SCOPE OF SERVICES

DETERMINATIONS OF ELIGIBILITY

FOR THE NATIONAL REGISTER

FOR

ABRAHAM LINCOLN BIRTHPLACE NHP AND

CUMBERLAND GAP NHP

MISSION 66 DISTRICTS

SCOPE

In accordance with the terms and conditions of the Contract, the Contractor shall perform the work of this award for the National Park Service (NPS) as described below. This project will provide Determinations of Eligibility for the National Register of Historic Places for Mission 66 cultural resources within Abraham Lincoln Birthplace National Historical Park, located in LaRue County, Kentucky, and Cumberland Gap National Historical Park, located in Bell and Harlan counties in Kentucky, Claiborne County in Tennessee, and Lee County in Virginia.

CONFIDENTIALITY

The information developed under this awardis the property of the U.S. government and shall be kept in strict confidence.

PERFORMANCE PERIOD

Time is of the essence. The two parks included in this project need clarity on the National Register status of the subject resources in order to plan for their maintenance and rehabilitation. The work shall begin promptly following the issuance of the delivery/task order, shall proceed in accordance with the schedule for submittals, and shall be completed no later than 12 months after award. A two-month window is provided at the outset of the project during which field survey work should occur; the two-month window should be sufficient to schedule field work in conjunction with travel cautions due to COVID19.

INTRODUCTION

Sections 110 and 106 of the National Historic Preservation Act (NHPA) provide to all Federal agencies a legal mandate to maintain a preservation program for the identification, evaluation, and nomination of properties owned or controlled by them that may qualify for the National Register of Historic Places, and to consider in planning processes the preservation of historic properties that may be affected by federal actions.

This project will specifically focus on Mission 66 era NPS park site developments at Abraham Lincoln Birthplace National Historical Park (ABLI) in Hodgenville, KY and the Cumberland Gap National Historical Park (CUGA) headquartered in Middlesboro, KY. To accommodate soaring post-war visitation to national parks, the Mission 66 initiative (1945- 1973) of the National Park Service sought to improve parks through building new roads and facilities; including visitor centers, campgrounds, park housing, and interpretive infrastructure. This project will utilize the themes, trends, and patterns of history shared by the properties, and it provides the National historical context and the registration requirements for the work being contracted to execute this scope of work. The existing Multiple Property Documentation Form (MPDF) for “National Park Service Mission 66 Era Resources” provides the specific historic context and registration requirements for the work. All requirements for any eligible properties still apply for those determined eligible under the MPS.

This documentation effort will provide a list of contributing and non-contributing resources by applying the MPDF. The field survey will collect current information on approximately ninety-five (95) buildings and structures in two parks (see Appendix A).

BACKGROUND INFORMATION ON ABLI AND CUGA

Abraham Lincoln Birthplace National Historical Park was administratively listed in the National Register of Historic Places with the passage of the National Historic Preservation Act in 1966. National Register documentation was accepted by the Keeper of the National Register on December 13, 1977 (NRIS 66000066).

The Abraham Lincoln Birthplace National Historical Park was established to preserve, for the benefit and inspiration of ensuring generations, the traditional birthplace cabin, the Memorial Building enclosing the cabin, and a part of the original site (farm) where the 16th President was born and spent the first 2-1/2 years of his life.

The Lincoln’s bought 300 acres of land on Nolin Creek near Elizabethtown in 1808. Abraham was born to Tom and Nancy Lincoln February 12, 1809. They lived there 2-1/2 years; at which time they ware forced to move due to a defective land title.

The cabin in the completed Memorial Building stands as an example of the hardships of early American settlement and strengths of character such life developed in Americans, especially Abraham Lincoln. It illustrates the beginning of a man who directed politician and military changes dur the upheavals of the Civil War and who, more than any other president, exemplified the American political and humanitarian image.

Cumberland Gap National Historical Park was administratively listed in the National Register of Historic Places with passage of the National Historic Preservation Act in 1966. National Register Documentation was accepted by the Keeper of the National Register on December 28, 1980 (NRIS 66000353).

Cumberland Gap is a notch in a narrow section of Cumberland Mountain, part of the Appalachian chain encompassing the southwestern tip of Virginia, the southeastern corner of Kentucky, and a portion of the northeastern corner of Tennessee. The Gap is the result of a block fault running perpendicular to the axis of the mountain. The ridge of the mountain runs generally from northeast to southwest and the Gap is delineated by two peaks: to the northeast is the Pinnacle, and to the southwest is the Tri-State Peak where Kentucky, Tennessee and Virginia meet.

