United States Department of Agriculture Single Source/Brand Name Justification

Less Than the Simplified Acquisition Threshold (SAT) FAR 13.106-1(b)(1) Control No. 1034759

1. Identification of the agency and the contracting activity.

Foreign Agricultural Service (FAS) Office of Capacity Building and Development (OCBD) Development Resources and Disaster Assistance Division (DRDAD)

Acquisition Management Division

USDA/FSA/DAM

355 E Street, SW 10th Floor Washington, DC 20024

2. Description of supply or service required to meet the agency’s needs.

Dr. Downing will provide USAID/Tanzania Global Food Security Strategy, country strategy efforts with support in (1) the development of procurement documentation for the Tanzania horticultural activity; (2) contribution to the design and implementation of Tanzania’s agriculture/nutrition CLA Plan; (3) contribution to the design and implementation of Tanzania MEL activities that support the measurement of agriculture/nutrition programming; (4) support to the work on policy as well as review and implementation of the policy matrix; (5) provision of technical support to Tanzania agriculture/nutrition activities in the areas of market systems development, policy analysis, inclusion (youth and gender), resilience and CLA; (6) review of workplans, field visits, supportive action research to inform implementation, and advice on MEL and CLA as needed. There are several uncertainties and possibilities for delays due to circumstances outside the consultants control primarily related to developing a country strategy in Tanzania with proper buy-in from various stakeholders. However, the consultants extensive experience in the region and working on Feed the Future Initiatives will reduce this risk for the U.S. Government.

3. Rationale or circumstances for limiting competition.

Dr. Jeanne Downing is a value chain and market systems expert. Between 2001 and 2014, she worked for USAID as a Senior Enterprise Development Advisor in E3’s Office of Microenterprise and Private Enterprise Promotion (MPEP) Office. Dr. Downing directed and managed AMAP – a centrally-funded research and learning project that developed USAID’s approach to value chain development (http://microlinks.kdid.org/good-practicecenter/ value-chain-wiki), used to design Feed the Future projects across East and

Southern Africa as well as Asia. Dr. Downing has been involved in the design of 20 Feed the Future projects since the beginning of the Initiative. Based on this experience, USAID’s Bureau for Food Security requested her to write a guide on Feed the Future project design to include both contractual guidance and technical good practices particularly relevant to agricultural development and other issues central to Feed the Future. Dr. Downing also worked on the early designs of Feed the Future resilience and value chain projects in Kenya starting in 2009 and on the 2016 evaluation of USAID/Kenya’s Feed the Future portfolio. She has worked on market development for over thirty years in Africa, Latin America and Asia and has a PhD in Geography from the University of Washington and a master’s in City and Regional Planning from Cornell University.

If the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).

4. Description of the market research conducted and the results or a statement of the reason market research was not conducted.
