Objective The tanks are due for external inspections meeting the requirements of the Steel Tank Institute (STI) SP001 standard.
Scope of Services The contractor shall provide all labor, equipment, and materials needed to complete inspections of all four tanks in accordance with the STI SP001 standard. An STI SP001 trained and certified tank inspector or an API 653 certified tank inspector with an adjunct STI SP001 certification will perform the inspections.
The certified tank inspector will be physically capable of traveling in small planes and helicopters and able to stay overnight at a remote camp location with limited facilities. They will also be prepared to work in inclement weather. The nearest community to the project location is Nuiqsut, where the average temperature in July is 51°F.
The certified tank inspector will comply with applicable United States Department of the Interior (DOI) and BLM policies, including the DOI Covid-19 Workplace Safety Plan which is available online at https://www.doi.gov/sites/doi.gov/files/doi-covid-19-workplace-safety-plan-508.pdf. As a passenger on a BLM chartered helicopter, the certified tank inspector must complete the A100 Basic Aviation Safety, A-110 Aviation Transportation of Hazardous Materials, and A-200 Mishap Review trainings available on the Interagency Aviation Training web site at https://www.iat.gov/default.asp. It may take up to 10 hours to complete all three trainings. The trainings must be completed and copies of the certificates provide to the BLM at least 1 week before departure.
Deliverables
1. The contractor will prepare separate reports for each of the four tank inspections. The reports shall include at a minimum a written narrative of the inspection, any findings and recommendations, photos, and copies of any field notes or checklists used during the inspection.
2. The contractor will provide the BLM with 1 hard copy and 1 electronic PDF copy of each report within 3 months of completing the inspections.
Schedule The inspections will occur over the BLM’s 2022 summer field season in the NPR-A, between June and August. The BLM anticipates departing Fairbanks July 13 returning July 16, however the dates may change.
Government Furnished Materials The BLM will provide transportation from Fairbanks to the four tank locations, lodging and food in the field, and returning to Fairbanks. Transportation to the sites would be in a small plane and a helicopter. BLM will provide necessary personal protective equipment for use during the flights. Lodging will be at either the Umiat or Inigok field camp. These are remote camps with limited facilities. There is no cell service, and limited internet connectivity. The nearest community is Nuiqsut, approximately 50 miles from Inigok and 65 miles from Umiat.