Cumberland Gap has been for centuries a passageway for people, being the only easily accessible pass through the Appalachian Mountains. It has witnessed the movement of peoples from Native Americans to modern travelers and played an important role in the westward expansion of EuroAmerican settlement. Its importance as a natural pass was emphasized during the Civil War by its fortification by both the Union and Confederate armies. During the nineteenth century, Cumberland Gap was a locally important commercial passage, used by stockmen and merchants.

Between 1955 and 1965, both parks were developed under the Mission 66 program. These developments are now more than fifty (50) years old and will be evaluated for National Register eligibility under this scope.

REQUIRED CONSULTANT QUALIFICATIONS

The selected contractor must have demonstrated experience in survey, architectural history, and architecture and have successfully prepared NR DOEs and NR nominations. Ideal candidates will also possess the following desired qualifications:

a) One or more principal staff in this project team that meet the qualifications of historian, historical architect, or architectural historian who meet the Secretary of the Interior’s Professional Qualifications Standards as specified under Department of the Interior's regulations 36 CFR Part 61.

b) Demonstrated experience in preparing determinations of eligibility that have resulted in these properties being successfully evaluated by the State Office of Historic Preservation.

If the consultant comprises a firm or organization, then a Principal Investigator must bedesignated for the project. The Principal Investigator must agree to be responsible for all work conducted by other contractor personnel for the project. The individual selected as the Principal Investigator may not change during the project without the prior written approval of the NPS.

PROJECT DESCRIPTION

The work to be conducted under this contract will consist of:

A team approach, entailing the disciplines of history and historic structures, will be required. The team will need to integrate information about the properties’ physical and cultural history in order to evaluate park resources under the Mission 66 criteria and to assess integrity to that period of significance. The Multiple Property Documentation Form for “National Park Service Mission 66 Era Resources” can be found at: https://www.nps.gov/nr/feature/places/pdfs/64501248.pdf The Contractor shall provide all materials, supplies, labor, supervision, coordination, and management necessary to complete the work as and when required, as specified in this scope of services.

SPECIFIC TASKS

1) Orientation Meeting via Video Call

2) Monthly Progress Calls via Video Call. On the monthly call after completion of each field survey, contractor team shall be prepared to discuss integrity of the Mission 66 resource at the site and National Register eligibility.

3) Field survey work at each park.

4) Prepare Determination of Eligibility (DOE) Documentation:

· Consultant shall use all readily available primary and secondary source material, including NPS reports, and perform physical investigations as necessary, to complete documentation.

· The consultant shall prepare DOE documentation that includes descriptions which classify Mission 66 resources within each park as contributing or non-contributing.

· The documentation shall be based on National Register criteria for significance and the integrity of resources, and it shall consider the Mission 66 historic context. The information must be submitted on National Register Form 10-900.

· Follow the guidelines for counting contributing and noncontributing resources in National Register Bulletin: Guidelines for Completing National Register of Historic Places Forms. The resource count shall conform to the Rules for Counting Resources (page 17).

· Specifically account for all buildings, structures, sites, and objects, historic and non- historic, that are associated with Mission 66 in both National Register Form 10-900 Section 7 (description) and on the district data sheet (inventory). Specifically, reference all contributing resources described in both National Register Form 10-900 Section 7 and Section 8.

· Distinguish countable resources from their associated features in both the narrative in Section 7 and the associated data sheet. Organize the data sheet by resource type and include associated features for specific resources. In addition to other identifying information, include the area(s) of significance with which they are associated. Include also a separate list of non-contributing resources.

· Consultant must include photographic views representing each resource. Views must include the buildings and structures and important landscape features and patterns. The consultant must adhere to the National Register Photo Policy Fact Sheet. http://www.nps.gov/nr/publications/guidance/Photo_Policy_final.pdf

· The consultant should propose historic property boundaries for the districts, contributing and noncontributing elements and any property found to be individually eligible. Consultant shall create and notate a scaled map identifying all contributing and non- contributing resources by name and number. Mapping shall be compatible with NPS GIS standards. (See STIPULATIONS, no. 10, and Appendix A – GIS Standards)

· A list of structures that are already entered in the NPS Cultural Resource Inventory System (CRIS) for the two parks shall be provided and will serve as a reference, whether or not countable for purposes of the Mission 66 focus of the current project.

· NPS Segment maps with GPS polygons for each tract managed by NPS shall be made available to the consultant for purposes of establishing the Mission 66 district boundaries. Expectation is that the NPS land holdings at the time of the Mission 66 project will determine the district boundary.

Consultant shall review as-built plans, Superintendent Annual Reports, historic photos, and other pertinent documents available in the park archives (e.g. Tract Files) or in ETIC from the period the structures were originally constructed. These documents will be used to determine if significant alterations have occurred since that time that diminishes the integrity of these structures from their original design intent.

