Swamp Buggy Specifications, Design, Safety, and Performance Standards National Park Service
Statement of Work
1. DESCRIPTION OF WORK
Establish specifications, design, safety, and performance standards for National Park Service swamp buggies. A swamp buggy is an off-road vehicle to traverse swamp terrain. Swamp buggies can travel through deep mud and water, moderately dense vegetation, and rough terrain possibly including logs and stumps.
These standards will include but are not limited to rollover protection, passenger restraints, ingress and egress, warning labels, auditory alarms, lighting, frame, powertrain, speed and braking performance, electrical and cooling system, and any other safety and performance standard required in compliance with National Highway Traffic Safety Administration and any other applicable regulations.
2. REQUIREMENTS
1. The contractor must be a certified professional in the field and have proven experience in developing equipment and automotive technical specifications.
2. The contractor must have knowledge of U.S. technical standards and documents produced by organizations such as Society of Automotive Engineers (SAE), International Organization for
Standardization (ISO), American National Standards Institute (ANSI), etc.
3. The contractor will work in collaboration with technical experts from the National Park Service, that will be providing feedback throughout the process. These individuals will be working with the appointed Contracting Officer Representative after award.
4. The contractor shall provide proof of past performance with verifiable contact information.
5. The Government will retain the design and patent rights.
3. SPECIFIC WORK OBJECTIVES
1. Determine which industry standard, requirements, and tests are applicable for National Park
Service swamp buggies.
2. Develop complete specifications and design, with minimum safety and performance standards for National Park Service swamp buggies.
3. Develop minimum specs and drawings for a swamp buggy going from the minimum requirements:
• All tires with a minimum width of 9"
• Swamp buggy with a maximum width of 8'
National Park Service
• Working white headlight(s)
• Working red taillight(s)
• Must have 4 or more wheels
• Muffler works and noise must not exceed 60 decibels at 50 feet
• Four-wheel drive capable
4. First draft within 60 days of the start of the performance period.
5. Have monthly meetings with technical team and stakeholders from the National Park Service.
6. Conduct at least one site visit to inspect current swamp buggy fleet and working environment.
7. Have a final draft within 6 months of the start of the performance period.
4. INSPECTION AND ACCEPTANCE
The Contractor shall provide a quality assurance plan establishing the phases where NPS technical inspections will be needed. At no time shall the Contractor rely upon Government inspections to provide notification of unsatisfactory performance. Inspection records shall be made available upon request of the COR and be maintained for the duration of the contract. The government may observe the
Contractor's performance at any time and shall otherwise have unlimited access to the inspection data.
Quality Assurance
As part of their technical approach, the Contractor shall provide a Quality Assurance Plan. The
Contractor shall conduct quality control inspections on all aspects of work as appropriate.
Payment
Payment will be made in accordance with the contract terms and after approval of the NPS personnel.
5. CONTRACTOR FURNISHED CRITICAL ITEMS
The Contractor shall provide all labor, housing, supervision, transportation, tools, and materials to perform this project.
