About this file

This Limited-Sources Justification document details a 6-month follow-on Time and Material (T&M) Task Order for the OJP Response Center, awarded to Leidos, Inc. The task order, with a base period from 07/11/2025 to 01/10/2026 and an estimated value of $388,707.09, will support the Office of Justice Programs (OJP) by providing a first-line response center for justice-related inquiries.

The Response Center will handle a range of tasks including responding to Notice of Funding Opportunities (NOFOs), assisting with grant application processes on systems like SAM.gov, Grants.gov, and JustGrants, providing information about training and technical assistance, directing inquiries to appropriate resources, and helping with publication requests and victim compensation referrals. Leidos was selected as the sole source contractor due to their existing knowledge of OJP's programs and systems, with the government determining that awarding to another contractor would cause disruption and substantial duplicate costs.

Upon the basis of the following justification, I, as Contracting Officer, hereby approve the use of sources limited to fewer than those required in FAR 8.405-1, FAR 8.405-2, and FAR 8.405-3 pursuant to the authority of 41 U.S.C. 251 as implemented by FAR 8.405-6(a(1)(i)(C).

This acquisition is conducted under the authority of the Multiple-Award Schedule Program

(FAR 8.401).

1. Identification of the agency and the contracting activity.

Office of Justice Programs (OJP) in coordination with the Office of Justice Programs/Office of Communications (OJP/OCOM)), and the contracting activity of the Acquisition Management Division (AMD) in the Office of Administration (OA).

2. Nature and/or description of the action being approved.

OJP is seeking to issue a 6-month logical follow-on contract to an existing Federal Supply Schedule, Time and Material (TM) Task Order (TO) to the incumbent, Leidos, Inc., who has implemented highly coordinated and collaborative strategies to ensure the highest quality of information and resources are delivered to the public and shared constituencies.

3. A complete description of the supplies and/or services required to meet the agency’s needs.

The OJP Response Center is the first line of response to OJP and its justice community customers and must provide accurate and timely answers to many types of questions related to the criminal and juvenile justice systems, victim services, OJP mission and operations, and specific OJP resources and funding opportunities.

The response center with staff will respond to justice-related information requests and refer inquiries to helpdesks and federal staff when more advanced technical, programmatic, or policy guidance is required.

The Response is required to address the following:

1. OJP notice of funding opportunities (NOFOs).

10. Referring victims of crime to victim compensation programs or other appropriate services.

The Period of Performance for this logical follow-on task order will be the following:

Base Period From 07/11/2025 To 01/10/2026

Estimated dollar value: $388,707.09

4. An identification of the LSJ rationale, and if applicable, a demonstration of the contractor’s unique qualifications to provide the required supply or service.

The statutory authority permitting other than full and open competition is 10 USC 2304(c)(1) implemented by the Federal Acquisition Regulation (FAR) is Subpart 8.405-6(a)(1)(i)(C) entitled "In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures".

Leidos, Inc. has a thorough understanding of the specialized services needed to support OJP and have detailed knowledge of OJP and its program offices, related missions, products, programs and expert customer service skills. They provide responses to grantees, applicants, and stakeholders about the basics of a Notice of Funding Opportunity (NOFO) and applying for funding. Leidos answer questions about due dates, general NOFO requirements, OJP programs, and basics on various systems used, including referrals to staff with technical knowledge of SAM.gov, Grants.gov, JustGrants. In addition, Leidos, Inc., ensures the Center have the latest information about the recently issued NOFOs and the POC in each Program Office to handle more complex inquiries. If necessary, when call volume is especially high, they can assist during surges.

5. A determination by the ordering activity Contracting Officer that the order represents the best value consistent with FAR 8.404(d).

In accordance with FAR Subpart 8.404(d) GSA has already determined the price of supplies and fixed-price services, and rates for services offered at hourly rates, under schedule contracts to be fair and reasonable. Therefore, ordering activities are not required to make a separate determination of fair and reasonable pricing, except for a price evaluation as required by 8.405- 2(d).

After considering the level of effort and the mix of skills available for the tasks needed, the Contracting Officer has determined that proposed order represents a reasonable total price and represents the best value for the Department of Justice.

6. A description of the market research conducted among schedule holders, and the results of the research, or a statement why market research was not conducted. A statement must be made that the supplies and services are available from the FSS.

The Government conducted market research from July 2018- February 2019. Market research activities included review of historical acquisition information, internal OJP interviews and focus groups with knowledgeable OJP staff, interviews with incumbent vendors, October 26, 2018, OJP Industry Day event, review of capability statements submitted in response to OJP's October 27, 2018, Request for Information (RFI), GSA schedules, and small business coordination meeting with the Department of Justice, Office of Small and Disadvantaged Business Utilization (OSDBU) Director.

This requirement is suited to a logical follow-on in accordance with FAR 8.405-6(a)(1)(i)(C) as awarding to another source is likely to result in the disruption of the development of the Department’s response to a critical, emergent need for support for the Response Center services.

Awarding to a Contractor other than Leidos, Inc. could result in substantial duplication of effort and costs to the Government and would cause unacceptable delays. These costs are not expected to be recovered through competition. The Government has chosen to minimize its risk for the successful completion of the requirement by determining a logical follow-on would be in the best interest of the Government.

7. Any other facts supporting the limited source justification.

There are no additional facts reported in this section.

8. A statement of the actions, if any, the agency will take to remove or overcome any barriers that led to restricted consideration before any subsequent acquisition for supplies and services is made.

OCOM continually re-evaluates its metrics and performance measures to determine which information is required to best allow it to adapt to change and achieve its mission. As a part of that process, the requirement will be reviewed to determine if a different service would better match needs and/or if existing services could be maintained at a reduced cost. However, no new tasks are being identified and provided for in this task order. A new order may be considered in FY 2026.

9. The ordering activity Contracting Officer’s certification that the justification is accurate and complete to the best of the Contracting Officer’s knowledge and belief and evidence that the supporting data that form a basis for the justification have been certified as complete and accurate by technical/program personnel.

Certification:

Acquisition Initiator:
