1.0 Background

Fire Island National Seashore (FINS) owns and operates a 20’x60’ shallow draft steel barge in the Great South Bay to transport vehicles, equipment, and supplies between Fire Island back and forth across the Great South Bay to support operations. The barge was built in 1994 and requires the repair of deferred cyclic maintenance. The steel barge requires replacement of specific areas of plating, removal of paint to the substrate in other areas, as well as rust removal prior to painting in remaining areas. The bilge area will require rust removal followed by priming and painting. New deck hatches, mooring bits, navigation light post, and access platform to the wheelhouse will also need to be removed and installed to replace worn out steel. The vessel will need to be hauled and blocked out of the water to complete the work. FINS will deliver the vessel to the offeror as applicable.

2.0 Scope

• Haul and block 20’x60’ vessel. Vessel has a flat bottom with a 4’ of freeboard and 16” keel.

• The National Park Service (Fire Island) will remove all electronics prior to commencement of work. Existing wiring to remain.

• Side Shell-Provide bare metal substrate, prime with Intergard 269 or equal and paint with White Intershield 852 or equal which consists of areas measuring; Port side 4’x60’, Starboard 4’x60’, Stern 4’x20’, Bow is a semi-V shape with an area approximately 5’x24’. Paint scheme to change to Black Intershield 852 or equal at water line on side shell.

• Deck area-Provide bare metal substrate, prime with Intergard 269 or equal, and paint with Grey Intershield 852 or equal of entire deck area and engine vents.

• Wheelhouse superstructure (exterior)-Provide bare metal substrate, prime with Intergard 269 or equal, and paint with White Intershield 852 or equal of exterior wheelhouse area, platform, uprights, and roof.

• Wheelhouse superstructure (interior)-Remove rust and/or oxidation in the interior of the wheelhouse superstructure followed by Ospho or equal treatment to retard rust in treated areas. Prime with Intergard 269 or equal and paint with White Intershield 852 or equal.

• Interior void (engine room, collision void, midship compartment)-Remove rust and/or oxidation in interior void followed by Ospho or equal treatment to retard rust in treated areas. Prime with Intergard 269 or equal and paint with Grey Intershield 852 or equal on interior of entire void, including, but not limited to; bottom, sides, top, bulkheads, and structural channel steel. Void consists of 3 compartments that include, a collision bulkhead, mid compartment, and engine room which are separated by vertical steel bulkheads and accessed by deck hatches or engine hatches.

• Vessel bottom-Complete power wash of bottom, including up to waterline followed by 1 coat of Intergard 269 primer followed by 1 coat of black Interspeed 640 or equal paint. Bottom measures approximately 20’x60’ with a longitudinal keel 12”x16”x45’.

Items to be replaced and renewed-

• Crop and renew main deck with 3/8” steel plate in the following specific areas-o Port side-from bow 47’2” back 4’ wide to include new steel rubrail (see diagram below) o Starboard side-from bow 47’2” back 4’ wide to include new steel rubrail (see diagram below) o Midship main aft between pilot house and previously installed 3/8” steel plate (see diagram below) o As part of the deck removal, adjacent horizontal rub rails to be removed and replaced with 4” tube steel cut down the middle to create a half moon rub rail. Prime with Intergard 269 or equal and paint with White Intershield 852 or equal.

o As part of the deck removal, remove 6 of the 10 midship mooring posts and install new. Posts are 6” outside diameter with 1” solid perpendicular posts. Use existing bow and stern mooring posts as template. Prime with Intergard 269 or equal and paint with Black Intershield 852 or equal.

• Crop and renew front face of pilot house measuring 6’1”x5’ (see diagram below)

• Remove and replace wheelhouse roof with ¼” steel plate. Prime with Intergard 269 or equal and paint with White Intershield 852 or equal. (12’x13’-see photo below). Provide mounting and access on cabin roof for government furnished equipment, to include; 2 antennas, 1 radar, 1 spotlight, and 1 horn.

• Remove and fabricate new light mast. Prime with Intergard 269 or equal and paint with White Intershield 852 or equal. See photo below)

• Remove existing navigation lights and install new LED light package in accordance with U.S. Coast Guard navigational rules, international/inland.

• Remove and replace 2 engine hatch covers with raised coaming ¼” steel plate 3’10”x5’2”. Engine covers to have mechanism to keep hatch open as needed. Prime with Intergard 269 or equal and paint with Black Intershield 852 or equal.

• Remove and replace aft wheelhouse platform with ¼” steel plate 3’x7’9” along with pipe railing around deck. Prime with Intergard 269 or equal and paint with Black Intershield 852 or equal.

• Install new internal longitudinal #2 3” x ¼” flat bar (34’) in bilge compartment for rigidity. Prime with Intergard 269 or equal and paint with Grey Intershield 852 or equal.

• Remove plywood material inside engine room between transom assembly and outdrives and fabricate steel plate housing to be perpendicular to assembly to allow for a better transition between systems. (see photo below) Prime with Intergard 269 or equal and paint with Grey Intershield 852 or equal.

• Remove and replace all anodes inkind.

• All primer and paint shall be applied as per manufacturers specifications.

The offeror shall request approval of the National Park Service, Fire Island project manager prior if they seek to facilitate work by removing engines, tanks, assemblies, pumps, piping, etc.

3.0 Objectives

• To rehabilitate a 20’x60’ shallow draft steel barge by performing specific replacement of steel components along with renewing the paint on the entire vessel.

4.0 Task

• Haul and block vessel to perform the work.

• Remove specified steel plating and replace with new on cargo deck and superstructure.

• Remove paint to substrate, prime and paint in areas as specified in scope.

• Remove rust, seal, prime and paint in areas specified in scope.

• Remove, fabricate, prime, and paint hatch covers, engine covers, and deck platform as specified in scope.

• Launch vessel for return to the National Park Service
