1. INTRODUCTION

The U.S. Fish & Wildlife Service (FWS) is seeking a Contractor to provide Janitorial Services for the visitor center and headquarters for the Alaska Maritime National Wildlife Refuge which includes One Base Year and Four Option Years. The Contractor shall furnish all necessary personnel, supervision, and transportation to provide professional janitorial services for the Alaska Maritime National Wildlife Refuge visitor center and headquarters, located in Homer, Alaska in accordance with the terms and conditions of this Scope of Work (SOW).

The objective of this contract is to provide a clean, attractive visitor center that presents the facility in its best appearance to enhance public relations and attractiveness of the facility, while also providing a clean and safe work environment. Most of the cleaning in this contract includes the first floor of the visitor center. The base cleaning work is estimated to be roughly 15-20 hours per week. This contract is not based on hourly work, but completion of service.

This Scope of Work will have a base price for required regular cleaning tasks.

The following items are option items that may be selected based on available funding to be determined at the start of each contract year or as funding becomes available.

The Contracting Officer (CO) is the individual executing this contract on behalf of the Government and is responsible for the overall administration of the contract. He/she is the only person authorized to make any changes in the prices, terms or other conditions of the contract.

The Contracting Officer's Technical Representative (COR) is designated by the Alaska Maritime National Wildlife Refuge Manager at the time of award. The COR is responsible for meeting with the Contractor (as described below) and for giving the Contractor any special instructions or guidance necessary to complete the work; however, the COR has no authority to alter the terms and/or conditions of the contract.

The Contractor shall plan, schedule, coordinate, and assure effective performance of janitorial services with experienced and qualified professional personnel for the following areas: Visitor Center/Headquarters, and Bunkhouse. See chart for number of days and tasks of each space in Attachment 3.

Estimated Square Footage The Government has estimated the number of square feet of floor space and the Contractor shall make no claim against the Government for any excess or deficiency therein. Mechanical rooms or maintenance bays are not included within the scope of work.

5. WORK SCHEDULE/HOURS OF OPERATION

The Contractor shall inspect and clean designated areas as needed to maintain a clean, safe, sanitary, and professional environment. The schedule must be coordinated with the Contracting Officer’s Representative (COR) following contract award.

The contractor is responsible for conducting business between the hours listed below. If the facility is closed due to local or national emergencies, administrative closings, or other unforeseen circumstances, the COR will contact the contractor to pause services or determine what should occur until the facility is re-opened.

Working hours and information o Cleaning shall be completed five days per week. The facility should be customer ready Monday – Friday by 9am. Detailed chart of cleaning frequency on Attachment 3.

o Bathrooms should be cleaned to allow ample time for floors and surfaces to dry before our listed hours of operation or scheduled events.

o Cleaning schedules will be set at time of award, with the exception of the annual Kachemak Bay Shorebird Festival (early May) which will require a shift in workdays for that week to accommodate increased use on specific days. Cleaning needed on Saturday and Sunday that weekend.

o Hours:

All cleaning must occur between 6:00 am–10:00 am or 4:00 pm–10:00 pm.

Bathroom cleaning, exhibit area cleaning, vacuuming and mopping are not permitted during visitor center operations, school programs, or prescheduled events.

A monthly calendar of after hour events will be provided to the contractor at the beginning of each month.

Vacuuming, mopping, and anything disruptive to the public or staff are not permitted between 9:00 am–5:00 pm.

o Federal holidays:

Holidays to be worked: Memorial Day, Juneteenth, Independence Day and Labor Day.

The facility is open and the contractor is expected to clean.

Holidays with no cleaning required on that day: Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day, New Year’s Day, Martin Luther King Jr. Day, and Presidents Day.

o All optional items and cleaning will be accomplished on days to be agreed upon between contractor and COR.

6. INSPECTIONS AND REPORTING REQUIREMENTS

The contractor and COR will set a regular cleaning schedule with specific tasks on specific days. A Janitorial Service Log will be provided to the Contractor by the COR and should be completed daily.

Completion of the Log is a requirement of this contract. The Log for each visit shall be completed, signed, and dated by the employee who performed the work. Information in the Log shall include at a minimum:

• Work performed during the cleaning visit. All tasks shall be clearly noted on the Log.

