Much of the seeding area is inaccessible by vehicle and no off-route travel is allowed in the project areas.
Appropriate climatic conditions for seeding would preferably be when snow has accumulated on the ground (one inch of sustained snow) and additional snow is forecasted. The contractor shall furnish application equipment, supplies, and materials except for specified government furnished property (government provided seed) to seed designated burned and unburned areas at the seeding rate specified using appropriate application equipment and delivery method. This will be discussed in the pre-work meeting.

SECTION C - SPECIFICATIONS APPLICABLE TO SEEDING
C.1.1 DISTRIBUTION OF SEED – All seed (government furnished) for the projects will be available for pick up from the White River Field Office at 220 East Market Street Meeker, CO 81641.
C.1.2 APPLICATION – Apply mixed seed at a uniform rate per horizontal acre, minimizing overspray outside of treatment boundaries and wind drift during appropriate climatic conditions. Seed strips shall be distributed in such a manner as to provide uniform of seed distribution. Such distribution shall not vary more than 10 percent above or below the specified pounds per acre for the project (Item). Seed application mapping data/mapping from the application equipment shall be provided to the Government following application.
Seed application rate per acre is specified below. Seed application is to occur after an appropriate climatic event has occurred. Minor changes to the seeding polygons may be discussed at the pre-work meeting with the COR. Seeding acres could potentially be reduced with the seeding rate increasing. 4,700 lbs of bulk seed would be applied to the Deserado Fire Sdg (Item 1) project area. 1,400 lbs of bulk seed would be applied to the Pike Ridge Fire Sdg (Item 2) project area. If changes are made final seeding polygons will be provided by the COR to the Contractor prior to the anticipated seed application date. Electronic mapping data shall be provided and displayed to the COR on request. Seed application rate per acre is outlined below.
Item Fire Name Acres to Seed Lbs. Per Acre Range Est. Lbs. Per Acre Total Pounds 1 Deserado Fire Sdg 472 9.5 – 10.5 lbs. 9.96 4,700 2 Pike Ridge Fire Sdg 125 10.5 – 11.5 lbs. 11.2 1,400
Seed mix totals by species and pounds are specified on the next page.

SECTION F - INSPECTION, ACCEPTANCE, MEASUREMENT, PAYMENT
F.1.1 INSPECTION
F.1.2 The COR or Project Inspector will spot inspect seeded areas for sufficient seed coverage.
Seed openings of the distribution mechanism shall be inspected at sufficient intervals to insure proper functioning and even distribution of seed.
F.1.3 Where skips or insufficient application are documented during “on the ground inspections” by the COR or Project Inspector, retreatment will be required at no extra cost to the Government or a deduction in payment will be calculated.
F.2.0 ACCEPTANCE
F.2.1 Acceptance will be based upon the satisfactory completion of the requirements in Section
C.1.2 APPLICATION. The acceptable quality level is 95%. Meaning 95% of the designated seeded area must meet the requirements in C.1.2. If the acceptable quality level is found to be below 95%, a per acre deduction will be made for any acres not meeting the specifications.
F.3.0 MEASUREMENT
F.3.1 The determination of the acreage of completed work will be made from contactor provided data and converted by BLM in a shapefile. Area measurements required under this Contract will be measured on a horizontal plane.
F.3.2 Remeasurement of the acreage under this Contract will be made upon the written request of the Contractor. The request for remeasurement must be made in writing within 10 calendar days after completion of the work. If remeasurement indicates a difference of not more than 5 percent from the original measurement, the Contractor shall pay the actual cost of the remeasurement. Payments will be based on the second measurement where the difference between measurements is more than 5 percent. Where the difference is less than 5 percent, the results of the first measurement will be used.
F.4.0 PAYMENT
F.4.1 INVOICING – Invoice(s) shall be submitted in accordance with the Internet Payment
Platform (IIP) clause through the following website:
https://www.ipp.gov
F.4.2 Award will be a Firm Fixed Price Purchase Order. Payment for seeding will be based on the actual number of acres seeded as applied according to the contract specifications within designated project boundaries and in accordance with Section C.1.2 APPLICATION.
F.4.3 Payment will be made on an inspected and completed acre basis.
F.4.4. If a deduction is determined necessary, it will be based on the awarded per acre price multiplied by the number of acres not meeting the specifications in C.1.2.
