Statement of Work: Industrial Hygiene Sample Analysis for Respirable Crystalline Silica with Equipment Rental and Sampling Media
1. Purpose The purpose of this Statement of Work (SOW) is to outline the requirements for the analysis of industrial hygiene samples to quantify airborne levels of respirable crystalline silica (RCS) and respirable dust in breathing zone air samples as well as the provision of sampling equipment rental and sampling media. The objective is to assess employee exposure levels to ensure compliance with the Occupational Safety and Health Administration (OSHA) Respirable Crystalline Silica Standard (29 CFR 1910.1053) and to support the implementation of appropriate exposure control measures.
2. Scope The Contractor shall provide laboratory analysis services for air samples collected from Bureau of Land Management (BLM), Black Rock Field Office, NV, to determine concentrations of respirable crystalline silica (quartz) and respirable dust. The Contractor shall also supply sampling equipment rental and parallel particle impactor (PPI) sampling media to facilitate sample collection. The analysis shall adhere to recognized analytical methods, such as NIOSH Method 0600/7500 or OSHA ID-142, and provide accurate and timely results to support workplace safety assessments. The Contractor shall hold the American Industrial Hygiene Association Laboratory Accreditation (AIHA LAP, LLC).
3. Objectives
· Analyze air samples for respirable crystalline silica to determine concentrations in micrograms per cubic meter (µg/m³).
· Analyze air samples for respirable dust to determine concentrations in micrograms per cubic meter (µg/m³) or milligrams per cubic meter (mg/m3).
· Ensure analytical methods comply with OSHA and NIOSH standards.
· Provide detailed reports with results, including quality control data and detection limits.
· Supply and manage rental of sampling equipment.
· Provide parallel particle impactor (PPI) sampling media.
· Analyze samples and deliver sampling results within two weeks of receipt.
4. Tasks and Responsibilities
4.1 Sample Analysis
· Analyze air samples collected on 37-mm PVC filters (5.0 µm pore size) media using X-ray diffraction (XRD) per NIOSH Method 7500 or OSHA ID-142. Also provide gravimetric results using NIOSH Method 0600 for respirable dust.
· Quantify concentrations of RCS (quartz) and respirable dust.
· Ensure a limit of detection (LOD) and limit of quantification (LOQ) sufficient to detect RCS at or below the OSHA Permissible Exposure Limit (PEL) of 50 µg/m³ and Action Level (AL) of 25 µg/m³.
4.2 Sampling Equipment Rental
· Provide rental of sampling equipment, including personal air sampling pumps capable of maintaining a flow rate of 2.0 L/min as per NIOSH 7500 and PPI sampler, suitable for respirable dust collection.
· Ensure all equipment is calibrated, maintained, and compliant with OSHA and NIOSH sampling requirements before delivery.
· Provide user instructions and technical support for proper equipment use.
· Manage equipment delivery to and return from BLM Black Rock Field Office, NV, including logistics and scheduling.
· Maintain records of equipment calibration and maintenance, providing documentation upon request.
4.3 Sampling Media
· Supply 30 PPI samplers with 37-mm PVC filters (5.0 µm pore size).
· Ensure media are pre-weighed and packaged to prevent contamination during transport and storage.
4.4 Quality Control
· Perform quality control procedures for sample analysis, including calibration of analytical equipment, use of certified reference materials, and analysis of blank samples.
· Include quality control data (e.g., calibration curves, blank results, and duplicate analyses) in the final report.
· Verify calibration and functionality of rental sampling equipment prior to delivery.
· Maintain chain-of-custody documentation for all samples and media.
4.5 Reporting
· Provide a detailed analytical report for each sample, including:
· Sample identification number.
· Concentration of respirable crystalline silica (µg/m³).
· Concentration of respirable dust (µg/m3 or mg/m3).
· Analytical method used.
· LOD and LOQ.