• Discrepancies from the routine work scheduled and an explanation of the circumstances involved.

• All janitorial supplies provided by the facility that are running low.

The Log will be cross referenced with each invoice submitted by the Contractor. Incomplete Logs may affect payment amounts. Completion of the Log is utilized in completing the annual performance. Consistent, documented performance will be expected.

Each week, the COR will write on the Log mid-week what 30 min task(s) need attention. Example:

attention to certain floor, stairs, windows with kid’s handprints, dusting, etc. These might be unique tasks not listed in the base contract but should take no more than 30 minutes and will be cleaning related.

7. RESPONSIBILITIES

Contractor Responsibilit ies

• The contractor must be actively registered in SAM before contract award.

• The contractor may have sub-contractors accomplish the custodial work described by the contract. The contractor shall be available for regularly scheduled on-site monthly meetings with the COR to discuss performance, do joint site inspections, and receive instructions or information regarding work under the contract. A subcontractor, who accomplishes the day-to-day work covered in the contract, may not act in this capacity. The on-site representative must be able to read, write, speak, and understand English.

• The contractor shall provide a phone number and email address where he/she can be contacted and be available to address occasional unscheduled or urgent custodial issues within 24-hours and should designate an alternative point of contact if they are unavailable.

• The contractor shall provide all labor, supervision, and expertise necessary to perform the janitorial services as outlined in this Scope of Work (SOW).

• The contractor is responsible for ensuring that all Government-furnished supplies and equipment are cleaned, in working order, and stored properly in the designated janitor closet/locations after each use. The contractor shall maintain these storage areas in a clean and orderly condition without odor.

• The contractor is responsible for restocking designated custodial closets and carts.

Contractor is responsible for keeping a detailed list of supplies and must inform the COR of reorder needed for cleaning supplies and materials on the log sheet. The contractor must ensure that all services are carried out in accordance with applicable Occupational Safety and Health Administration (OSHA) regulations, including 29 CFR 1910 and 29 CFR 1926.

• The contractor shall ensure an adequate number of trained and permitted personnel are available to perform services as outlined in the SOW. Contractor must have staff able to complete/pass a federal background check to have access to keys and the building without supervision.

• By policy and for physical and personnel security, the DOI Clause 144807-12 applies to all contractor employees and sub-contractors who will enter the facilities to work (see Attachment 1). Within seven (7) days of the contract award date, the contractor shall provide all required background information for employees or sub-contractors entering the facilities as follows:

(a) a list of names, mailing addresses, email addresses, and phone numbers of personnel that will be assigned to this contract (regular and substitute personnel)

(b) a signed resume (with references and contact information)

(c) a completed OPM form OF-306; and a DOI-Access/Background Investigation Sheet (to be provided)

(d) an email address is required for each person to accomplish an online portion of the background investigation through the government eQIP system. The contractors employees and sub-contractors are required to complete the eQIP data and fingerprinting requests when asked.

The contractor or sub-contractor will not be provided keys or be granted access to the buildings until the above paperwork has been provided and the Service’s Human Resources Division (HR) has given approval that it is complete and adequate.

The contractor shall advise the COR of any changes in personnel the next regular business day for the COR. The list above (a-d) and HR approval apply to all new sub-contractors and employees; access shall not be granted without fulfillment.

No person(s) other than those designated in writing and with an approved background check shall be permitted in this facility. The contractor is responsible for all costs associated with obtaining the background investigations in accordance with Section 144807-12.

The contractor shall furnish adequate supervision at the premises to ensure that work is performed in a satisfactory manner. It is the responsibility of the contractor to maintain close surveillance over personnel employed to perform work on the contract.

The contractor shall provide evidence satisfactory to the of commercial umbrella liability insurance with minimum limits equal to the greater of $1,000,000 per occurrence and $2,000,000 in the annual aggregate, following the form and in excess of the underlying employers’ liability, commercial general liability, commercial automobile liability, professional liability policies, with an effective date that is concurrent with such liability policies. The insurance required under this paragraph shall be written in a form that annually reinstates all required limits.

