DRAFT: STATEMENT OF WORK

Construction Services for the Insulation, and Interior Finish Project at the Fish Passage Wet Lab located in the Bozeman

Fish Technology Center (FTC)

1.0 GENERAL INFORMATION

The contractor shall perform the work of this statement of work for the United States Fish and Wildlife Service (USFWS) as described below for the referenced project.

1.1 INTRODUCTION AND OVERVIEW

The Bozeman Fish Technology Center is located at 4050 Bridger Canyon Road, Bozeman, Montana. This statement of work requires construction services for the installation of the insulation, and interior finishes for their fish passage wet lab building. The web lab building is currently under construction (Phase I) and there is no insulation, interior finishes, heating, or ventilation systems in place. The wet lab building is a wooden, post-frame design that is sheathed in corrugated metal (tough rib). As the interior of the wet lab will be a high humidity environment, all precautions must be taken to protect all surfaces and equipment from rot, mold, mildew, rust, and condensation.

1.2 SCOPE OF WORK (SOW)

A Phase II construction project will be to provide the required insultation, and interior finishes for the fish passage wet lab. The contractor is responsible for the execution of all related work activities required for the completion of the project, to include:

A. Insulation and interior paneling:

1. The entire building is to be insulated with closed-cell polyurethane spray foam suitable for northern climates. The entire ceiling will be sprayed from the top, with care taken to apply under the lowest edge of all trusses and encapsulating all support purlins. The spray foam will be treated as a continuous mat, with no gaps or voids. No portion of the existing corrugated ceiling panels shall be exposed to attic air, which would allow condensation to form underneath. Attic access ports may be cut and centered on each gable end. Access ports will be covered with screened, louvered vents of the exact color of existing Tuf rib. Minimum spray foam thickness on the top of the corrugated panels shall be 5” to achieve an R- Value of ~33. Total square footage of ceiling application is 7,200 sq. ft. Closed cell foam R-Value shall be 6.6 per inch or greater. Spray foam shall be Froth-Pak by Dupont or equivalent.

2. All side walls and gable ends (below ceiling) will be insulated as well. Again, the spray foam will be treated as a continual mat, with care taken to entirely fill the gap between the outer steel exterior and vertical 6”x6” posts. All existing horizontal purlins will be fully encapsulated in spray foam, prohibiting metal exposure to humid, indoor air. All efforts shall be made to fill any gaps between the ceiling and wall foam at the top transitions of the wall. The spray foam will be applied and adhered to the top of the exposed, concrete, stem wall. Minimum spray foam thickness on the wall shall be 3” to achieve an R-Value of ~20. Total square footage of wall application is 4,420 sq. ft. Closed cell foam R-Value shall be 6.6 per inch or greater. Spray foam shall be Froth-Pak by Dupont or equivalent.

3. All products and surface preparations (e.g., primers, etchants, and cleaning solutions) will be furnished by and applied by the contractor, while strictly adhering to the spray foam’s label directions. No application will take place outside of the spray product’s required application temperatures. Any construction debris including dust, hardware, or the like is to be removed by the contractor prior to any surface preparation.

4. After spray foam application, the contractor will finish the wall with the exact brand, gauge, profile, and color corrugated metal as is already installed on the ceiling using identical hardware. Wall sheet metal and trim shall be sourced from Great Northern Metals, 26 ga. ¾” rib, white. The corrugated metal will be installed vertically with no horizontal seams, with the tallest wall height being 14.5’. Purlins (2”x4” fir) will be installed horizontally on the posts, sufficient to support the vertical, steel panels. Additionally, a vapor barrier (6 mil Visqueen or approved equivalent) will be hung prior to the steel panels. There are twenty (20) 3’ wide x 4’ tall windows, three (3) 16’ wide x 10’ tall overhead doors, and three

(3) 3’ wide x 7’ tall man doors. All edge trim, flashing, J-channel and drip channels will be installed in completion around all doors and windows. In addition, transitional trim will be installed around the entire ceiling circumference. All precautions will be made to prevent foam over-spray on the interior steel panels. Also, all equipment installed in the building will be protected from overspray and approval will be required by USFWS staff in order to proceed spraying.

