About this file
This is a Justification for Other Than Full and Open Competition (JOFOC) document under Federal Acquisition Regulation (FAR) Subpart 6.103 for a sole-source contract award.
The Department of War, Washington Headquarters Services, is awarding a 12-month firm-fixed-price (FFP) base period contract to McAleese & Associates, P.C. to provide highly specialized corporate finance, capital allocation, and defense industrial base (DIB) portfolio analysis supporting the Deputy Assistant Secretary of Defense for Industrial Base Policy (DASD(IBP)) and the Office of the Under Secretary of War for Acquisition and Sustainment (OUSD(A&S)). The contract includes two 12-month option periods and a six-month extension option under FAR 52.217-8, with performance running from September 1, 2026 through February 28, 2029. The contractor will evaluate the top eight defense prime contractors (BAE Systems, Boeing, General Dynamics, Huntington Ingalls Industries, Lockheed Martin, L3Harris, Northrop Grumman, and RTX Corporation) plus four additional mid-tier and non-traditional defense firms designated quarterly by the Contracting Officer's Representative.
The justification asserts McAleese is the only responsible source capable of satisfying this requirement without substantial cost duplication and unacceptable national security delays. The company possesses a proprietary 30-year historical defense financial database (the McAleese Defense Value Chain Model), advanced predictive modeling capabilities, and operates as a "pure play" analytical firm with zero Organizational Conflict of Interest (OCI) status—critical for providing objective, unbiased portfolio analysis for billion-dollar procurement decisions. A Sources Sought Notice issued August 6, 2026 (response deadline August 10, 2026) yielded no responses. The government's market research of GSA MAS contractors and secondary research within the defense sector confirmed no competing vendor possesses McAleese's combination of historical data infrastructure, proprietary modeling, and conflict-free corporate structure. Substantial cost duplication ($[redacted], exceeding the base year contract value) and unacceptable operational delays of 12-18 months resulting from personnel security clearances and model validation requirements support the sole-source determination as financially responsible and essential to national security operations.