• Contractor is responsible for locking all appropriate doors/gates. When building is not open to the public (outside of visitor center or staff hours) areas should be locked to the public and any unauthorized persons are not permitted in the building.

• The contractor shall be responsible for the proper use, care, and sanitization of all Government-furnished items. Any damage or malfunction must be promptly reported to the COR and noted on the log sheet.

• The contractor shall not remove any Government-furnished supplies or equipment from the site or use them for non-contract purposes. Wasteful or unauthorized use is strictly prohibited. None of the office equipment is available for personal use. This includes telephones, photocopier, computers, tools, and other equipment.

• The contractor shall conserve resources by turning off lights and water fixtures when not in use.

Government Provided Supplies and Equipment

The Government will furnish all cleaning supplies and most of the equipment necessary to perform janitorial services. This includes, but is not limited to:

• Karcher Commercial Vacuum CV7 ½

• IPC SmartVac 464

• Other various vacuum cleaners

• Sanitaire Commercial Carpet Cleaner SC6080A

• Buffing machines and waxing applicator/mop

• Mops, brooms, and other cleaning tools

• Toilet paper, paper towels, hand soap, hand sanitizer, and trash can liners

• Cleaning sprays, reusable rags, cleaning carts

• Washing machine, dryer, and detergent

All supplies and equipment will be stored on-site in designated areas. Custodial closets will be stocked on the first and second floors with additional items of the third floor (no elevator access on third floor).

The Government will provide utilities, including electricity, water, and access to dumpsters/recycling area.

8. TASKS/DELIVERABLES

All items below should be cleaned and disinfected as appropriate. Refer to Section 10 for task specific cleaning standards and expectations. Refer to section 1 and chart in attachment 3 for task frequency.

Elevator:

• Vacuum to remove debris, dust for cobwebs, and wipe and sanitize all associated surfaces, including exterior call buttons.

Entryways:

• All hard surfaced floors, rugs, and carpets shall be vacuumed/swept and/or wet mopped as identified. Rugs should be returned to their original location.

• Windows in the entranceways should be cleaned and dusted.

• No cobwebs should be obvious.

• Staff should be informed when bug strip is full and needs replaced.

• All handles and non-glass parts of the doors shall be wiped and sanitized.

Floor Cleaning:

• All hard surfaced floors, rugs, and carpets determined shall be vacuumed/swept and/or wet mopped as identified in the base or option items.

• All entrance mats and area mats shall be vacuumed/shaken out and returned to their original location.

• Visitor center and exhibit pebbled floor should be vacuumed with designated machine.

• Walk around with broom and dustpan on first floor and tiled floor (One Big Ocean) to remove visible debris and dust bunnies. One Big Ocean tile floor shows all sand and debris and should be swept with soft broom and mopped as scheduled.

• Stairs should be swept and mopped. Handrails wiped and sanitized.

• Any chairs, tables, etc that can move easily, should be moved and cleaned underneath and then returned to their original location.

K itchen:

• Sweep and mop floor.

• Regular removal of trash and recycling to receptacles in the necropsy room or outside dumpster.

• Cleaning of the fridge, counter, sink, tables, and microwave are NOT part of this contract.

Restrooms:

• Chrome/stainless fixtures, faucets, dispensers, sinks, countertops, mirrors, toilets, and urinals will be wiped, sanitized and streak free using the appropriate cleaner for the surface.

• Regular wiping/waxing of the stainless-steel partitions with appropriate cleaner.

• Partitions, stalls, stall doors & handles, switch plate covers, and wall areas adjacent to wall mounted urinals and toilets will be cleaned.

• All traps, strainers, stop sinks and urinals shall be free from odor at all times.

• Vacuum/sweep and wet mop floor. Floors must be dry and ready for use by 9 am.

• Remove all trash and replace can liners.

• Refill all dispensers (soap, paper towels, and toilet paper).

• Replace batteries as needed (paper towels, sinks, soaps, etc).

• Remove/re-line feminine waste containers, refill feminine products, and refill toilet seat liners.

• Wipe and disinfect baby changing table (1).