1.3 PERIOD OF PERFORMANCE

The work shall be completed in 120 days from notice to proceed, unless modified by the Contracting Officer (CO). The work of this statement of work shall be provided from approximately May through August 2023.

1.4 PROJECT SAFETY

The Contractor shall be responsible for strict compliance with all provisions of Occupational Safety and Health Administration (OSHA) requirements 29 CFR 1910 and 29CFR 1926 during performance of the work.

2.0 PROJECT REQUIREMENTS

A. All work will adhere to local building codes. All work and materials shall be in compliance with all applicable building codes, and the applicable performance standards:

1. American Society of Mechanical Engineers (ASME)

2. American Society for Testing Materials (ASTM)

B. The contractor shall be a licensed contractor in the state of Montana. All work and testing shall be in accordance with the International Codes.

C. Field Measurements:

On site field investigation and measurements shall be made prior to procurement of the new insulation, and the interior finishes, to get a better understanding of conditions and obstacles in construction.

D. The contractor shall inspect the building and confirm that the specified system will be efficient and provide adequate capacity.

E. The contractor shall provide a list of key personnel for approval to the CO in conjunction with the price proposal for this statement of work. Key personnel shall not change during the performance of this task order unless written approval is obtained from the CO.

F. The contractor shall be responsible for the review and coordination of its own work, its sub-contractor’s work, and other consultants that might be involved in this project.

G. The contractor shall participate in weekly construction progress meetings for the duration of construction. Generally, contractor should plan on attending for an abbreviated period, lasting approximately 15-30 minutes per call.

H. The contractor shall maintain and protect existing facilities from damage during all work:

1. Protect existing building structure from damage.

2. Locate, identify, shutoff or disconnect utility services prior as needed.

3. Notify the facility manager in advance of power and/or water disconnections.

I. The contractor shall furnish and install high efficiency insulation, and interior finishes.

J. All system components shall be from the same manufacturer.

3.0 MATERIAL SUBMITTALS

Material submittals consisting of manufacturer's product information shall be provided for Government approval before any materials are installed on this project.

4.0 END RESULTS/DELIVERABLES

A. Provide and install all materials required to install the insulation, and interior finishes. Upon completion of the installation, all systems shall be fully operational.

B. Upon completion of the project, all work areas shall be free of rubbish and debris.

All debris will be removed, disposed, and recycled per federal and state laws.

5.0 SPECIAL CONSIDERATIONS

A. Normal working hours for Bozeman Fish Technology Center (FTC) are from 6:00

AM to 6:00 PM Monday through Friday except for Government holidays and special events.

B. Contractor allowable work hours are 6AM to 6:00 PM Monday through Friday.

Weekend work is acceptable from 6:00 am to 6:00 pm.

6.0 INVOICES AND PAYMENTS

A. Request for progress payment shall be made on the basis of monthly-itemized invoices, or as agreed with CO, submitted for completed work in accordance with FAR 52.232-10 Payments Under Fixed-Price Architect-Engineer Contracts. The Government will acknowledge acceptance of the work prior to any payments.

B. Invoices shall include a description of the work, scheduled value, work completed and remaining balance.

C. Payment shall not be made in excess of the ceiling price unless the CO authorizes a revision in the ceiling price in writing.

D. Draft invoices shall be submitted to the Contracting Officer (CO) and Contracting

E. The contractor shall submit a signed Release of Claims to the CO after completion of the work and as a prerequisite to final payment. When no claim is being declared by the contractor, place the word “None” in the Release of Claims” form under the word “except”. Correspondence, identifying data and other pertinent documentation shall accompany the Release of Claims. All other terms and conditions remain unchanged.
