BUREAU OF LAND MANAGEMENT
Colorado State Office
2850 Youngfield Street Lakewood, Colorado 80215-7210
Colorado State Office Contract Consolidation of Multi-Gas Monitors for the Inspection and Enforcement Oil and Gas Program
Statement of Work
1. Introduction
1.1 The Bureau of Land Management’s (BLM) Colorado State Office’s (COSO) Inspection and
Enforcement (I&E) program has strict policy requirements that all employees must adhere to during field inspections conducted throughout fiscal years. BLM I&E inspectors frequently face work environments comprised of wide-ranging and unknown invisible gases imperceptible to the body’s senses. Those employees must follow safe work practices, including the use of portable multi-gas monitoring devices. Carrying a suitable and fully maintained multi-gas monitor is the first line of defense in gas detection, and critical for worker safety. The appropriate personal multi-gas monitoring devices and their associated components must be highly capable and are considered indispensable when judging worker safety and protection equipment.
2. General Requirements
2.1 This contract will be advertised on fedbizopps.gov to maximize competition. The contract will emphasize on small business opportunities.
2.2 This contract will be highly performance based, instead of cost based. There will be limited trade-offs when considering capability, performance, or scheduled goals versus cost.
2.2.1 Evaluation criteria for this contract is not limited to
2.2.1.1 Technical capabilities – ability for the contract, the contractor, and equipment to meet all specification requirements stated in the solicitation.
2.2.1.2 Past performance – quality and satisfaction of previous contract performance and timeliness of equipment repair, replacement and/or necessary services.
2.2.1.3 Price - technical and performance significantly outweigh price.
2.3 These vital, personal multi-gas monitoring devices also require additional auxiliary components, such as charging units, calibration stations, bump testing docks and appropriate test gas cylinders within the complete system.
2.4 The multi-gas monitors must have the capability to detect exposures to carbon monoxide (CO), hydrogen sulfide (H2S), lower explosive limits (LEL), and oxygen (O2).
2.5 Along with reliable detection of toxic, explosive, and oxygen displacing gases, these multi-gas monitors and connected accessories must have the capability to record and log the data for future reference and investigations.
2.5.1 Monitoring, recording, and logging of data, alerts, equipment replacement/repairs, etc., must be maintained on physical and accessible web-based sites. This information must be available to each individual field office using the multi-gas monitors, components, and services.
2.5.1.1 Due to current policy and guidelines, along with limited IT architecture, services and infrastructure support, the use of cloud-hosting services requires high levels of Department of the Interior, and the Office of the Chief Information Officer approval. This eliminates cloud-hosted monitoring/recording, and limits the contract to only physically, web-hosted services to record, store and access the data monitored during the contract timeline.
2.6 Along with providing real-time visibility of the gas detection program, via the internet, the field office and contractor will remotely monitor the condition and decline of performance of the entire gas detection equipment pool, then manually, or automatically administer all necessary service requirements and/or replacements.
2.6.1 Equipment component monitoring/repairs/replacements will include all mechanisms within the complete gas detection program, but also include monitoring and replacement of test gas cylinders as needed.
2.7 The I&E program has a year-round need for these complete systems; therefore, a lease program is preferred. A lease program adds the benefit of expedited replacement devices, expedited technical assistance, troubleshooting services, as well as web-based notification systems. This allows for a favorably enhanced and maintained pool of monitors. Due to the daily use of these monitoring systems, along with the desired technical support, a lease program is favorable.
2.8 The COSO initially requires up to 44 personal multi-gas monitoring devices, along with all the appropriate system components for each field office devotedly. Those field offices include the Colorado River Valley Field Office (Silt, CO), the Grand Junction Field Office (Grand Junction, CO), the White River Field Office (Meeker, CO), the Little Snake Field Office (Craig, CO), the Kremmling Field Office (Kremmling, CO), the Royal Gorge Field Office (Cheyenne, WY), the Royal Gorge Field Office (Canon City, CO), the Tres Rios Field Office (Durango, CO), the Colorado State Office (Lakewood, CO), and potentially others.
2.8.1 The contract must also allow for an increased number of monitors and associated components when necessary. In the case of additional personnel staffing or further department personnel potentially entering these dangerous environments, more detection units and accessories will be needed.
3. Contract Period
3.1 This contract will begin as soon as possible, but no later than 15 days after award. The contract for the leased property will continue for the course of a 60-month lease, with options for two 60-month extensions.
4. Description of Services
4.1 The contractor shall provide all equipment, expedited repair or replacement of equipment (24-hour monitor replacement), online monitoring of equipment functionality, online notification (via email) of any device alarms that were activated while in use. When docked, equipment records and logs the alarms, along with monitoring the decline of the multi-gas monitors’ performance. Additional services include continual product and technical support, troubleshooting, and necessary training for the entire term of the contract and extensions.
5. Contractor Supplied Equipment
5.1 Contractor furnished supplies.
5.1.1 The contractor shall furnish all equipment necessary for use, including all equipment and components for the appropriate installation, deployment and use by each field office involved.
5.2 All required equipment to be installed.
5.2.1 The contractor shall list all equipment and brief descriptions of its function and capabilities to be included in the initial bid submittal.
5.2.2 The contractor shall be responsible for supplying the equipment requested.
6. Services to be performed
6.1 The contractor will supply all equipment, installation, support, maintenance, and replacements.
6.2 The contractor shall ensure a manual and contact information are available on the system to be installed, and left with the project inspector (PI), contracting officer’s technical representative (COTR) and/or the contracting officer’s representative (COR) for each field office supplied.
6.3 The contractor will offer free training (hands on, online, and/or train the trainer) for each field office on proper installation, use and functionality of the devices and components.
7. General information
7.1 An itemized list of all equipment to be installed shall be provided, along with manufacturer’s specifications, prior to the award of contract.
7.2 Quality assurance.
7.2.1 The field office’s PI, COTR and/or COR will evaluate the contractor’s performance in accordance with the contract clauses.
7.3 Government remedies.
7.3.1 The COR shall follow Federal Acquisition Regulation 52.212.4, Contract Terms and Conditions – Commercial Items (January 2017), for contractor’s failure to perform satisfactory services or failure to correct non-conforming services.
8. Key Personnel
8.1 Each field office shall designate COR, COTR or PI representatives to oversee, initiate and commence equipment maintenance, exchanges, and replacements, directly to the contractor to eliminate delays in resupply of equipment components.