• Shower restrooms (2 individual stalls): showers will be cleaned once per week and toilets, sinks, trash, paper towels, and floors cleaned twice a week located within those restrooms.

Trash and Recycling Removal:

• The contractor shall remove trash and recyclables from all designated receptacles throughout the facility. Areas include, but are not limited to: kitchen area, all restrooms, seminar room, EE lab, the main entrance areas, visitor center, outside the main visitor center doors, and any other shared or common-use spaces. A map will be provided with the designated locations.

• All collected waste and recycling shall be properly disposed of in the on-site dumpster/recycling containers located at the designated location.

• Contractor responsible for keeping track of amount of trash for required government reports.

• Reuse the existing liner if it is clean, dry, and intact (not typically in large cans and not in restrooms). If the liner is wet, torn, or contains food or liquid residue, replace it with a new, appropriately sized liner.

• There is no trash/recycling removal service provided for individual offices or cubicle trash cans.

While occupants may choose to use personal trash/recycling bins, the contractor will not be responsible for emptying them

• Wipe out receptacles if visibly soiled on interior or exterior.

• At least one spare liner shall be stored at the bottom of each trash can to ensure easy replacement when needed.

• Visitor center has a busy season (May-Sept) where trash is removed 5 days a week and non busy season (Oct-April) where it is removed 3 days a week.

• Outside trash removed 5 days a week (May-Sept) and 1 day a week (Oct-April) if it is not iced over and is accessible.

W indow & Glass Cleaning:

o All glass entranceways and doors shall be cleaned inside and out. Smudges, handprints, bugs, etc should be removed from glass and windowsill.

o Dusting any ledges in front of the glass.

Option I tems Defined:

All cleaning shall be completed in a professional manner using industry standard methods.

• Floor surfaces shall be swept/vacuumed and machine scrubbed with an effective detergent cleaner and neutralized

• Remove any stains remaining in grout surfaces

• Strip and wax floor

2. Vacuum and wash/steam clean carpet on first floor (once a year)

• Prepare the area and clean/vacuum floors

• Move furniture and fixtures as needed and return to original location when complete

• Professionally clean carpet using appropriate carpet cleaning machine

• Allow carpets to dry with adequate time before staff will use the area

3. Vacuum and wash/steam clean carpet on second floor (once a year)

• Prepare the area and clean/vacuum floors

• Move furniture and fixtures as needed and return to original location when complete

• Professionally clean carpet using appropriate carpet cleaning machine

• Allow carpets to dry with adequate time before staff will use the area

4. Vacuum all carpeted floors (four times a year)

• Use vacuum to sweep all the office and common area carpeted floors

• Move furniture and fixtures as needed and return to original location when complete

• All visible debris should be picked up

• If any area is found to be missed, the COR may require full re-vacuuming of affected areas

5. Deep clean bunkhouse (once a year)

• Approximately 2,400 sq ft located offsite

• Wash windows on the inside

• Common surfaces shall be free of smudges, lint, streaks, film, dirt, and water

• Clean all windowsills and edges to remove smudges, lint, streaks, film, dirt, bugs, and water

• Vacuum and machine shampoo all open carpeted areas including stairwell carpet.

• Wipe and remove all dirt and debris on baseboards

• wipe surfaces and clean floor in laundry room

• Dust all horizontal surfaces (dressers, bookshelves, etc)

• All trash and debris shall be removed (recycling removal is not a part of this contract)

• Kitchen:

o Floors free of debris, mopped with disinfecting solution o Counters, tables, ledges free of debris and sticky surfaces and cleaned with disinfecting solution o Wipe down exterior surfaces of stove and hood, microwaves, refrigerators, sink, backsplash, exposed walls, and cabinets

• Bathrooms:

o Thoroughly clean and sanitize bathrooms: sinks, toilets, showers/tubs, mirrors, fixtures, floors, handles, and countertops o All surfaces free of grime, soap scum, mildew, mold, and smudges o All drains in operating order, perform routine drain maintenance to ensure no clogged or slow drains for sinks and showers/tubs

6. Wash pebbled cement floor (once per year)

• Use a machine to pull up sand and forcefully wash floor to remove stains in exhibits, visitor center lobby, and entrance IR