5) Prepare Structure Photographs The contractor shall include a minimum of four representative photographic views of each structure. While the NRNF only requires 1-2 images per structure, the remainder of the images will be provided to NPS for use in entering the structures into the Cultural Resources Inventory System (CRIS).

Views shall include:

· Front, rear, and side elevations of all contributing and non-contributing buildings and structures, including one view that places the structure in its context.

· Views of primary interior spaces (where possible)

· Views of additions, alterations, intrusions, and dependencies.

· In no case may a graphic file have a lower resolution than specified on the National Register photography standards. Therefore, use of screen grab imagery is not acceptable. Where digital images exist only in low resolution format, the subject shall be reacquired to achieve an acceptable resolution.

· Modern photographs included in the report shall clearly render the subject, shall not exhibit muddiness, excessive light or deep shadow that obscures detail, and shall be framed with vertical constructed or landscape elements parallel to the frame of the image consistent with best practices for documentary photography.

· Photo composition: Level the camera to avoid distortion when shooting basic centered views such as the primary view of a setting or landscape.

· Photo composition: Make appropriate use of panorama and wide-angle lens views to document context and spatial relationships.

· Then/Now Photos: Contractor shall re-photograph historic and current views as paired images in the DOEs to demonstrate continuity or change over time.

· Image files should be named as follows: PARK ALPHA CODE_Structure Name_Year taken_ description phrase.

6) Prepare Structure Detail Spreadsheet The contractor shall provide NPS with an Excel spreadsheet containing the structure-by-structure information collected for all the assets listed in Appendix A. Minimally this will include the following data fields:

STIPULATIONS

1. The contractor and key team members will meet the requirements specified in 36 CFR Appendix A, Professional Qualification Standards and the intent of Section 112 (a)(1)(of the National Historic Preservation Act of 1966, as Amended through1992. http://www.nps.gov/history/local-law/arch_stnds_9.htmB)

2. The Contractor shall coordinate with the Contracting Officer’s Representative (COR) as necessary to complete the work as and when required and determine park point of contact. This may include participating in conference calls and product review meetings.

3. All work must be technically and legally defensible. Consultant must utilize the guidelines the National Register of Historic Places bulletins including: 15, How to Apply the National Register Criteria for Evaluation; 16A, How to Complete the National Register Registration Form; 21, Defining Boundaries for National Register Properties (with Appendix, Definition of National Register Boundaries for Archeological Properties). http://www.nps.gov/nr/publications/index.htm#bulletins. Consultant shall also utilize the guidelines contained in NPS-28 (Cultural Resource Management Guideline): Appendix Q, “Preparing a National Register Registration Form.” https://www.nps.gov/parkhistory/online_books/nps28/28contents.htm

4. Level of Effort - Research will meet NPS standards for a thorough investigation, i.e., research will be done in selected published and documentary sources of known or presumed relevance that are readily accessible without extensive travel and that promise expeditious extraction of relevant data. Findings will be presented in no greater detail than required by this scope of work (NPS 28 chapter 2.A)

5. All digital photography, including printing on acceptable ink and paper combination for digital images, shall be accomplished in accordance with the March, 2010 National Register of Historic Places and National Historic Landmarks Survey Photo Policy Expansion (http://www.nps.gov/history/nr/policyexpansion.htm).

6. The Contractor's quality control efforts shall ensure that all draft and final deliverables are completed documents, as specified, that have been reviewed for academic excellence, professional and copy quality, and technical accuracy. Documents not displaying such efforts will not be accepted.

7. The contractor is advised that Section 9 of the Archeological Resources Protection Act of 1979 (as amended) prohibits the release of information concerning the nature or location of archeological properties unless specifically authorized by the Federal Land Manager. Unauthorized release may result in penalties described in Section 7 of that Act. Section 304 of the National Historic Preservation Act also applies. Documentation of restricted information will adhere to National Register of Historic Places Bulletin 29, Guidelines for Restricting Information and Historic and Prehistoric Resources. http://www.nps.gov/nr/publications/index.htm#bulletins If possible, sensitive information will be separately reported.

8. Research files, negatives and photographs, and other material produced as a result of this project shall be delivered to and become the property of NPS upon completion of the contract.

9. The Chicago Manual of Style, 17th edition or later, guidelines will be used for citations and as a general guide to style.

10. The consultant shall be required to meet the NPS GIS data collection and mapping standards detailed in Appendix B.

REQUIRED CONTENTS OF PROPOSAL

a. Contractor must indicate how they will manage COVID-19 travel cautions.

b. Contractor must confirm their capacity to meet the project schedule.

