The contractor is responsible for demolishing approximately 2,347 square feet of a single-story house constructed in 1950 and approximately 332 square feet of a shed at least 35 years old, removing all debris, providing clean fill dirt, and grading the site to a level finish. The house is a 3-bedroom, 1-bath structure with a crawl space, poured concrete and concrete block foundation, and asphalt shingle roof; it has been vacant for several years and heavily vandalized. The shed features T1-11 plywood siding, asphalt over plywood roof, plywood floor, and 2x4" framing with an unknown foundation type. All utilities to the house have been disconnected, and asbestos was previously removed from the property in 2024.

The contractor must remove subsurface footings and foundation materials to a minimum of 3 feet below final grade, dispose of all demolition debris in compliance with federal, state, and local regulations, clear miscellaneous trash scattered throughout the yard, and grade the entire site to a smooth, even surface free of holes and depressions. Vegetation cutting of 6 inches in diameter or less is permitted but not required; larger trees must not be damaged. An Ocean County Mosquito Commission monitoring station with solar panels at the rear of the property must remain undamaged. The contract period runs from August 31, 2026 to January 31, 2027, with work conducted Monday through Friday from 7:00 AM to 5:00 PM, excluding federal holidays. A mandatory site visit is scheduled for August 18, 2026 from 9:00 AM to 4:00 PM. The contractor must provide waste disposal receipts and conduct a final site walk-through with the Contracting Officer's Representative to verify proper fill dirt placement and site leveling.

HOUSE AND SHED DEMOLITION

EDWIN B. FORSYTHE NATIONAL WILDLIFE REFUGE

BRICK TOWNSHIP, NEW JERSEY

STATEMENT OF WORK

This Statement of Work (SOW) outlines the requirements for the complete demolition of an approximately 2,347 sq. ft. single-story house and an approximately 332 sq. ft. shed on Edwin B. Forsythe National Wildlife Refuge in Brick Township, New Jersey. The contractor is responsible for debris removal, providing clean fill dirt to level the ground, and site grading.

1.0 Objective

The objective of this contract is to safely demolish, remove, and properly dispose of all structures, concrete, and surface debris at the designated federal site. The site must be left in a clean, level, and graded condition.

2.0 Project Location

• Site Address/Coordinates: 530 Havens Cove Road, Brick Township, New Jersey 08723.

• Property Status: Federal Land

3.0 Scope of Work

The Contractor shall furnish all labor, materials, equipment, and supervision necessary to perform the following tasks:

3.1 Structural Demolition

• House: Complete demolition and removal of the approximately 2,347 sq. ft., single-story structure, including the contents, foundation, and any associated walkways.

The house is a 3-bedroom, 1-bath house constructed in 1950. There is no garage associated with the property. Other rooms in the house include a kitchen, living room, sunroom, storage/pantry, laundry room, office, and hallway. There is a crawl space but no basement. A small utility room containing a water heater is located at the rear of the house. The foundation appears to be a combination of a poured concrete and concrete block. The roof is asphalt shingle. The house contains some appliances, furniture, and trash. The house has been vacant for a few years and has been heavily vandalized. All utilities (electric, water, sewer, gas, phone, cable) have been disconnected. The contractor is not responsible for removing any underground pipe, wires, cables, etc. exterior to the foundation of the house.

The siding, floor in the storage/pantry room, kitchen sink, and several windows were removed in 2024 when all known asbestos on the property was removed.

• Shed: Complete demolition and removal of the approximately 332 sq. ft. shed, including any associated foundation. The shed is at least 35 years old. The shed appears to have T1-11 plywood siding, an asphalt over plywood roof, a plywood floor, and 2x4” framing. The type of foundation, or blocking under the structure is unknown, but the building was probably initially constructed on top of widely spaced concrete blocks that have since sunk into the ground. The asphalt and plywood roof of the building has caved in. The shed contains some materials such as a garden cart, old metal cabinets, and trash but it mostly empty.

• Trees, shrubs, and vegetation: Cutting of trees, shrubs, limbs, and other vegetation 6 inches in diameter or less to facilitate demolition is permitted but not required.

Larger trees are not to be felled or damaged by demolition equipment.

3.2 Debris and Waste Removal

• Remove and legally dispose of all demolition debris, concrete, wood, metal, and general trash generated from the structures.

• Clear and dispose of all miscellaneous trash and debris scattered across the project yard and surrounding site perimeter. The yard has piles of trash and debris, especially immediately behind the house and near the shed, that are to be removed as part of this contract.

• Any small trees, shrubs, and other vegetation that are cut to facilitate demolition and removal of manmade debris can be removed or left onsite, but it is not to be piled in such a way to conceal manmade debris that should otherwise be removed.

• Comply with all federal, state, and local waste disposal regulations.

3.3 Site Grading and Leveling

• Remove subsurface footings and foundation materials to a minimum of 3 feet below the final grade.

• Grade the entire site to a relatively smooth, even surface, free of holes, depressions, and protrusions.

• Import, spread, and grade sufficient clean fill dirt to level the land and establish a stable site finish.

4.0 Additional Consideration:

• An Ocean County Mosquito Commission mosquito monitoring station including small solar panels are located at the rear of the property. This structure must not be damaged during the demolition and debris cleanup operations.

5.0 Period of Performance

• Start Date: August 31, 2026

• Completion Date: January 31, 2027.

• Working Hours: All site work shall be conducted between the hours of 7:00 AM to 5:00 PM, Monday through Friday, excluding federal holidays.

1. Waste disposal/landfill receipts demonstrating legal disposal of all debris.

2. A final site walk-through with the Contracting Officer's Representative (COR) to ensure all fill dirt has been properly spread and the site is leveled to standard.