• Machine must be provided by the contractor

• Extreme caution should be used around ceramic art in and near the floor (shells, fish, etc)

7. Clean, strip and wax/buff floors specified rooms/locations (once per year)

• Floors include staff entrance hallway, locker room, necropsy lab, kitchen, EE lab and scientific lab

• Floor surfaces shall be swept/vacuumed and machine scrubbed with an effective detergent cleaner and neutralized

• Remove any stains remaining on surfaces

• Strip and wax floors

• Furniture and other fixtures when appropriate moved and returned when floor is dry. Some fixtures/items are fragile/heavy and should be discussed with COR.

• Give adequate time for the floor to dry before staff utilize areas.

8. Interior Window Washing (once per year)

• Wash all interior windows in offices. Refer to map in attachment 4.

• Wash all interior common glass windows – conference rooms (4), seminar room, education lab, and reception areas

• Wash all entrance windows/doors (4 sections) – interior and exterior (easily reachable)

• Dust windowsills and frames of all the windows/glass removing any bugs and dust

9. COMPLIANCE REQUIREMENTS

Accident Reporting: The contractor shall maintain an accurate record of all accidents and shall immediately report to the COR all accidents resulting in death, trauma, or occupational disease.

All accident records/reports must be submitted to the CO and COR within twenty-four (24) hours of their occurrence and be noted on the Log. For life-threatening emergencies, calls shall be directed to 911.

Contractor Representative: Prior to the start of work, the contractor shall designate in writing to the CO and COR a representative who will oversee the work and be available at all times when work is being performed.

Damage Reporting: In all instances where Government property or equipment is damaged, a full report of the fact and extent of such damage will be submitted in writing to the CO and COR within twenty-four (24) hours. Contractor is liable for damage to both government and private property in performance of this contract where the damage is the fault of the contractor/subcontractors or caused by operations, as determined by the COR.

Fire Prevention: The contractor and its employees are to be familiar with the method of turning on a Fire Alarm. The contractor and its employees shall be cognizant of and shall observe all requirements for handling and storage of combustible supplies and materials, and for disposal of combustible waste and trash. The government will not be responsible for damage and/or loss to the contractor’s stored supplies, materials, equipment, or personal belongings of the contractor’s employees occasioned by fire, theft, accident or otherwise.

Hazardous Conditions: If a hazardous condition is seen, the contractor and its employees shall notify the CO and COR in writing within twenty-four (24) hours. Failure to keep any of the storage facilities described in this contract in a clean, orderly, and safe condition, may result in the withdrawal of the privilege of using them or the contract.

Maintenance Standards: All work shall be accomplished in such a manner as to ensure a clean and safe environment and shall conform to the requirements of the Occupational Safety and Health Administration (OSHA) and with the standard practices of janitorial services. The quality of the workmanship, including all materials, will comply with applicable Federal specifications.

Personnel: The contractor and all employees shall be capable and experienced in janitorial work to perform the services under this contract. The contractor shall designate in writing to the CO and COR, prior to beginning work, a roster/list of all personnel that will perform the duties of this contract. Subsequent changes to the roster shall be submitted to the CO and COR, in writing, at least 48-hours prior to any change. The CO and COR shall be notified immediately whenever changes are made to personnel.

The CO may require dismissal from the workplace of contract employees who the CO or COR deems incompetent, insubordinate, objectionable, or whose continued employment is deemed contrary to the public interest.

The contractor is responsible for the behavior of its employees while working within the facility.

Contractor personnel shall not engage in prohibited activities, such as gambling, consumption of alcohol, use of non-prescribed medicines or drugs, or smoking while on the premises. Contractor employees are to observe acceptable courtesies when engaging Government officials and non-government visitors to the facility. Contractor employees shall not conduct harassing behavior based on race, color, religion, sex (including pregnancy and gender identity), sexual orientation, national origin, age, disability, genetic information (including family medical history), status as a parent, marital status, and political affiliation. Employees shall perform their duties in such a way that there will be no interruption to or interference with, the normal operation of Government business on the premises. No children will accompany the parents while performing work.

