1.0 Background
Over the past year, Gateway National Recreation Area staff have noted damage to existing fencing in the Staten Island locations of Gateway National Recreation Area. Removal of damaged fencing at Riis Park was added in response to concerns expressed by constituents. It was decided to combine all the repair work into one contract in the interest of expediency.
2.0 Scope
This project will provide services for the repair or replacement of existing fencing in the Fort Wadsworth and Miller Field locations and removal of damaged fencing at Riis Park in Gateway National Recreation Area.
3.0 Objectives
The objective of this project is to repair existing damaged fencing in-kind for aesthetics as well as function. In some cases, the fence damage makes it easier for the public to access unsafe areas of the parks, such as structurally unstable gun batteries. In Riis Park, fencing has been damaged by vehicles in multiple locations and is heavily rusted. For a long length of 4’ chain-link fence in Riis, the mesh was washed off in the Sandy storm surge and never replaced.
Replacements will be done as part of a future project in 2021 provided that funding is found.
4.0 Locations of Work
Miller Field and Fort Wadsworth
1. Miller Field, Miller Field Playground (Basketball Court) Staten Island, New York
2. Miller Field Entrance at end of Father Capodanno Blvd.
3. Fort Wadsworth, near New York Ave & Battery Road, around Battery Upton.
4. Fort Wadsworth, on Loop road next to Battery Barry.
5. Fort Wadsworth, at the Battery Rd./McClain Ave. entrance.
6. Fort Wadsworth, along Ayres Road, around the waste material yard.
Riis Park
1. Riis Park picnic area, along the walkway, north side
2. Riis Park Parking Lot, south side, along perimeter lanes
3. Riis Park Parking Lot, west side, along access road
5.0 Tasks
Location 1. Miller Field Playground (Basketball Court)
Supply and install approximately 119’ x 10’ high chain link fence to connect to existing fence. Post and rail sizing and spacing shall match existing. Posts shall be set in concrete a minimum of 3’-2” deep. One (1) 4’ wide gate matching the other gate at these courts shall be installed. The gate will be installed at the existing walkway leading to the courts. Old post footings may be encountered and shall be removed entirely.
Location 2. Miller Field Entrance at Father Capodanno Blvd.
Re-hang ~88’ of 8’-6” chain link fence. Replace 10-12’ of damaged #9 x 2” black vinyl-coated steel mesh and replace four (4) broken or bent line posts. Posts shall be set in concrete a minimum of 2’ deep. Post spacing to match existing. Clean mesh of vegetative material, dirt and trash before re-hanging.
Location 3. New York Ave. & Battery Rd. around Battery Upton, Ft. Wadsworth
Existing fencing around the historic battery was damaged by a fallen tree. Replace bent section of top rail. Put chain link mesh fabric back in place and attach with wire ties. Roughly 34’ of 5’ high fence is damaged. Any broken or damaged vinyl slats shall be replaced in-kind. Check adjacent posts for damage and repair as needed.
Location 4. Along Loop road next to Battery Barry, Ft. Wadsworth Existing 5’ high fencing around the battery was damaged by falling trees. Replace bent section of top rail, roughly 49’. Replace roughly 30’ of damaged chain link mesh fabric and attach with wire ties. Check adjacent posts for damage and repair as needed.
Location 5. At the Battery Rd./McClain Ave. entrance., Ft. Wadsworth
The posts of the center pedestrian gate were damaged by vehicles.
One post is missing. Contact NPS Police for removal of the chain and lock. The posts shall be replaced with 3” dia. or larger posts, factory-coated in black vinyl. The posts shall be filled with mortar mix concrete for rigidity and strength. Posts shall be set in concrete a minimum of 2’ deep. Salvage any serviceable hardware such as hinges and bolts and clean and paint for re-use. The existing gate shall have a gate stop welded on, positioned so the gate only opens outward. The gate will then be cleaned, painted and re-hung. The existing sign on the gate shall be re-hung. Ensure proper alignment with the existing rolling vehicle gate. Any pavement removed or damaged by removal of the posts shall be replaced. Asphalt shall be sawcut along sound pavement. Joints of the asphalt patch shall be sealed with tar.
Location 6. Along Ayres road around the waste material yard, Ft. Wadsworth
Existing 5’ high fencing around the yard and adjacent batteries was damaged by falling trees or heavy vines. Cut vines from the fencing. Clean mesh of vegetative material and trash before re-hanging. Note that this section of fence is within a stand of Japanese Knotweed which will have to be cut down to access the fence. Inspect fencing all around the batteries.
Replace any missing or bent top rail. Most of this fence was not installed with a top rail and only needs coil wire. Re-hang all chain link mesh fabric that has been knocked down and attach with wire ties. Check posts for damage and repair or replace as needed.
Location 7. (a, b & c) Riis Park picnic area, along walkway, north side
Remove a total of 331 LF of existing 4’ high chain link fencing as noted on the plan sheet. Removal shall include concrete footings and any other below-grade hardware. Holes created by removal of posts shall be backfilled immediately.
Location 8. (a, b & c) Riis Park Parking Lot, along perimeter lanes, south side of lot
Remove a total of 488 LF of existing 4’ high chain link fencing as noted on the plan sheet.
Removal shall include concrete footings and any other below-grade hardware. 429 LF of this fencing is only posts. Holes created by removal of posts shall be backfilled immediately.
Location 9. Riis Park Parking Lot, along access road, west side of lot
Remove 155 LF of existing 4’ high chain link fencing as noted on the plan sheet. Posts shall be cut off flush with the pavement. Grind as needed to be level with grade.
