About this file

This Performance Work Statement (PWS) details the U.S. Geological Survey's requirement for removal of a perchloric fume hood and associated equipment in Building 95 at the Denver Federal Center. The project involves complete demolition and disposal of a fume hood located in Room 2464, including removing the hood, exhaust fan, ductwork, electrical and copper piping, support structures, and blower system. The contractor must coordinate with GSA building managers, shut off and restore utilities, and ensure proper waste disposal and site restoration.

Key project specifications include a 90-day period of performance, contractor responsibilities for site investigation, utility management, and comprehensive cleanup. The contractor must provide a draft final report within 20 days of project completion, documenting all removal activities. Compliance with federal, state, and local regulations is mandatory, including multiple environmental and safety statutes. The project requires qualified contractors with expertise in laboratory equipment removal, waste disposal, and adherence to strict quality control and safety standards. The estimated location is the National Water Quality Laboratory, with no known chemical contamination and no asbestos present in the fume hood.

Perchloric Fume Hood Demolition Performance-Based Work Statement

Prepared by:

Eva J. Bryson Environmental Manager Office of Management Services-Denver July 29, 2024 – Rev 1.

GENERAL

U.S. Geological Survey is requesting services, non-personal, to provide all equipment, labor, travel, and materials (unless otherwise provided herein) necessary for a service agreement for a perchloric fume hood and ancillary equipment removal and waste disposal in leased space located within the Denver Federal Center, National Water Quality Laboratory, Building 95. The contractor shall perform all activities in accordance with all Federal, state, and local laws, statutes, regulations, and codes.

The Contractor is solely responsible for site investigation and verification of actual site conditions. This statement of work outlines the required Contractor qualifications, work to be performed (including applicable standards and acceptance criteria), period of performance, and required deliverables.

The Contractor price for this project shall include mobilization of equipment, tools, materials, and labor for the removal of a perchloric fume hood that is no longer needed. All piping, electrical, vents, and support materials are separate from the building’s systems. This is especially true of the vent/blower and wash down systems.

Attached is the floor plan for the building indicating Room 2464 where the fume hood is located. The Adobe pdf files can be accessed by double-clicking on the icons. The PowerPoint file has the room outlined in red to make location identification easier.

SCOPE OF WORK-TASKS AND STANDARDS

Task 1. The contractor shall set up the contractor’s work areas, both interior and exterior to the building, and arrange for utilities’ shutoff and building access through USGS and GSA building managers. Contractor’s equipment may be left on site, either indoors or outdoors. Contractor shall ensure that all equipment left outdoors is secured against accidental movement, fluid leakage onto the asphalt or soil, and orphan dumping.

Stage roll offs and other wheeled vehicles in the parking lot at the back of the building. This area shall be coned off or other barricades put in place to prevent vehicle traffic through the work area. All debris shall be kept within the confines of the roll offs or other wheeled vehicles. Set up shall not impede vendor traffic or parking of employees.

Task 2. The contractor shall remove and dispose of the perchloric fume hood and ancillary equipment.

· Coordination with the GSA Building Manager shall be required to ensure all utilities are shut off during remediation and then returned to normal operations when feasible.

· Remove the fume hood/exhaust fan, including the extended ductwork up into the penthouse, and place in the appropriate metal recycle or disposal roll off.

· The fume hood does not contain any asbestos and is in stable condition.

· Drip cups have been sealed in the fume hood.

· The contractor shall trace the electrical and copper piping from the hood into the service corridor. All electrical and piping shall be removed from hood/room and the service corridor and up through the ceiling into the penthouse. Terminate all lines in the service corridor to match other existing terminations.

· A licensed plumber or electrician shall ensure that all terminations are in accordance with local code.

· Patch and prime holes in the walls where electrical or plumbing attached to the walls. Patch and prime the ceiling vent holes unless the building manager requests that they be left open.

· The level of finish for patching holes in walls shall be Level 2, ASTM C 840-19a or the most current version. “All joints and interior angles shall have tape embedded in joint compound and shall be immediately wiped with a joint knife or trowel, leaving a thin coating of joint compound over all joints and interior angles. Fastener heads, corner beads, and accessories shall be covered with a coat of joint compound. Surface shall be free of excess joint compound. Tool marks and ridges are acceptable, but the surface shall not have excess joint compound.”

Task 3. The contractor shall remove all USGS-installed fume hood exhaust including duct vents, blower, piping, and support structures.

· Disconnect the electrical to the blower.

· Remove the entire duct vent from the hood, through the ceiling, and in the penthouse that is connected to the fume hood. The duct vent does not exit through the roof. Place in recycling roll-offs.

· Remove the copper piping, PVC piping, and all support structures, i.e., UniStrut. Place in recycling or landfill roll-offs.

· Remove the blower and support platform including all piping and supporting structures.

· Remove the collar that supports the duct vent and fill the hole with material to match, as close as possible, to the existing floor. All holes in the floor where the blower and supports were located shall be filled with the same material and ground smooth so there are no tripping hazards.

Task 4. The contractor shall provide a draft final report of all work activities within 20 days after the completion of the project.

· The Contractor shall develop a closure report covering the removal and general cleanup activities. The report shall document a general description of activities of sufficient detail to demonstrate that the work met the work plan requirements. Signatures of the Contractor, primary subcontractors, and licensed/certified professionals shall be on the report.

· All reports shall be generated in the most current version of Microsoft Word©. Tables within the reports shall be generated in the most current version of Microsoft© Excel.

Potential Contaminants of Concern

There have been no known spills of chemicals in the laboratory. There were no chemicals used including perchloric acid; therefore, no sampling is required.