Personnel Attire/Vehicle: All personnel must perform work in clothing that is clean and orderly given the type of work performed. Contractor employees shall not wear on their clothing or have on their official work vehicle, any slogans, profanity, political or social-cause messages, or advertising (other than the company name or logo). Employees should wear appropriate personal protective equipment (PPE) including gloves, ear protection, and eyewear as necessary for the employees performing the tasks under this contract.

Pre-performance Conference Call: Prior to commencing work, the contractor shall schedule a conference call/meeting with the CO and/or the COR, at a time mutually agreeable to discuss and develop a mutual understanding relative to scheduling, the Log and administration of the work required by this contract. Whether or not the contractor uses employees or a sub-contractor, the contractor shall attend the first meeting. Contractor has ten days to submit all HR and background check requirements (paper and online) AND get approval BEFORE keys are issued. The same meeting is required each time a new employee is retained. A physical “walk through” for subsequent new employees is required and the responsibility of the contractor. COR attendance is not required. One set of keys will be provided. It is the responsibility of the contractor to issue keys to the appropriate employees with the approved background checks. Keys are government property and if lost, the contractor is responsible for the cost.

Performance Evaluations: The COR will require a meeting with the contractor on a quarterly basis (or as needed basis) to ensure services are being completed adequately, these may take the place of the regular monthly meeting. The purpose of these meetings will be to resolve identified problems, to schedule required work, to establish or adjust priorities, and to evaluate contractor performance for payment purposes. Meetings will review performance work statements, performance log, walk-through inspection, provide communication and understanding between both parties.

Quality Assurance - Government: Any inspection by the Government shall be conducted in a manner consistent with commercial practice. The Government may conduct quality assurance for its benefit and has the right to refuse acceptance of nonconforming services. Quality issues with services tendered for acceptance or rejected by the Government shall be resolved in accordance with clause 52.212-4(a) Inspection/Acceptance.

The Government shall give the Contractor written notice of deficiencies whenever required services are not performed or the quality of work does not conform to the specifications of this contract. This written notice shall be served prior to withholding any payment. Repeated instances of non-performance or unsatisfactory work will be ground for termination or default of this contract.

The Contractor shall have five (5) days from the date of a written notice of deficiencies, in which to furnish satisfactory written explanation of the deficiencies and corrective action taken.

Safety Requirements: Contractor must perform this contract in a safe manner, observing any necessary safety precautions. The contractor shall promptly correct any condition which, in the opinion of the CO or COR, endangers the safety of personnel and/or property during the performance of this contract. Failure to observe this requirement shall result in contract termination, with the Contractor liable for any such damages that may occur. The Contractor is obligated to perform a thorough inspection each working day of all areas to assure that all necessary safeguards relative to safety and fire hazards are being taken.

10. STANDARDS OF PERFORMANCE

These standards are an outline of general expectations of cleanliness but are not meant to replace or supersede the latest industry standards or materials and equipment manufacturers’ recommendations. Each of the Contractor’s Employee’s shall be equipped with the necessary equipment to carry out the proper performance of the cleaning as specified. This equipment shall always be available and in possession of the Contractor’s Employee’s while carrying out their duties.

The level of services as outlined below shall consistently be maintained during the Contract period. The COR will conduct monthly inspections of the facilities under this Contract. The inspections are based on standards for commercial facilities within the maintenance industry.

Buffing: Buffing/Burnishing/Polishing/Waxing requires the use of a high-speed floor machine and a clean pad designed for polishing or buffing.

Standard: An industry standard method was used, and the floor should have a “non-yellowed” high-gloss appearance.

Chrome & stainless steel Surfaces: Cleaning chrome/stainless surfaces requires the removal of surface spots, fingerprints, smudges, wiping marks, etc., with the appropriate chrome polish.

Standard: Surfaces will present a clean uniform shining appearance free of all soil, marks, smudges, streaks.

Clean: Removal of dirt, dust, grime, finger marks, food waste, furniture rubs, cobwebs, scuffs, and smudges from surfaces with an appropriate cleaning technique.

