About this file

The document is a detailed Salient Characteristics specification for an Ion Chromatography System for the USGS Woods Hole Coastal & Marine Science Center. The system requires a benchtop dual fluid-channel analyzer capable of simultaneously analyzing cations and anions in water samples, with specific technical requirements including a metal-free flow path, automatic in-line sample dilution, an autosampler with 148 sample positions, and high-precision components. Key technical specifications include a high-pressure pump with flow rates from 0.001 to 20 mL/min, a conductivity detector with a measuring range of 0 to 15,000 S/cm, and a tri-chamber suppressor module with automatic chemical regeneration.

The related federal contract opportunity (Solicitation Number 140G0125Q0162) is for purchasing this Ion Chromatograph, with a Request for Quote to be issued on 07/02/2024 and written quotes due by 07/08/2024. The anticipated contract award date is 7/10/2024, with delivery required within 30 days after order receipt. The procurement is through the Department of the Interior US Geological Survey Office of Acquisitions and Grants, with NAICS code 334516 and a size standard of 1,000 employees. Vendors must be registered in SAM.gov, and responses may be emailed to rlanderson@usgs.gov. The system requires factory-certified installation, comprehensive software compatibility, and includes a 3-year instrument warranty with 10-year parts and support availability.

Text version

Salient Characteristics/Component for Ion Chromatography System:

· Benchtop dual fluid-channel system capable of analyzing two analyses (cations and anions) simultaneously in natural surface water, ground water and saline water samples with a single autosampler

· Requires anion exchange chemistry with dual-suppressed conductivity detection (chemical suppression followed by CO2 suppression)

· Must include integrated eluent regeneration, suppressor, conductivity detector, and appropriate consumables for complete installation upon purchase.

· The system should be expandable to accommodate gradient elution through the addition of extension modules that contain additional highpressure pumps

· The complete system flow path should be metal-free and pre-installed

· Must include an automatic in-line sample dilution unit, autosampler, and software for method programming and data acquisition.

· Autosampler sample racks should accommodate at least 148 positions

· Requires a sample injection volume as little as 1.5 microliters

· Ability to automatically dilute standard and sample concentrations by at least fifty times.

· Capable of automatic calibration with a multi-ion standard

· High-pressure pump shall contain a flow-range-optimized intelligent pump head which meets the following requirements:

· Variable flow rates ranging from 0.001 to 20 mL/min

· Accurate flow with a maximum deviation of 0.1 % from the set value

· Flow increments of 0.001 mL/min

· Conductivity Detector should be intelligent and contain a Digital Signal Processor with the following specifications:

· Measuring range: 0 to 15,000 S/cm

· Linearity: < 0.1 % (> 16 S/cm); < 1 % (< 16S/cm)

· Resolution: 4.7 S/cm

· Temperature stability: < 0.001° C with a programmable temperature range of 20 to 50°C

· Electronic (Baseline) noise: < 0.1 nS/cm at 1 µS/cm

· Operational Noise: < 0.2 nS/cm with chemical & sequential suppression

· Requires an instrument suppressor module with the following specifications:

· A Tri-chamber micro capillary packed bed suppressor module

· Automatic chemical regeneration, non-consumable

· 10-year warranty of suppressor system

· Provides CO2 removal from the eluent via vacuum degassing

· The system’s column thermostats shall provide for:

· Heating capability up to 80°C

· A column cooling capability to ambient temperature – 20°C

· Temperature stability: < 0.05°C

· Temperature accuracy: ± 0.2°C

· Installation of IC system by factory certified personnel is required along with providing an overview of the system to the purchaser. Documentation of installation and testing of functionality is required.

· Software Operating requirements:

· Compatible with Microsoft Windows 10 Enterprise version 10.0.18363

· Shall provide remote file access and full network compatibility

· Shall be able to track all QC samples, and notify user of failed QC

· Software support for at least 5 years

· Instrument factory warranty of ≥3 years

· Instrument parts & support offer guaranteed availability for 10 years after model reaches commercial retirement from the market.