4. Project team: identify assigned key personnel, with brief resumes confirming that relevant disciplines are part of the team and that key personnel meet The Secretary of the Interior’s Professional Qualification Standards.

a. Professional experience of key personnel in undertaking the evaluation of architecturally and historically significant districts of similar magnitude, significance and complexity. Resumes of project team members, examples of similar projects and references should be provided for purposes of evaluation.

b. Provide contact information (owner’s name, contact and telephone number) and description for 3-5 similar projects completed within the last five years.

5. Cost Proposal: Project fees must include the entire scope of work and final deliverables, in matrix format with hourly rates for assigned staff, noting tasks and subtasks.

a. Fees shown shall include all costs and expenses (copying, mileage, photographs, etc.) to complete the scope of work and resulting report.

b. Organize the cost proposal spreadsheet as follows:

i. Roles organized across columns and grouped by discipline.

ii. Cost/hour for each role, row below.

iii. Tasks/subtasks listed in rows.

iv. Do not insert staff names in lieu of roles.

FEE AND PAYMENT

Progress payments to the Contractor shall be made on the basis of proper and acceptable invoices submitted consistent with the quality requirements described in Stipulation 3 above, for the actual percentage of services completed by the Contractor and shall be made in accordance with the provisions of Section I Contract Clauses except as follows:

All submittals under this agreement must be approved by the COR prior to any interim or final payment. Invoices will be submitted first to the COR and may be submitted monthly.

A. Invoices shall include an itemized cost summary of staff work and direct expenses in a level of detail that matches the task agreement proposal, with invoicing based on percent complete for each task and subtask line.

B. Following COR acceptance of the invoice, submittal to the Invoice Processing Platform (www.IPP.gov) is required.

C. When an invoice is not associated with a required submittal, the invoice shall be accompanied by a brief (one paragraph) narrative of the work represented by the invoice.

APPENDIX A - MISSION 66 STRUCTURES/FEATURES

During proposal preparation as well as during performance of the work, the Contractor should make use of the Technical Information Center (TIC) at the NPS Denver Service Center (DSC), which is the oldest and largest information system in the National Park Service. TIC has a newly launched public website: pubs.etic.nps.gov that has made more than 32,000 NPS records, drawings and documents in a convenient, user-friendly, digital way available to the public and researchers. The COR will separately provide researchers with a list of all TIC records for the resource, as not all records are publicly released. Based on Contractor selection, these non-public records will be retrieved.

Abraham Lincoln Birthplace National Historical Park Between 1955 and 1965, the Abraham Lincoln Birthplace National Historical Park was developed under the Mission 66 program. Following approval of a Master Plan, structures including the Visitor Center, Employee Residences, Sanitary Facilities, Offices, Workshops and Equipment Buildings, Utilities, Roads and Trails, and planting plans were constructed. Park staff advise that the Visitor Center has been extensively altered in prior years.

Contractor should assume that up to twenty-five (25) structures will be assessed.

Cumberland Gap National Historical Park Between 1955 and 1965, Cumberland Gap National Historical Park was developed under the Mission 66 program. Following approval of a Master Plan, structures including the transportation infrastructure, campgrounds, landscaping, Visitor Center, employee residence and equipment storage, entrance road and parking, utilities, an amphitheater were constructed. Park staff advise that the Visitor Center has been extensively altered in prior years.

Contractor should assume that up to seventy (70) structures will be assessed.

APPENDIX B – GIS STANDARDS

NPS STANDARDS AND GUIDANCE

GIS data for the cultural landscape must follow the National Park Service Cultural Resource Spatial Data Transfer Standards found at:

GPS EQUIPMENT AND FIELD RECORDATION

GPS Equipment. GPS/GNSS units must be of acceptable precision rating, produce data that can be differentially corrected (whether real-time or not), and be capable of exporting data into a format compatible with ESRI ArcGIS software.

The Contractor shall use their own computers and software capable of producing data and metadata compatible with ESRI ArcGIS. Though older NPS standards call for use of Trimble equipment and software, it is understood that a variety of GPS equipment and software, both from Trimble and other manufacturers, will be suitable for producing the required data deliverables.

GPS Equipment Precision Rating. GPS equipment must be capable of submeter accuracy when used with adequate position averaging and differential correction.

Field Recordation. See the appendices to this Statement of Work for a list of physical features that must be recorded. Where no list is provided, contractor shall plan to record all features identified through the project, both those that are potentially contributing (historic) and those that are non-contributing (non-historic). Typically, buildings, structures and objects larger than 3 meters across should be recorded by GPS with at least one corner point when possible GPS may be appropriate for other types of resources such as site areas and linear features.

An offset must be used for GPS data collection adjacent to structures when the structure deflects the satellite signals enough to move the estimated accuracy out of the required accuracy radius.