Standard: Surfaces shall be as free of dirt, dust, grime, finger marks, streaks, stains, cobwebs, scuffs, smudges, litter, debris, other residue, and material containing living bacteria, viruses, or other contaminations that are capable of causing infections. All soiled materials such as rags, mops, etc shall be placed in the correct receptacle (trash, laundry, etc).

Disinfecting/ sanitizing: Disinfecting/sanitizing is the application of a germicidal solution to surfaces to kill or neutralize 99.9% of the material containing or supporting the growth of bacterial/viral organisms. Surfaces should remain “wet” per manufacturer’s recommendation.

Standard: Surfaces shall be as free of dirt, dust, grime, finger marks, furniture rubs, cobwebs, scuffs, smudges, and material containing living bacteria, viruses, or other contaminations that are capable of causing infections. All soiled materials such as rags, mops, etc shall be placed in the correct receptacle (trash, laundry, etc).

Dispenser Cleaning and Refill ing Service: Dispenser cleaning/service requires damp wiping dispensers with a disinfectant, checking/refilling of all paper towels, toilet tissue, hand soap, sanitizer, and urinal cartridges or any other dispensers which may be identified by the COR.

Batteries changed as needed.

Standard: Dispensers will be disinfected, present a clean uniform shining appearance free of all soil, marks, smudges, streaks and will have an adequate supply of the applicable dispensed products.

Dusting & Cobweb Removal: All level and horizontal surfaces at or below six feet (72”), including kickboards, edging, and baseboards.

Standard: Items shall be free of any laden airborne materials, streaks, smudges, and cobwebs.

Laden airborne matter shall be removed by either mechanical, chemical, or manual means.

Devices, which merely displace or redistribute the matter, such as feather dusters, will not be used, unless treated to attract and hold the matter. All items moved to accomplish this task shall be returned to their original position.

Fix tures: Cleaning of restroom & water fountains require the removal of dust, dirt, debris, spots, stains, and smears from sinks, toilets, urinals, and fountains with a germicidal solution.

Standard: Fixtures will be disinfected and there shall be no dust, dirt, spots, or debris on the fixtures.

Glass, W indow , and Mirrors: Glass, window and mirror cleaning requires the removal of dirt, soil, smudges, fingerprints, and other foreign material from glass window, doors, partitions, or any other items, which may consist in whole or part of a glass, or similar material including mirrors.

Standard: Glass surfaces shall be free of all dirt, soil, smudges, streaks, smears, film, or any other foreign substances. All excess spray/solution must be removed from any surrounding trim or surfaces and glass/window surfaces shall have a uniformly bright appearance. Any items moved to accomplish this task must be returned to their original positions.

Laundry: Laundry requires the washing of all soiled cleaning rags, mop heads, duster heads, etc from the janitorial closets and cleaning cards. They shall be cleaned with like rags (eg. Toilet rags washed with other toilet rags, surface rags washed with surface rags). Laundry shall be done using industry standards for proper sanitation for heat, detergent, soil level etc. All clean supplies shall be folded and stored in their appropriate location.

Standard: Soiled cleaning supplies shall be laundered, sorted, folded and returned to their appropriate location. All janitorial closets shall be stocked with a reasonable amount of cleaning cloths for use.

Restrooms: Cleaning of restrooms requires the cleaning and disinfecting of all chrome fixtures, faucets, dispensers, sinks, countertops, mirrors, toilets, urinals, showers, traps, strainers, stop sinks, partitions, stalls, stall doors & handles, switch plate covers, and wall areas adjacent to wall mounted urinals and toilets. Discoloration or mold should be disinfected and hand scrubbed from sinks, toilets, counters, etc. Feminine containers have trash removed, bags replaced and wiped as needed. Baby changing station sanitized and wiped. Mechanical feminine containers have supplies replaced. Floors are wet mopped and disinfected. All toilet paper, paper towels and soap dispensers are refilled as needed. Batteries replaced as needed. Needle containers are not the responsibility of the cleaners but inform COR if there are issues. Removal of any

Standard: Restrooms shall be considered properly cleaned when all the restroom floors are mopped and disinfected, waste receptacles emptied & liners replaced, and all dispensers are refilled. All surfaces shall be free of dirt, dust, grime, mold, smudges, stains, encrustations or other foreign matter on any surface or fixture.

