Note that while, as a matter of policy, some agencies require the government to prepare the PWS, the guidance at FAR 37.602(a) stipulates that “a Performance work statement (PWS) may be prepared by the Government or result from a Statement of objectives (SOO) prepared by the Government where the offeror proposes the PWS.”

Performance Work Statement (PWS)

1.0General
1.1Introduction

The mission of the Bureau of Land Management (BLM) is to sustain the health, diversity, and productivity of public lands for the use and enjoyment of present and future generations. The BLM Nevada State Office is the Nevada headquarters for the BLM and provides guidance and oversight to statewide BLM operations. This acquisition will lead to improved security at the Nevada State Office location in Reno Nevada.

1.2 Objective

Enhanced situational awareness in the IAC / Public Room.

1.3 Scope of Work

Contractor to provide and install CCTV cameras per Appendix A and Appendix B. Includes recommendation and provision of security cameras, licenses for additional cameras, electrician work necessary to supply cameras, and any work necessary to integrate the new cameras with the Nevada State Office existing Avigilon Network Video Recorder. Contractor to provide complete solution.

1.4 Background

The BLM Nevada State Office IAC / Public room has the need for additional situation awareness in areas where the public can view official records. The Nevada State Office has an existing Avigilon Network Video Recorder to which the new cameras will need to be integrated.

1.5 Type of Contract Contemplated

Contract to be a fixed-price acquisition.

1.6 Period of Performance

The period of performance of this contract is 120 days from the date a notice to proceed is provided to the contractor. Work to be completed within a seven-day period once work has begun.

1.7 Place of Performance

Project work is to take place at the Bureau of Land Management Nevada State Office (NVSO). The NVSO is located at 1340 Financial Blvd. Reno NV 89502. The NVSO’s Coordinates are:

39°30'29.21"N 119°44'51.15"W

The contractor is to perform work during normal business hours, 8-5 Monday to Friday, excepting Federal Holidays.

Contractor to notify the Contracting Officer’s Representative (COR) three business days before beginning work.

1.1. Applicable Documents

Contractor to provide technical specifications for all commercial items provided with this acquisition. Warranties provided by manufacturer must apply to this acquisition. All manufacturer’s instructions are to be followed.

2.0 Specific Requirements/Tasks

The selected vendor shall supply all labor and supplies necessary to complete the system installation and configuration. This includes the hardware outlined in Appendix A, documents, wiring, mounts, wall plates as well as all other hardware, incidentals, and final installation notes. The selected vendor will coordinate installation of cameras and equipment with the BLM after the award of the contract to ensure locations are accurate and that the install does not cause a service interruption to the BLM NVSO daily operations.

2.1.2. Subtask, Camera Licenses

Contractor to provide licenses for use with each of the new cameras for use with the existing government owned Avigilon Network Video Recorder. If additional switch work or ports are required, the contractor will be required to provide them. License should be a one-time fee for this item. If a subscription based license is required the BLM will coordinate that purchase outside the cost of this contract. Life-cycle cost will be considered during selection.

2.1.5 Camera Avigilon Network Video Recorder Integration

Contractor to connect camera to existing open switch ports. If insufficient switch ports are available contractor to provide option for additional switch equipment necessary to support the additional cameras. Contractor to perform all work necessary to have cameras integrate with the existing Avigilon Network Video Recorder equipment.

3.0 Contractor Quality Assurance.

Contractor to validate cameras provide coverage of the Public Records Viewing Area and the Mail Room. Cameras to be integrated with the Avigilon Network Video Recorder and include any necessary software licenses. All work to be warrantied for 1 year from date of written acceptance by the government.

4.0 Delivery or Deliverables

All deliverables shall be shipped to the Nevada State Office location at 1340 Financial Blvd. Reno NV 89502.

Notice to contractors:

All information and data related to this project that the contractor gathers or obtains shall be both protected from unauthorized release and considered the property of the government. The contracting officer will be the sole authorized official to release verbally or in writing, any data, the draft deliverables, the final deliverables, or any other written or printed materials pertaining to this contract. Press releases, marketing material, or any other printed or electronic documentation related to this project, must not be publicized without the written approval of the contracting officer.]

5.0 Meetings

For all meetings, the contractor shall be responsible for providing meeting materials, and administrative and facilitation support. Meetings will be conducted at the Nevada State Office 1340 Financial Blvd. Reno NV 89502, or through an alternative method of communication (such as a Microsoft Teams, Zoom etc), as approved by the Contracting Officer.

5.1 Post-award Kickoff Meeting

Within __7___ business days of contract award, the Government will conduct a post-award kickoff meeting at the Nevada State Office. The selected vendor shall visit the site to discuss installation details and timelines before beginning the project.

6.0 Required Travel and Other Direct Costs (ODCs)

A one-time mobilization fee will be paid for travel expenses associated with performing the work in the contract. Contractor to place a bid for lump sum fee.

7.0 Required Travel and Other Direct Costs (ODCs)

Contractors and subcontractors must pay laborers and mechanics employed directly upon the site of the work at least the locally prevailing wages (including fringe benefits), listed in the Davis-Bacon wage determination in the contract, for the work performed. Davis-Bacon labor standards clauses must be included in covered contracts.

The Davis-Bacon "prevailing wage" is the combination of the basic hourly rate and any fringe benefits listed in a Davis-Bacon wage determination. The contractor’s obligation to pay at least the prevailing wage listed in the contract wage determination can be met by paying each laborer and mechanic the applicable prevailing wage entirely as cash wages or by a combination of cash wages and employer-provided bona fide fringe benefits. Prevailing wages, including fringe benefits, must be paid on all hours worked on the site of the work.

Apprentices or trainees may be employed at less than the rates listed in the contract wage determination only when they are in an apprenticeship program registered with the Department of Labor or with a state apprenticeship agency recognized by the Department.

Coverage DBRA requires payment of prevailing wages on federally funded or assisted construction projects.

The Davis-Bacon Act applies to each federal government or District of Columbia contract in excess of $2,000 for the construction, alteration, or repair (including painting and decorating) of public buildings or public works. Many federal laws that authorize federal assistance for construction through grants, loans, loan guarantees, and insurance are Davis-Bacon “related Acts.” The “related Acts” include provisions that require Davis-Bacon labor standards apply to most federally assisted construction. Examples of “related Acts” include the Federal-Aid Highway Acts, the Housing and Community Development Act of 1974, and the Federal Water Pollution Control Act.
