Description of Work: Using Contractor furnished labor, equipment, supplies, and materials to remove approximately 102,669 linear feet of fencing across the Bureau of Land Management, Elko District (BLM). Contractor will be responsible for disposal of all removed materials; except what is identified below.

b. Location: This contract is for fence lines in 5 different locations throughout Elko County, Nevada. A Vicinity Map is attached to show all the general fence locations in relation to major cities and a Location Map for each separate project location is also attached.

PART 2: SPECIFICATIONS

1. REMOVAL:

Mobilization includes all preparatory work and operations, including those necessary to the movement of personnel, equipment, supplies, and incidentals to the project site; and for other work and operations which must be performed, or cost incurred prior to beginning work and after completion on the various items on the project site. All costs associated with equipment and fence material mobilization and transportation need to be incorporated into the total cost per linear foot for this contract.

This contract is for the removal of existing fence wire, t-posts, and easy fence panels: Remove all fence wires, stays, clips, t-posts, steel and wood posts and any other material associated with the specific fences. The Contractor is responsible for removing only the fence lines contained within this project. Any other fences that are removed by the fault of the Contractor, will be the Contractor’s responsibility to replace to BLM standards. If this happens, the Contractor will replace the fence at no-cost to the Government.

*This contract contains fences identified for removal that will be intersecting or ending at other existing fences. If the fence material is a part of an adjoining fence, that is not identified for removal, and will ruin the integrity of the remaining fence, the area in question will remain until the Contracting Officer Representative can confirm if the section or materials should be removed or left in.

**No cattleguards are known to be attached to any of these fences; however, if Contractor comes across a cattleguard that is attached to any of the fences, they are to immediately notify the Contracting Officer Representative (COR) so they can arrange for removal of the cattleguard. Contractor is responsible for removal of all fencing attached to cattleguard wings, if cattleguards are located.

2. DISPOSAL OF DEBRIS:

Requirements: Items or debris (including layout flags), not designated as salvage for the government, shall become the property of the Contractor. The Contractor is responsible for the disposal of materials in a legal manner and the payments of all disposal fees. Disposal (including burning) of removed materials is not permitted on public lands.

3. MATERIALS:

Furnish equipment required to remove fence wire, steel fence posts, all wood posts and panels, and misc. fencing materials. All fence materials salvaged from fence removal shall become property of the Contractor and their responsibility for disposal except for the following items:

a. Steel 5 ½’ T-Posts*- t-posts will remain the property of the BLM. Contractor will be responsible for returning used t-post to the BLM in bundles of 200 posts that can be off loaded with a forklift. Care shall be taken when removing t-posts to ensure that they are returned straight and useable.

b. Easy Panel Braces*- Easy panels will remain the property of the BLM. Contractors will be responsible for returning all used easy panels to the Elko BLM in bundles of 40 panels.

* If these materials are damaged (cannot be reused for any reason, i.e. bent, broken, etc.), they will also be designated as debris and will be disposed of properly by Contractor.

The materials being returned to the Elko BLM will be returned at a time and specific location within the compound designated by the COR. All drop-off times will be coordinated at least 2 days in advance.

4. SITE VISIT:

Offerors or quoters are urged and expected to inspect the site where services are to be performed and to familiarize themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Inquiries about project location are welcome, and maps to assist in site visits are available at the Elko District Office upon the request from the COR.

PART 3: WORK LOCATION

This contract is for several different fence lines throughout Elko County, Nevada. Please see the attached maps. The Contractor is responsible for removing only the fence lines contained within this project. It is recommended that the Contractor have a GPS or device that can accept ARC/INFO GIS shapefiles (.shp) to know exactly which fence lines to remove. Shapefiles will be available upon request from the COR.

1. ENVIRONMENTAL STIPULATIONS:

b. Access roads shall not be constructed along fence lines or to the jobsite. Crosscountry travel with wheeled or tracked vehicles shall be only to and along fence lines designated for removal. The topography along the fence line may limit or prevent travel. The Contractor is responsible for securing access to projects, and ensuring access across private lands.

c. No cross-country travel with motorized vehicles shall take place when ground is muddy. The Contractor shall repair all ruts and scarred ground created by removal as directed by the Project Inspector.

When a camp site is no longer needed, all garbage and fence building supplies must be removed and properly disposed of.

g. No hazardous materials shall be stored or disposed of on public lands. Fuel, oil, and grease needed for equipment maintenance during the working period may be stored on site where no leakage or spillage will contaminate the ground, preferably in spill containment barriers. No equipment maintenance will be performed within, or near, any stream channel or waters where petroleum products or other pollutants from equipment may enter these waters. Any spills will be reported and mitigated based on instruction from the Contracting Officer.

h. The Contractor shall prevent or reduce the discharge of pollutants to the environment by reducing the chance of spills through safe operating practices, maintaining equipment, stopping the source of spills, containing and cleaning up spills, properly disposing of spill materials, and shall take appropriate corrective action as approved by the COR. The excavated contaminated materials will then be disposed of at a certified hazardous waste facility.

i. Staging/Storage areas for equipment and materials should be located outside of streams or any wetland/riparian habitat areas. Any equipment or vehicles driven and/or operated within, or adjacent to streams or other water should be checked and maintained daily to prevent leaks.

j. All trash and excess materials must be removed from the project site upon completion of fence removal and disposed of in a manner, and at a location, approved by the Contracting Officer.

k. Cultural: Because fragile and irreplaceable cultural resources may be present in the area, project activities and any other action which causes disturbance of the earth's surface shall be limited to those areas approved by the BLM. The Contractor shall insure that he, his employees, or his representatives do not collect archaeological artifacts. Should the condition of the cultural resources in the area be altered during fence removal due to unauthorized activity by the Contractor or his employees, the Contractor shall be responsible for all costs of mitigating the cultural resources involved. If deterioration of the archaeological sites is found to be occurring during the removal phase, work on the project shall be terminated until a data recovery plan is prepared and completed in accordance with the National Historic Preservation Act.

The Contractor shall immediately bring to the attention of the Contracting Officer any and all cultural resources including, but not limited to, historic and prehistoric sites or artifacts, buried artifacts, and buried features such as fire pits, burials, and house floors discovered as a result of fence removal operations. The Contractor shall immediately suspend all activities that might harm the object(s) and shall leave such discoveries intact until instructed to proceed by the Contracting Officer. Pursuant to 43 CFR 10.4(g) the Contractor must notify the Contracting Officer by telephone, with written confirmation, immediately upon the discovery of human remains, funerary items, sacred objects, or objects of cultural patrimony.