Scrubbing: Scrubbing requires the use of mechanized scrubbing/vacuum machines to be more aggressive than wet mopping; this may include large areas such as halls, lobbies, or similar large areas which would otherwise require extensive labor to complete in a reasonable time.

Standard: An industry standard method was used, and the floor should have a clean appearance.

Any items moved to accomplish this task must be returned to their original positions.

Sweeping: Sweeping requires the removal of loose dust, dirt, soil, debris, and other foreign material from smooth floors such as tile, laminate, vinyl, etc which require this method of cleaning.

Standard: There shall be no evidence of obvious dirt, dust balls, damage, debris, spots, grime, and stains. All items moved during this process shall be returned to their original positions.

Trash/ Waste & Recycling Removal & cleaning: Trash/waste/recycling removal involves liner replacement, and disposal to an onsite dumpster/recycling station. If there is stickiness, visible stains, odors, liquids, etc in the receptacle, they should be cleaned and disinfected. Outdoor receptacles in the winter are expected to be maintained as long as they are not frozen shut.

Standard: All trash/waste/shredding liners shall be removed from containers, and a new liner shall be fitted into all such containers. Collected bags shall be disposed of in appropriate facility dumpster. All receptacles shall be free of visible stains, liquids, odors, etc inside and out and returned to their original location. Outdoor receptacles should be monitored and attempted to see if they are able to be opened or frozen shut.

Vacuuming: Vacuuming requires the mechanical removal of loose dust, dirt, soil, debris, and other foreign material from carpeted floors and other items (e.g. chairs, walls), which require this method of cleaning. Carpet edges and corners where floor and wall intersect, where floor and thresholds meet or around the bases of any object permanently placed on a carpet surface are to be vacuumed with an edging tool.

Standard: There shall be no evidence of obvious dirt, dust balls, damage, debris, spots, grime, and stains. All items moved during this process shall be returned to their original positions.

Vacuums shall be emptied at the completion of the task.

Wet Mopping: Wet mopping requires the removal of built-up dirt, soil, liquids, or other foreign materials from a floor using commercial type clean cotton or similar yarn type string mops and mechanically wrung out so as to have sufficient neutral detergent and water solution or disinfecting detergent and water solution. This shall include rinsing if required or as recommended by the detergent manufacturer. Sweeping to remove dirt and debris may be needed prior to mopping.

Standard: A wet mopped floor shall be free of all dirt, debris, soil, liquids, or other foreign material. It will present a uniform appearance free of streaks, smudges, heel marks, or any other marks, which can be reasonably removed through this cleaning method. All splash marks/spots on walls and furniture/fixtures shall be removed before completion of the wet mopping task. All items moved during this process shall be returned to their original positions. All dirty mop water shall be removed from the bucket and mop heads shall be left to dry or removed for laundering if soiled.

Attachment 1

DOI Clause 144807-12 reads as follows:

CONTRACTOR PERSONNEL CLEARANCE AND IDENTITY CREDENTIALS SEPTEMBER 2006

(a) FWS rules regarding physical security and personnel security apply to all personnel in FWS facilities.

FWS Human Resources Division is responsible for maintaining these rules and procedures.

(b) Each contractor (or subcontractor) employee requiring recurring access to FWS facilities and/or information systems will be required to submit to a background investigation in accordance with FWS procedures. The type of background investigation required is based on the risk/sensitivity level designation, as described in the Statement of Work. For most facilities, this clearance is required to obtain a DOI-issued identification credential (badge), but the investigation is required whether or not the facility has a badging/credential policy. This clearance/credential requirement does not apply if the contractor does not have any unsupervised IT system access and will only need building access for less than 6 months or only occasional building access (such as for periodic equipment maintenance). In those cases, building procedures for visitors will be applied.

(c) The contractor will provide a listing to the COR/Government Point of Contact (POC) at least 2 weeks before starting work (or as otherwise specified in the contract) identifying contractor and subcontractor employees requiring access to FWS facilities or systems for performance of work hereunder.

(d) The Contractor employees are required to complete the applicable clearance request forms by the COR/Government POC.
