfer Switch device.
The PV System Arrays shall be anchored into cast-in-place concrete slab-on-grades or an Alternative Foundation System meeting the requirements of the PV System manufacturer and to result in a secure installation. Note, the Design/Build Contractor shall comply with All Structural Load Requirements, Building Codes, and Building Standards to result in a 100% Contractor Turnkey Installation.
The Design/Build Contractor shall develop, prepare, and submit the Net Metering Application or Equivalent to the Public Utility District (PUD) to authorize connection of the PV System to the Existing Electrical Grid. The Design/Build Contractor shall pay all permits, fees, assessments, and costs as required by the PUD for the establishment of a connection.
Security Fencing and Signage.
The Design/Build Contractor shall provide and install New Security Fencing and Safety Signage around New North Well and PV System.
The quantity, size, spacing, placement, and dimensions for the New Security Fencing and Safety Signage (including Foundation Systems) as determined by and at the discretion of the Design/Build Contractor.
The Construction and Installation of the New Security Fencing and Safety Signage shall be in accordance with All Applicable Codes and Standards to result in a 100% Design/Build Contractor’s Turnkey Installation.
5.C. TASK C. Decommission, Seal, Cut, and Cap-Off Existing North Well.
(Existing North Well).
(OPTION TASK).
The Design/Build Contractor and their Well Drilling Contractor shall Decommission, Seal, Cut, and Cap-Off Existing North Well in accordance with all Federal, State, County, and Local requirements.
The Existing Pump and Well Casing at North Well shall be removed, recycled, and/or disposed of offsite at a licensed and permitted Waste Disposal Facility.
The requirements for this TASK shall include but not necessarily be limited to all laws, codes, rules, regulations, standards, and provisions.
Criteria.
Laws and Regulations.
All Well decommissioning must comply with all applicable governmental regulations, laws, permits, licenses, and registrations.
Roles and Responsibilities.
A water well must be decommissioned by a licensed water well driller. When allowed by State and local regulations, hand-dug wells less than 60-feet deep and without steel or plastic casing, may be decommissioned by the landowner, engineer, geologist, licensed pump installer, or licensed water well driller. The person decommissioning the well is responsible for submitting the well closure report to all applicable government entities.
Data Collection.
Collect and review All As-Built Record Construction Documents, Maintenance Records, and Other Available Data for the Existing Well. Include this information in the Existing Water Well Decommissioning Plan.
Well Preparation.
Remove all equipment, material, and debris, which may obstruct access to the bottom of the well. Sound the well to verify all obstructions were removed.
Remove casing by either pulling or over drilling (over-reaming) according to ASTM D5299, “Standard Guide for Decommissioning of Groundwater Wells, Vadose Zone Monitoring Devices, Boreholes, and Other Devices for Environmental Activities,” and American Society of Agricultural and Biological Engineers (ASABE), EP400.3 Section 8.0, “Designing and Constructing Irrigation Wells.”
If portions of or all of the equipment and casing resists removal by pulling or over drilling, the casing must be ripped, perforated, or cut off a minimum of 2.0 feet below the ground surface.
Disinfection.
Prior to filling and/or sealing, disinfect the well with a minimum chlorine solution concentration of 50 mg/L (50 ppm), or the minimum chlorine solution concentration specified by the regulating authority, whichever is greater. After adding the chlorine solution, agitate the well water to distribute the solution, and keep the well undisturbed for a minimum of 12 hours to allow for disinfection.
Sealing Materials.
All sealing materials shall conform to ASTM D5299 and State regulatory requirements.
Sealing materials do not require disinfection. Select sealing materials that have an in-place hydraulic conductivity equivalent to, or less than, ground surface soil surrounding the well head. Water quality used for mixing with sealing materials must meet or exceed ASTM D5299 criteria.
Fill (coarse-grained) Materials.
When allowed by State regulations, fill materials, such as sand, pea gravel, and sand-gravel mix; crushed rock; or agricultural lime can be used to fill the well, if sealing material zones conform to ASTM D5299 and State regulatory requirements. Select a soil gradation and a filling process, which will not cause bridging during installation. Fill materials require disinfection prior to placement.
Sealing / Filling Procedures.
When well disinfection is required by State law, do not place sealing or select fill materials until after disinfecting the well. Place sealing materials from the well bottom to ground surface. If allowed by applicable regulations, backfill with select fill materials, according to ASTM D5299. Use installation methods that avoid segregation, dilution, or bridging of fill or sealant, such as a pump and hose, or tremie pipe. Use boring logs to identify zones for fill and sealant placement. In the absence of a boring log, use a downhole camera to identify sealant placement. Downhole cameras are not required for wells where sealing material is used for the entire well column.
For grouting ratios and placement procedures, follow American Water Works Association (AWWA), A100-15, “Water Wells Standard,” and ASTM D5299.
Sealing Collapsible Formations.
When casings are within a collapsing formation, install sealing material concurrently with casing removal whereby the bottom of the casing remains submerged in the grout.
Well-Head Seal.
Seal the interval between the ground surface and the top of the cut-off casing or last-sealed layer with materials that conform to guidance in ASTM D5299. These materials may be an extension of the sealing materials used below this depth. The Sealing thickness must comply with all applicable Federal and State requirements.
Mound or crown the native soil to compensate for settling and to prevent ponding of water directly over the well site.
Control of Artesian Pressure.
When a well is under artesian pressure (flowing or not flowing), pressure grout from the bottom of the well to ground surface. Procedures for balancing formation pressures during grouting operations must conform to ASTM D5299.
Considerations.
When feasible, consider adding a metal “target” to the top 3-inches of the Well-Head Seal whereby the decommissioned well may be easily located with a metal detector.
5.D. TASK D. Drill and Case a New Well.
(New South Well Replacement).
(OPTION TASK).
The Design/Build Contractor and their Well Drilling Contractor either in-house or under subcontract shall drill and case a New Well (New South Well Replacement) to replace the Existing South Well located at approximate coordinates 37° 16' 19.2" N, 115° 07' 04.8" W.
The New South Well shall be located within a 250- to 300-Feet radius from the Existing South Well to allow for a Water Rights Transfer to the New South Well (i.e. if a water rights transfer is applicable under Nevada State Water Rights Law). The initial drilling depth for the New North Well shall be estimated as 350-Feet below ground surface or approximately equal to the drilling depth of Existing South Well to be replaced, whichever is greater.
The Design/Build Contractor shall note, the drilling depth may require adjustments in the field and based on water availability and location of the existing aquifer below ground surface.
Refer to separate Option Task, which would be used if funds become available and if recommended by the Design/Build Contractor, Design/Build Contractor’s Well Driller, and Design/Build Contractor’s Architect-Engineer to advance the bore hole depth up to 100- Feet beyond the 350-Feet initial well drilling depth.
Further note, during the drilling and casing of the New Well (i.e. South Well Replacement), the Design/Build Contractor in consultation with their Well Drilling Contractor shall assess the New Well to determine whether or not the New Well would approximately meet the Refuge’s Well Production Target of 800 gallons per minute (gpm).
Casing Material.
The casing material for the New South Well Replacement shall be a corrosion resistant material.
For the purposes of this Work Task and Design/Build Contractor estimating, the selected material will be assumed to be stainless steel. The Design/Build Contractor may present alternative corrosion resistant casing material for consideration, but the pricing on the Proposal Schedule shall reflect stainless steel casing, and USFWS has final determination on acceptance or rejection of the alternative materials presented.
